A partir de uma revisao conceitual sobre questoes relativas a acidentes naturais eantropicos, os ... more A partir de uma revisao conceitual sobre questoes relativas a acidentes naturais eantropicos, os autores discutem as relacoes entre esses acidentes, suas espacializacoes e ocenario socio-demografico que os compreende. Os resultados aqui apresentados fazemparte de uma pesquisa maior, iniciada para o caso do Estado do Parana e que agora seamplia para o territorio da Regiao Sul. O recorte historico, sempre que possivel, e 2000-2007, considerando-se a Contagem da Populacao 2007; em alguns casos esse recorte tevede ser reduzido devido a falta de homogeneidade da informacao. O recorte geografico destapesquisa e pois, inicialmente, o Estado do Parana, com seus resultados ja apresentados emoutro artigo, ampliando-se para o da Regiao Sul. O objetivo desta pesquisa e contribuir parao debate de politicas publicas em casos de situacoes de emergencia; mais especificamentecontribuir para a construcao de uma metodologia que considere diferencas regionais no tratode situacoes de emergencia.

This article discusses natural disasters, their distribution throughout the territory and their s... more This article discusses natural disasters, their distribution throughout the territory and their social demographics. Geographical scope is that of Brazilian regions; time framework is 2000/10. Methodology is based on documented research, especially from the institutions of Civil Defense, demographic data and Human Development indices. The working hypothesis is that the capacity to respond to emergency situations is differentiated within small regions. Results confirm a close relation between socioeconomic factors and submission to adverse phenomena, reiterating the idea of vulnerability as a social concept. This is a discussion on social vulnerability and the construction of a warning system in a broade... more This is a discussion on social vulnerability and the construction of a warning system in a broader scenario of non-fulfilled demands and increasing risks, aiming at the elaboration of public policies concerning natural disasters in urban areas. Empirical exercise takes place in the city of Curitiba, Southern Brazil. Article is based on both conceptual approaches revealing complexity of such topic as well as on risk reduction action facing natural adverse events. Case study describes a statistical procedure to identify risks and allow preparedness action taking place 24 hours before events. Urban context is that of Brazilian cities, revealing persistent spatial inequalities in the way inhabitants build, use, and transform urban compartments. Research presented can be contextualized in a scenario where adverse phenomena should deeply influence the elaboration of long term urban public policies but, according to a necessary pragmatism, also indicate emergency tailored actions. Conclusions indicate that 1. Urban management institutional framework can count on models to predict flooding impacts and reduce human and economic losses, and 2. Expertise in emergency action cannot lure the need for structural changes and long-term planning actions.

Although social vulnerability has recently gained attention in academic studies, Brazil lacks fra... more Although social vulnerability has recently gained attention in academic studies, Brazil lacks frameworks and indicators to assess it for the entire country. Social vulnerability highlights differences in the human capacity to prepare for, respond to, and recover from disasters. It varies over space and time, and among and between social groups, largely due to differences in socioeconomic and demographic characteristics. This article provides a social vulnerability index (SoVI Ò) replica-tion study for Brazil and shows how SoVI Ò concepts and indicators were adapted to the country. SoVI Ò Brazil follows the place-based framework adopted in the Social Vulnerability Index initially developed for the United States. Using a principal component analysis (PCA), 45 city-level indicators were reduced to 10 factors that explain about 67 % of the variance in the data. Clearly identified spatial patterns showed a concentration of the most socially vulnerable cities in the North and Northeast regions of Brazil, as well as the social vulnerability of metropolitan areas and state capitals in the South and Southeast regions. The least vulnerable cities are mainly concentrated in the inland regions of the Southeast. Although different factors contribute to the social vulnerability in each city, the overall results confirm the social and economic disparities among Brazilian's regions and reflect a differential vulnerability to natural hazards at local to regional scales.

Os resultados aqui apresentados fazem parte de uma pesquisa maior, iniciada para o caso do Estado do Paraná e que agora se amplia para o território da Região Sul, e ainda conta com uma análise posterior que tem como recorte o território brasileiro. O recorte histórico é 2000-2007, considerando-se a Contagem da População 2007.
O recorte geográfico desta pesquisa é pois, inicialmente, uma síntese das análises feitas para o Estado do Paraná, ampliando-se para o da Região Sul. O objetivo desta pesquisa é contribuir para o debate de políticas públicas em casos de situações de emergência; mais especificamente contribuir para a construção de uma metodologia que considere diferenças regionais no trato de situações de emergência. Os resultados encontrados são apresentados juntamente com uma revisão teórico-conceitual sobre riscos, acidentes e vulnerabilidade. A metodologia adotada é a leitura documental, sobretudo indicadores das instituições de Defesa Civil, dados demográficos e Índices de Desenvolvimento Humano por município (IDHM). Tais informações são apresentadas em nível municipal, mapeadas e analisadas por meio de agrupamentos regionais.

This paper presents an assessment of hazards, social vulnerability, resilience research and spati... more This paper presents an assessment of hazards, social vulnerability, resilience research and spatial data availability in Brazil. It analyses how research in this country has been conducted in order to understand social vulnerability, hazard exposure and resilience. It also examines possible indicators for use in measuring social vulnerability and hazard exposure. A Social Vulnerability Index (SoVI) replication study was conducted for the State of Paraná enabling the construction of a relative measure of social vulnerability at the city level, which illustrates how different populations can be affected by disasters. The paper shows the availability of research that discusses disasters, risk and vulnerability in Brazil, which has gaps in covering the entire territory and making integrated place-based assessments. In addition, there are no consistent methodologies or frameworks available to assess vulnerability for the entire country. The SoVI replication study, however, demonstrated that a tool for assessing social vulnerability in Brazil using existing data is possible. SoVI allows understanding which populations are more socially vulnerable as well as which aspects turn them more vulnerable.
