The Gloucester County Clerk is James N. Hogan. The Clerk’s office is established by the Constitution of the State of New Jersey. The office has been in existence since 1686 and is referred to as one of the three row offices. (The Sheriff and Surrogate are the other two).
Career
Prior to his election to the Office of County Clerk, Jim served in the criminal justice system for 36 years. The majority of that time was spent as a law enforcement officer. He was associated with five police agencies on the state, county, and municipal level. He was chief executive of two county law enforcement departments: he was Chief of Police in Franklin Township and a two-term County Sheriff.
In these roles he was a recognized leader in shaping law enforcement policy in the State of New Jersey. He worked with several governors and attorneys general on issues involving organized crime, narcotics, traffic safety, and ethical behavior of law enforcement personnel.
As Emergency Management Coordinator, initially in his hometown and later for the County of Gloucester, Jim was active in developing a viable emergency management system. Because of his work in the development of a shared responsibility system, he has been described as an innovator in emergency response. On Jim’s watch every community developed an approved state plan.

Education
Clerk Hogan earned a college degree from Rutgers University while working at night as a police officer. He is a graduate of the FBI Academy and has done graduate work at the University of Virginia and Rutgers University in disciplines of law, criminal justice and planning. Using his academic and law enforcement experience, he served as an adjunct faculty member at Rowan University for 22 years and taught at both Gloucester and Camden County Colleges. Jim is currently a member of Rowan University’s institutional review board that evaluates graduate students research projects.
Jim earned a Master’s Degree in Theology at Georgian Court University and was inducted into the Theta Alpha Kappa Honor Society in April of 2011. Likewise, he is an ordained deacon serving at St. Michael The Archangel parish in his hometown.
Personal Life
Clerk James N. Hogan is married to Dot and is the proud father of three children, Lynne, Steven, and the late Kevin. He is also the proud grandfather of five grandchildren (Ryan, Sara, Casey, Samantha, and Jenna) and great grandfather of Elizabeth Rose.
