This paper claims that technology and institutions both epitomize the construction of artificial ... more This paper claims that technology and institutions both epitomize the construction of artificial orders through which a primary reality is shaped to something other than it is by logical operations that share essential affinities. Drawing on this, we work our way to showing how technology operates as governing regime and how tasks and operations that are carried out by the human enactment of expert rules and procedures can considerably be embodied onto technological sequences with which human experts have limited and severely structured interaction. These ideas are illustrated by reference to cultural memory organizations (e.g. libraries, archives, museums) and the ways the deepening infiltration of their operations by computing technologies redefines their goals and the skills, practices and arrangements through which these goals have traditionally been pursued.

The logic of governing in New Public Management (NPM) relies in the possibilities of transforming... more The logic of governing in New Public Management (NPM) relies in the possibilities of transforming internal and external boundaries by making the customer the primary point of departure for all planning and evaluation activities. But the patient has proved to be difficult to arrest in terms of a customer. A major difficulty with for instance surveys of satisfaction is that the patients tend to report a very high level of satisfaction. That becomes a major obstacle to the inherent logic of improvability inherent in both NPM and in TQM more specifically. In later years we have thus come to see a shift from a reliance on surveys as such to a system of external specialist organisations providing analysis of survey data. Our paper will focus on patient satisfaction questionnaires as an ethical technology-repertoires for the conduct of conduct in particular contexts and for particular purposes, of images, norms, evaluations and techniques of selfhood. In our concluding discussion we will judge the emerging reconstitution of the patient by reference to certain ideals, which are not true or beyond discussion elements of practising the game of the open society: collective self exploration (rather than fixation of self), deciding who and what is in a need (rather than making needs to something beyond discussion), balancing individual and collective action (rather than balancing claims of recompense).

This article argues that military organizations display a more rigorous form of collective sensem... more This article argues that military organizations display a more rigorous form of collective sensemaking than ordinary bureaucratic organizations. Military organizing is predicated on the rigorous modes of thinking and acting that follow from the particular military propensity to impose order on chaos. This trait is antithetical to modern notions of "the learning organization," in which exploring variety and experimenting and testing out unproven methods are central. We identify two sets of structural conditions that constitute the sociocognitive landscape of military organizations and discuss how the military logic of action might be enacted in different sociocultural contexts. Our framework is brought to bear on recent research on international military missions, and in the concluding section, we summarize our arguments and discuss their wider implications in terms of trade-offs between adaptability and other capabilities in the design of military forces.

Educational reforms are attempts to transform and reconstitute conceptions of knowledge, the prac... more Educational reforms are attempts to transform and reconstitute conceptions of knowledge, the practice of teaching and the forms of subjectivity associated with being a teacher, pupil, and parent. We will investigate a particular aspect of the extensive changes that have swept across the landscape of Swedish education over the last decades. We will show how the grading system has come to fulfill a mediating role between progressivist educational ideas and neoliberal notions of individual choice and entrepreneurship, by way of adjudicating and mediating educational performance for individual pupils, schools, and the education system at large. The aggregated output of the grading system is used for instrumental purposes such as performance management, quality management, and bench marking in the school system. Grading and its associated practices extend throughout the entire school system, defining success and failure from individual classrooms to the national level as the dominant form of representing school performance. The grading system was initially intended to reshape the inner workings of education in Sweden but subsequently became the "gold standard" deployed in various managerial practices. Our analysis demonstrate the performative powers when seemingly innocent techniques are put to use in public sector reforms and new worlds are made and unmade by complex constellations of seemingly mundane techniques and ideational frameworks.

Agency and institutions are essential concepts within institutional theory. In this Perspectives ... more Agency and institutions are essential concepts within institutional theory. In this Perspectives issue, we draw on a select group of Organization Studies articles to provide an overview of the topic of agency and institutions. We first consider different ways of defining agency and institutions and examine their implications for institutional theory. We then analyse the relationship of actors and institutions through four lenses-the wilful actor, collective intentionality, patchwork institutions and modular individuals. Our analysis leads us to dissociate agency from individuals and view it as a capacity or quality that stems from resources, rights and obligations tied to the roles and social positions actors occupy. Roles and social positions are institutionally engineered. It is social actors qua occupants of roles and positions (not individuals) that enter the social 'stage' and exercise agency.

In this article we analyse an institutional transformation of Swedish health care that is underwa... more In this article we analyse an institutional transformation of Swedish health care that is underway. We combine the recent work from the 'Governmentality'-tradition with contributions by John Meyer and associates. The latter is used to explain how these changes are rendered as necessary and natural. The main part of our analysis concerns how the institutional construction of rationalized agency is instrumented. To accomplish that, Dean's (1999) categories technologies of agency and technologies of performance are used to conceptualize some of the means and principles mobilized in the ongoing institutional transformation of Swedish health care. Firstly, we display the emergence of a complex landscape of new actors, arenas and new practices that regulate and coordinate medical practice. Secondly, various attempts to imbue agency into the patients are analysed as an example of a technology of agency put to use. The conclusions present a more comprehensive picture of governing through new forms of agency. Technologies of agency are closely intertwined with appeals to common goods, the formation of new arenas and forms of expertise.
