The study explored the effect of funding on planning for medicals by regional referral hospitals ... more The study explored the effect of funding on planning for medicals by regional referral hospitals in Uganda. The research was carried out in regional referral hospitals, one from each region, and these included Gulu, Masaka, Mbale and Mbarara regional referral hospitals. The findings showed that: 1) there was a positive significant relationship {r (206) = 0.586, P < 0.01} between funding and planning for medicals in regional referral hospitals; 2) only 30% of the respondents had received capacity building training in planning; 3) regression analysis yielded an R 2 value of 0.34 implying that 34% of the success of planning for medicals in regional referral hospitals can be explained by funding.
This paper provides an analysis of the implications of Professor Senteza Kajubi's philosophy of w... more This paper provides an analysis of the implications of Professor Senteza Kajubi's philosophy of widening access to higher education for research and development. The thesis of this paper is that according to Senteza Kajubi, access to higher education should be widened because it leads to research which in turn contributes to development. Without research in medicine, agriculture, business, technology the development that African countries yearn for will be unattainable and elusive. The contents of this paper include a terse biography of Senteza Kajubi highlighting his role in higher education policy formulation and leadership. Access to higher education in Uganda is analysed and it is clearly shown that less about 7% of students who qualify to access higher education actually join universities in the country. Senteza Kajubi's philosophy of widening access to higher education is explained. He is an ardent advocate of widening access to higher education in Uganda. The implication of widening access to higher education and development through research is assessed. This paper explores the contribution of the national youth policy model to job creation in Kampal... more This paper explores the contribution of the national youth policy model to job creation in Kampala, Uganda. Government adopted a National Youth Policy (NYP) in 2001 based on the model of "targeted sub-groups of youth". The cardinal objective of policy was to enable subgroups of youth access public funds and create their own jobs. The current study used a specially designed questionnaire to gather responses from 226 youth to test for realization of the above objective. The analysis of the results revealed that in the youth's perception, only 54% agreed with the view that "targeted sub-groups of youth model" had led to creation of own jobs. Given the fact that the number of youth who had jobs were few, the study proposed adoption of a Sector Based Business Model (SBBM). A regression model predicted that this (SBBM) would lead to more jobs being created.

The study analysed the contribution of middle management to enhancing quality education in three ... more The study analysed the contribution of middle management to enhancing quality education in three Ugandan Universities. The field research was carried out in the universities of Kyambogo, Makerere and Nkumba. The first two were public universities, while the third was a private one. The study was necessitated by an outcry of the seemingly dwindling quality of university education. This was happening in spite of the availability of middle management which was supposed to enforce the implementation of quality. The officers in charge of middle management function included: deans, directors, librarians, heads of department and academic registrars. The objectives of the study were: (a) to assess the performance of middle managers as a corollary of funding; (b) to analyse the relationship between funding and quality education; and (c) to evaluate the relationship between middle management and quality university education.
