What is CHEAPR?
The Connecticut Hydrogen and Electric Automobile Purchase Rebate (CHEAPR) offers incentives to Connecticut residents who purchase or lease an eligible new or used battery electric (BEV) or, plug-in hybrid electric (PHEV) vehicle from a licensed Connecticut automobile dealership or original equipment manufacturer.
What is Rebate+?
CHEAPR's Rebate+ program offers additional incentives to certain income qualified Connecticut residents2 who purchase or lease an eligible new or used battery electric (BEV) or, plug-in hybrid electric (PHEV) vehicle from a licensed Connecticut automobile dealership or original equipment manufacturer. Rebate+ incentive levels are increasing on January 1st!
Upcoming Incentive Amount Changes
Effective January 1, 2025, the following incentive level changes will be in effect:
BEVs
- Standard rebate will be reduced to $1,500
- Rebate+ New will be increased to 4,500(Standard+4,500 (Standard + 4,500(Standard+3,000 = $4,500)
- Rebate+ Used will be increased to $5,000
PHEVs
- Rebate+ Used will be increased to $3,000
Note: The new incentive levels are applicable to all vouchers redeemed after January 1, 2025.
What are the CHEAPR incentive amounts?
Battery Electric Vehicles (BEVs)
A BEV is a vehicle that obtains all its power from energy stored in rechargeable battery packs. BEVs use electric motors and do not use an internal combustion engine therefore burning no gasoline.

Plug-In Hybrid Electric Vehicles (PHEVs)
A PHEV is a vehicle that can be driven solely on electricity, powered by its internal rechargeable battery but also includes an internal combustion engine or electric generator powered by gasoline to extend the range of the vehicle.

How do I apply for CHEAPR?
Standard Rebate
The Standard rebate is applied for through the dealer when you purchase or lease a new eligible vehicle from a Connecticut franchised new automobile dealer or original equipment manufacturer (i.e. Polestar, Rivian, Tesla).
The Standard rebate will be taken off the purchase price of your vehicle and your dealer will complete and submit all necessary application materials for you.
Rebate+ New
Rebate+ New qualifying individuals2 are eligible to receive a Standard rebate and an additional rebate (Rebate+ New) at the time of purchase.
How do I apply?
Before you purchase or lease a new eligible vehicle, you must apply for a Rebate+ New incentive on the CHEAPR Application portal and present the voucher information to the dealer. The combined Standard and Rebate+ New incentive amount will be credited to your final purchase or lease.
Rebate+ Used
Rebate+ Used qualifying individuals2 are eligible to receive a rebate for the purchase or lease of a used eligible vehicle.
How do I apply?
There are two options to receive your Rebate+ Used incentive when considering the purchase or lease of a used eligible vehicle:
- Before you make a purchase: Apply for a Rebate+ Used incentive through the CHEAPR Application portal. Then present the voucher information to the dealer and your Rebate+ Used incentive amount will be credited to your final purchase or lease price.
- After you make a purchase: Use the CHEAPR Application portal to apply for a Rebate+ Used incentive. After completing the application, you will have the option to receive your incentive by check or electronically.
1Manufacturer’s Suggested Retail Price (MSRP) is the recommended sale price as determined by the vehicle’s manufacturer. This price does not include destination fees or any additional upgrades that the consumer elects to add on. A CHEAPR eligible EV must have a base MSRP less than $50,000.
2Rebate+ qualifying individuals must meet one of these criteria:
- Have income less than 300% of the Federal Poverty Level (FPL)
- Participate in a qualifying state or federal income qualifying program
- Reside in an Environmental Justice (EJ) Community or Distressed Municipality
