The wind characteristics in Barangay Bagasbas Daet, Camarines Norte, by way of 5-year win data at... more The wind characteristics in Barangay Bagasbas Daet, Camarines Norte, by way of 5-year win data at a 10-m elevation was analyzed using the data gathered from PAGASA or the Philippine Atmospheric Geophysical and Astronomical Services Administration. The area has an overall mean wind speed of 3.36 m/s at 75 degrees North of East. By way of Weibull model to fit the wind data distribution recording an annual wind density of 52.94 W/m2. Power curves used for the estimate of the annual generated energy are 3 KW(V), 5 KW(V), 10 KW(V), 10 KW(H) and 20 KW(H) for small-scale turbine. A value of about 17,095.23 kWh/year was expected for the annual production of energy for 20 KW(H) wind turbine. However, the 5 kW(V) wind turbine shows the highest capacity factor of 13.97%.

This paper presents an approach in extracting multi-temporal land-cover information (years 1976-2... more This paper presents an approach in extracting multi-temporal land-cover information (years 1976-2001) from cloud-contaminated remotely-sensed images acquired by the Landsat Multi-Spectral Scanner (MSS) and Enhanced Thematic Mapper plus (ETM+) sensors in order to detect and analyze deforestation and other types of land-cover change (LCC) in two forest resource-rich provinces of Agusan del Norte (ADN) and Agusan del Sur (ADS) in Mindanao, Philippines. The cloud contamination problem was addressed by developing a cloud-and-shadow masking algorithm comprising of image segmentation and Maximum Likelihood classification to remove clouds and shadows. Within the last five years, a number of devastating floods and thousands of lost lives have emphasized the need for detailed, up-to-date, spatial and topographic data. The scarcity of topographic and land cover data has, for decades, limited the national and local government units, planners, and stakeholders from effectively addressing these issues. The Nationwide Disaster Risk and Exposure Assessment for Mitigation (DREAM) Program approached this problem using Light Detection and Ranging (LiDAR) technology. This paper looked into the data acquisition methodology employed by the DREAM Program to survey 18 major river basins of the country.

Human casualties and destruction of infrastructure are some of the damages caused by flooding and the Philippine government has undertaken various efforts to mitigate these hazards. One of the solutions was to create flood hazard maps of different floodplains and use them to predict the possible catastrophic results of different rain scenarios. To produce these maps with accurate output, different input parameters were needed and one of those is calculating hydrological components from topographical data. This watershed has experienced historical modifications of its land-cover due to the presence of logging industries in the 1950s, and continuous deforestation due to illegal logging and slash-and-burn agriculture in the present time. To estimate the impacts of land-cover change on watershed runoff, land-cover information derived from the Landsat images was utilized to parameterize a GIS-based hydrologic model. The model was then calibrated with field-measured discharge data and used to simulate the responses of the watershed in its year 2001 and year 1976 land-cover conditions. We proceed to relate experiences in actually performing end-to-end flood hazard assessment applications based on the fine-scale topographic data from airborne LIDAR surveys, river geometric and hydrometric measurements, and numerical model simulation for a river that recently experienced severe flooding event in the Philippines. The paper argues that while survey accuracy and specifications are important, the data capture, collection and management techniques must be sensitive to current and hydrologic modeling processes, tools and capabilities in order to arrive at a reasonable results and interpretation. The water quality of San Juan River and its tributaries was assessed over a one-year period through monthly water sampling and 24-hour in situ measurements at 13 primary stations, bi-weekly in situ measurements at 30 stations and synoptic spatial water quality surveys along the rivers and creeks. Parameters monitored include turbidity, suspended solids, dissolved oxygen, various nutrient species, ORP, COD, BOD, coliforms and heavy metals. Being quantities of different nature, a different approach is presented in this paper to represent their influence in value using regression analysis. A case study was conducted in Guiguinto, Bulacan, a first-class municipality in the Philippines, about 28 kilometers northwest from Manila. From a developer’s perspective, a regression algorithm which calculates for the counter-utility function value was formulated using the operational form of the Bid-Rent economic theory. These values were spatially represented using GIS, showing the utility assessment of Guiguinto for residential use.

We developed and tested this technique using 4 Envisat ASAR images that were acquired many days after the M/T Solar I oil spill incident occurred on August 11, 2006 in Panay Gulf, southwest of Guimaras Island in Visayas, Philippines. A semi-automated approach by histogram analysis and radar backscatter thresholding was implemented to detect and segment dark formations in the Envisat ASAR images. Then, a logistic regression (LR)-based dark formation classifier was developed using 4 shape features, 11 contrast features, 2 homogeneity, and 2 slick surrounding features of the detected dark formations consisting of 154 verified oil slicks and 1,355 look-alikes. This watershed has experienced historical modifications of its land-cover due to the presence of logging industries in the 1950s, and continuous deforestation due to illegal logging and slash-and-burn agriculture in the present time. To estimate the impacts of land-cover change on watershed runoff, land-cover information derived from the Landsat images was utilized to parameterize a GIS-based hydrologic model. The model was then calibrated with field-measured discharge data and used to simulate the responses of the watershed in its year 2001 and year 1976 land-cover conditions. A case study was conducted in Guiguinto, Bulacan, a first-class municipality in the Philippines, about 28 kilometers northwest from Manila. From a developer’s perspective, a regression algorithm which calculates for the counter-utility function value was formulated using the operational form of the Bid-Rent economic theory. These values were spatially represented using GIS, showing the utility assessment of Guiguinto for residential use.

A semi-automated approach by histogram analysis and radar backscatter thresholding was implemented to detect and segment dark formations in the Envisat ASAR images.
