Okies...so basically magic just cycles in and out of existence. Why?

Is that too broad a generalization, and/or too stupid a question (like, that's not just a metaplot/setting device of some sort is it? Is there a reason?)

Also, I reallllly need to read YotC. Desperately. Ravingly madly.
