The paper deals with phenomena arising from radical disruptions in numerous spheres of human acti... more The paper deals with phenomena arising from radical disruptions in numerous spheres of human activity that challenge the conventional understanding of security. Authors endeavour to contribute to understanding of these changes and the emerging paradigm. The notions of cyber security, information security in relation to the cyber-physical systems security, and information security in broader sense which describes safeguarding the information flows to cyberspace and media were considered. Authors explore modern manifestations of these threats, and then dive into the hybrid nature of the threats to cyber-and information security, describing cyber threats and cyber attacks as merged with existing 'conventional' techniques. The examination of hybrids threats-the cyber leverages to diplomacy, the practice of cyber retaliation, cyber sabotage and espionage, cyber weapons and the cyber arms race-was given.

Nowadays, the multistakeholder model of Internet governance is considered to be the best mechanis... more Nowadays, the multistakeholder model of Internet governance is considered to be the best mechanism for maintaining an open, resilient, and secure Internet because, among other things, it is based on equal participation of all interested parties – including businesses, technical experts, civil society, academia and governments – who adopt
mutually significant decisions by consensus through a bottom-up process. This is the process that is used to elaborate on policies affecting the underlying functioning of the Internet domain system.
However, there are a lot of aspects, fields, communities and states where a multistakeholder model of Internet governance has not yet proved to be successful/to be working.
The main question which this research trying to answer is what the place of Ukraine in global internet governance ecosystem is and what actions are needed to develop the mechanism locally.

Public Procurement of goods and services always was one of the principal element of e-procureme... more Public Procurement of goods and services always was one of the principal element of e-procurements because it effects economic growth, describes governments' public services and national competitiveness, level of human capital growth in a long run. Furthermore, researching EU policy on e-procurements demands to
observe legislature essence and technological models of e-procurement solutions because none of which has not been developed as the universal one yet. Basic European agreements on public procurements and trade, combining with the currently used public procurement models, force to develop a commonly used framework for all EU countries. Monitoring of EU e-procurement system as model for implementation at Eastern partnerships countries was also suggested.

The dissertation is devoted to development of theoretical and methodical principles and practical recommendations on improvement of statistical analysis and estimation of government debt. The essence of the «government debt» as the socio-economic concept and its mutual
connection with processes and phenomena of market economy is considered. The «macroeconomic government debt effects» concept’s essence is defined. Guidelines of Ukraine’s government finances statistics harmonisation with international standards regarding approaches for government debt liabilities estimation and consolidation are suggested. The debt indicator system and the methodical principles of its calculation are considered. Complex analysis of government debt formation and its macroeconomic effects are carried out. The direct government debt forecast on the basis of regression and
ARIMA model are given. The cyclic government debt variation is estimated. Ukraine’s government debt growth cyclic index is calculated and extrapolated. The debt overhang evaluation on the basis of the integral index, calculated as multidimensional average of debt indicators, is carried out. The system of debt indicators is complemented with groups of indexes of social burden, innovative and investment
development. The methodical and organisational principles of the statistical monitoring system of government debt are studied. The complex economic and statistical estimation of Ukraine’s government debt volume is given.
