He finds her in a seedy rooming house; high on drugs and uncooperative. She shows her Uncle an envelope filled with money lying on the table; Manny puts it into his coat pocket. But it's a set up by her pusher. Manny is shot and left to die. He writes Harry Orwell's name on the envelope and drags himself down the stairs. His final act is getting that envelope in a mailbox. Manny is outside of his jurisdiction; he had an envelope full of money. It appears that he is a dirty, bribed cop.
