The legacy of colonial archiving practices, both Eurocentric and Western is presented as a major factor that denigrates Indigenous Knowledge; both its definition and recognition, to the periphery of official records and archives in documented form. The quest is made for IK to be integrated into the archive rather than complement oral history is lobbied for including the call for the establishing of indigenous knowledge centres as a strategy to preserve indigenous knowledge. The paper raises the crucial issue of intellectual property rights and copyright that make the community ultimately the owners of their cultural heritage in IK. Finally, the paper concludes with a recommendation for Zimbabwe to consider a change in their approach towards the collection development of archives and realise that it is incomplete without IK.

Despite this, the pace at which digitisation has been implemented by the National Archives of Zimbabwe and other memory institutions to ensure the protection and preservation of historical records and other valuable information materials, has been slag and ad-hoc. This paper will present and discuss the circumstances and challenges facing the country’s National Archiving institution to embark on digitisation efforts to preserve selected public and private historical records and archives generated public registries, memory institutions and other information centres in Zimbabwe.

Zimbabwean Archivists must be aware of the challenges that inadvertently arise with any digitisation project. In particular, the enormous costs and time involved; the gap in professional skills and training, obsolescence of digitisation technologies, a vacuum in institutional infrastructure and indistinct strategies for a holistic programme for preserving the digitised materials. As a consequence most digitisation projects are foreign donor funded and regrettably exhibit a lack of skills and technological transfer to local archivists. Recommendations to the National Archives of Zimbabwe to consider working partnerships with on-going digitisation programmes in the region and collaborate with regional partners to ensure that future digitisation projects are home-grown and sustainable in t...

Research paper thumbnail of Digitisation technologies for newspaper archives in Zimbabwe: The ICT requirements for digitising a selected Bulawayo newspaper publication at the national archives of Zimbabwe

2017 IST-Africa Week Conference (IST-Africa), 2017

The prospects of digitising newspapers at the Bulawayo provincial centre of the National Archives of Zimbabwe promises opportunities for improved conservation of the originals and enhance benefits of widening access to newspaper archives to online internet communities. However due to the fact that digitisation can be a costly exercise, little was known with regards to the open source ICT tools or software(s) which can suit a limited budget project for digitising the newspapers. Following a case study method of a site visit, document examination of a newspaper publication was undertaken through photographic observation which was followed up with interviews with archivists and digital library experts in Bulawayo. This paper presents the findings from the photographic observation and the interviews and collates the findings as specific ICT requirements for the digitisation of a selected Bulawayo newspaper publication. Preliminary findings of the photographic observation confirmed the noticeable signs of decay in the selected newspaper publication, character recognition of the newspaper text was challenging because of the browning effect of paper acidification. Interview findings showed that Bulawayo based repositories with newspaper publications are without the requisite ICT equipment for digitisation and their microfilm equipment is either obsolete or in a state of disrepair. A computer laboratory test of selected open source technologies and collaboration with institutions from the Europeana newspapers project is expected to establish requirements for the ICT software and tools for the digitisation of the newspaper collection.

Research paper thumbnail of Management of email as electronic records in state universities in Zimbabwe: findings and implications for the National Archives of Zimbabwe

These business emails have significant transactional, reference and decision making value which merits the need for their capture, retention and management as electronic records. Any efforts by state universities to manage emails as electronic records, more so as public records, will require the supervisorial guidance of the National Archives of Zimbabwe (NAZ) as stipulated within the National Archives of Zimbabwe Act of 1986. This paper presents selected findings from a Master of Philosophy study that surveyed six state universities in Zimbabwe in order to establish the state of management of emails as electronic records. The findings revealed indiscriminate strategies among officials in the separation of emails between records and non-records, the ineffective dependence on other institutional policies and reference to fringe legislation for the electronic recordkeeping of emails and the absence of recordkeeping professionals in email management responsibilities due to their limited ICT training and qualifications. These succinct findings render any recordkeeping interventions and long-term preservation strategies ineffective for the management of the emails as electronic records in the state universities. The paper proceeds to recommend a three-tier framework that will position the NAZ to collaborate with state universities in the development and implementation of email policies, establishment of statutory guidance and procedures for electronic records and professional training and capacities development of staff and the design or improvement of email management and email archiving systems.

This research paper proposes an indepth survey of universities within the public tertiary education sector to reveal the creation, management and access, storage and preservation challenges affecting email records and recommend strategies that will ensure their authenticity, integrity and access over time.
