Increasing demand for quantified data in the field of education, as well as prevailing concepts o... more Increasing demand for quantified data in the field of education, as well as prevailing concepts of desirable quantified policy advice to parliamentarians, raise questions concerning the role of (relatively unstudied) Parliamentary Research and Information Services (PRIS) within this field. This chapter focuses on the outputs of the Knesset’s (Israeli Parliament) research services dealing with educational affairs, while reviewing similar outputs of three other PRIS, European and non-European, in order to discover the ways in which quantified data is used and presented. Findings suggest that although there is no uniformity among different PRIS and different types of outputs, most papers submitted to parliaments handle quantified indicators with care and integrate it with additional sources of policy information that enable critical analysis and better contextual understanding.

This document was written further to a request from the chair of the Special Committee for the Ri... more This document was written further to a request from the chair of the Special Committee for the Rights of the Child, MK Yousef Jabareen, in preparation for a committee discussion entitled “The vital need for a computer for every child.” The document presents information and data about the availability of digital learning devices (laptops, tablets, etc.) and an Internet connection (in the pupil’s home) for distance learning among pupils in the Israeli education system. The document does not address the general issue of the Internet infrastructure in various areas of the country, equipping school classrooms with computers, or the unique challenges that special education students face with distance learning. In addition, this document does not address important aspects of distance learning, such as the parents’ availability to assist young children and parents’ and pupils’ level of digital literacy. Various studies have examined diverse aspects of educational policy-making processes in Israel, s... more Various studies have examined diverse aspects of educational policy-making processes in Israel, sometimes pointing out that education legislation in Israel is lacking, partial, and outdated. Few cases of specific education laws have been directly examined. However, no research has comprehensively and currently established the factors contributing to this legislative deficit, which would enhance understanding of education legislation's role in shaping public policy in this field. This is surprising, given that the overall scope of legislation has not decreased over the years. And although education generates significant interest among voters and elected officials, there are other social policy areas with more extensive legislation compared to this field, as well as different countries where education legislation is more frequent and comprehensive than in Israel. The current work seeks to address this gap in the literature and present several key explanations for the absence of broader and more up-to-date legislation in education. The research question underlying this work is: What are the factors contributing to the limited role of legislation in shaping education policy in Israel?
