Impact of Environmental Impact Assessment in Musanze District
A successful Environmental Impact Assessment (EIA) helps effectively to all spheres of sustainabi... more A successful Environmental Impact Assessment (EIA) helps effectively to all spheres of sustainability namely environmental, social, cultural, and economic spheres. The objective of this study was to evaluate the effectiveness of EIA in Musanze District. A questionnaire survey, field observations, in-deep interviews and desk review were used to collect data on public participation in EIA process, the awareness of District project promoters on the role of EIA in their planning and the implementation of Environmental Management Plans in certified projects.
The findings of this study have shown that the EIA in Musanze district has a number of problems including insufficient awareness among local community, inadequate public participation in EIA process in Musanze District and inadequate skilled people working in the domain of EIA process. Environmental Management Plan (EMP) implementation also has some strengths but also there are some weaknesses. The strength is that it is monitored and evaluated and the weaknesses are lack of funds, lack of skilled staffs and the attitude of employees who do not consider EMP as a major component of their project. Another hindrance intercepted is the enforcement which is still weak.
