Teachers are significant in shaping the minds of the youth and contributing to the quality of edu... more Teachers are significant in shaping the minds of the youth and contributing to the quality of education. Thus, examining the relationship between Emotional Quotient (EQ), profile, and faculty performance is important. The 175 faculty of a Higher Education Institution (HEI) in the Philippines were randomly selected. Employing Jerabek's (1996) Emotional Intelligence Test, EQ was found, on average, to indicate the faculty’s ability to recognize and deal with their own and others’ emotions effectively. Analysis of variance, regression, and Pearson Correlation revealed a significant positive correlation between teaching performance and their EQ, confirming that emotional intelligence influences teaching performance. Further, the combined impact of education and academic rank influences EQ, which may be the basis for further study. It is recommended that EQ be considered by HEIs when hiring faculty. Climate change, low yield, and decreasing number of Filipinos engaged in agriculture lead to the instability in the supply of rice and fluctuation in market price affecting local farmers, rice millers, and consumers. In an attempt to address rice shortage and lower retail prices, Republic Act No. 11203 or Rice Tariffication Law was promulgated. Given the contribution of Nueva Ecija province in the rice economy of the country, it is vital to analyze the impact of the policy in the province, specifically, on the operations of 82 registered rice millers using descriptive method of research. Results indicate that the rice millers observe the traditional practices in trading milled rice. Most of them are not engaged in importation and are facing challenges related to the sudden policy reform. Using the mixed and descriptive methods of research, a set of questionnaire was administered to two groups of respondents. The study also used the structural –functional analysis as its theoretical and analytical framework. The study revealed that participants strongly agreed on the issue that the executive branch is exercising the dominant power over the legislative branch through its veto power. Further a slightly “agree” response is shown by the respondents on the issues of the separation of powers as a control mechanism; that the political arrangement is affected by political rivalry and the perception of the dominance of executive branch. This study addressed the problem of determining the services provided by the RHUs in the municipa... more This study addressed the problem of determining the services provided by the RHUs in the municipalities of Aliaga, Licab, and Quezon and the factors that influence the delivery of these services. With the use of the descriptive method and employing a set of questionnaire, it was revealed that the three municipalities provide primary health care services but lack facilities for Level 1 hospital. Further, the factors of inadequate facilities, personnel complement, and unsound fiscal management affect the delivery of health care services to the residents in the municipalities concerned. From these findings, it was recommended that there should be a policy of the lead agency, the Department of Health, to prescribe penalties for the local governments to at least compel them to achieve the least requirement for healthcare provision. Implementation of laws intended to prevent commission of negative bureaucratic behavior is a chal... more Implementation of laws intended to prevent commission of negative bureaucratic behavior is a challenge to most government agencies. Republic Act No. 11032, otherwise known as Ease of Doing Business and Efficient Government Service Delivery Act of 2018, aims to strengthen the Anti-Red Tape Act (ARTA) of 2007 that lessens the perennial problem of bureaucratic red tape which causes graft and corruption. This study aims to determine the degree of observance on the three core components of ARTA namely citizen’s charter, access to government service through frontline services, and report card survey. In addition, zero-contact policy is also observed which is an amendment to the existing law. Based on the results, the core components of Republic Act No. 11032 are always observed in the Department of Education Division of Nueva Ecija but the presence of queuing is observed regardless of the institution’s effort to eliminate red tapes. The success of policy implementation can be fully achieved when coupled with a change of behavior on both part of the service providers and public clientele. Bureaucratic equity followed by inculcation of core values by the service providers with the embodiment of the norms of conduct and ethical standards contribute in the delivery of an efficient government service.

It is imposed upon individual and corporation within the territorial jurisdiction of the municipality. Local governments are funded through Internal Revenue Allotment (IRA) provided by the National Government. The purpose of the study is to assess the local revenue generation capacity of the municipality of Bongabon, Nueva Ecija in the Philippines. The paper revealed that its calculated collection efficiency is only 20.6% of the total collectibles on Real Property Tax. The average local revenue raising capacity of the municipality of Bongabon, Nueva Ecija within the period of 7 years (2011 to 2017) is only 40.9 % of the externally sourced revenue or IRA. The study concluded that the municipality of Bongabon, Nueva Ecija remains dependent on national government when it comes to funding. The study also identified various constraints to efficient tax collection while local citizens perceived the LGU capacity to collect tax negatively. More studies on tax capacity are encouraged to come up with sufficient baseline data that may serve as inputs to policy making and solve the problems of tax collection in the local level.

This paper measured the organizational effectiveness of the Barangay Disaster Risk Reduction and ... more This paper measured the organizational effectiveness of the Barangay Disaster Risk Reduction and Management Committees (BDRRMCs). It focused on the flood-prone barangays of Cabanatuan City, Philippines. The study used the Goal Model of Organizational Theory to measure the effectiveness of BDRRMCs. The effectiveness of BDRRMCs was measured against the goals and objectives of Republic Act 10121 also known as Philippines Disaster Risk Reduction and Management (DRRM) Act. The study used as a research tool the Checklist of Disaster Preparedness divided into four thematic areas namely; a) Disaster Prevention and Mitigation, b) Disaster Preparedness, c) Disaster Response, and d) Disaster Rehabilitation and Recovery. The resulting scores were described by the use of Disaster Preparedness Effectiveness Index. The study showed the need for periodic evaluation of the effectiveness of Ba-rangay Disaster Risk Reduction and Management Committees (DRRMCs) and to set the standard of performance not only for the purpose of policy evaluation but also for measuring community involvement in disaster risk reduction.
