In the wake of his death, his parents, Dennis and Judy Shepard, established a foundation dedicated to preventing anti-gay hate and to working toward equality for people of all sexual orientations. In 1999, Judy Shepard testified before the Senate Judiciary Committee in support of the Hate Crimes Prevention Act.
