This chapter investigates an alignment of issues in security, risk and vulnerability analysis to ... more This chapter investigates an alignment of issues in security, risk and vulnerability analysis to present a comprehensive framework for designing an integrated safety-crisis culture across maritime supply chains, and associated workplaces. The framework examines systems and processes for training, including needs analyses, covering crisis management capacities that enhance vulnerability analysis in maritime trading systems and the security assurances of supply chains. A combination of primary and secondary data sources from maritime and related industries in Europe and the Asia-Pacific region will be applied in a comparative analysis of practices and theoretical approaches to safety and crisis response. The scope of the chapter is limited to the requirements for designing, developing and implementing safety and crisis management cultures in organizations across maritime supply chains. Security assurance across maritime trading systems is a critical factor for international busines... more Security assurance across maritime trading systems is a critical factor for international business managers and in the evolution of international trade generally. A number of initiatives are currently underway focusing on security issues in ports and ships (International Ship & Port Security Code), customs inspections in international ports (Container Security Initiative) and whole-of-supply chain outcomes (Customs & Trade Partnership against Terrorism). The main purpose of the above initiatives is to reduce the likelihood of maritimevectored terrorism; however inappropriate implementation of these programs could affect competitiveness.

The United Kingdom uses the Defence Lines of Development (DLOD) framework to analyse and understa... more The United Kingdom uses the Defence Lines of Development (DLOD) framework to analyse and understand the key components and costs of a military capability. Rooted in the Resource Based View (RBV) of a firm, an adapted DLOD approach is employed to explore, analyse and discuss the preparedness, planning and response strategies of two markedly different countries (Australia and Bangladesh) when faced with a major cyclone event of a comparable size. Given the numerous similarities in the challenges facing military forces in a complex emergency and humanitarian agencies in a natural disaster, the paper demonstrates the applicability of the DLOD framework as an analysis and planning tool in the cyclone preparedness planning and response phases, and more broadly within the disaster management area. In addition, the paper highlights the benefit to disaster managers, policymakers and researchers of exploiting comparative cross-learning opportunities from disaster events, drawn from different sectors and countries.

Purpose – The purpose of this paper is to explore, analyse and discuss the published concepts of ... more Purpose – The purpose of this paper is to explore, analyse and discuss the published concepts of “the customer” and “customer service” in the context of managing international emergency relief chains. Design/methodology/approach – This is a literature-based approach that extends concepts usually applied in a commercial context to the area of humanitarian aid and emergency relief chains in particular. Findings – Based on the most common associations of the terms in the literature, the paper proposes adopting a customer and customer-service perspective in managing international emergency relief chains. An understanding of the various perspectives of customers described in this paper provides a starting point in the development of emergency relief chains that can deliver customer service and satisfaction to all concerned. ABSTRACT Pickup and delivery problems (PDP), where locations may both receive and send goods, are... more ABSTRACT Pickup and delivery problems (PDP), where locations may both receive and send goods, are an extension of the classical vehicle routing problem. This paper considers the application of a routing and scheduling problem for forwarding agencies handling less-than-truckload freight in disasters. The approach evaluates the benefits of dynamic optimization anticipating varying travel times (i.e., the availability of connections in this case) as well as unknown orders (i.e., the integration of demand regions on short-notice) in the specific environment of emergencies. The objective is to avoid delays and increase equipment utilization. We model a multi-stage mixed integer problem which is able to operate under variable demand and transport conditions.

The European Union's EU-Africa Energy Partnership, with respect to its emphasis on transport fuel... more The European Union's EU-Africa Energy Partnership, with respect to its emphasis on transport fuels, aims to ensure that Member States can fulfil agreed upon commitments to sustainable energy via the importation of biomass grown in sub-Saharan Africa. This policy aims to reduce the dependence of developing sub-Saharan nations on fossil fuels, while ensuring the global proliferation of alternative transport energy generation as a means to combat climate change. Though the policy seems equitable in theory, and indeed mutually beneficial, several important issues arise. The paper examines the EU-Africa Energy Policy in the context of biofuels in particular, with a view to identifying potential flaws and imbalances and making policy recommendations. Aside from establishing critical uncertainties, the study adduces environmental science, historical comparanda and economic theory to assess the various threats associated with aspects of the policy, especially in light of previous policies that have stifled the development of sub-Saharan economies. In addition, the paper has substantial relevance to developing and newly industrialized nations in Asia and South America also seeking to invest in biomass cultivation and production.
