Maybe add the message key to WikimediaMessages because the group actually is calling "Oversighter", not "Suppresser".

Just add the englisch and qqq message key to the WikimediaMessages extension. It has to be oversight, because the user group was not renamed on wmf wikis.

Not actually, see T112147, maybe blocked by WMF-Legal ? Or maybe consensus on Meta RFC needed?
But I believe that this is "don't use message group-oversight-member from the Oversight extension so we can de-deploy it", not "Instead of using the term 'oversight', rename everything to the new standard term 'suppression'" which is a community-facing move (and is currently vetoed, as you say).
