This paper reflects on the violence between Pakistan and India well below the threshold of conven... more This paper reflects on the violence between Pakistan and India well below the threshold of conventional conflict. After glossing over a brief history of conflicts and traditionally superior Indian military acting as successful deterrent in the conventional realm it argues that India has lacked deterrent capability completely at the sub-conventional level with the result that Pakistan has the advantage of one-way communication of threats. It then goes on to view the conflict spectrum between Pakistan and India as a nuclear-conventional continuum and argues for a policy of sub-conventional warfare against Pakistan to deter aggression. It suggests going for a balance of terror approach in this regard bordering more on compellence rather than deterrence and reflects on the possible escalation-deesclation ladder.
