He does try to outdo them in oneupmanship by buying an expensive photo-copier but is warned by his accountant that he cannot afford it - in view of all the tax he owes. He manages to get an invitation the the lady provost's dinner,an opportunity he uses to try and gather support for his 'Local Man' campaign.
