Its scale and modernity placed Izmir, already one of the great ports of the Near East, in the front rank of Mediterranean ports and changed its urban landscape for ever. The vicissitudes of the construction of the quay and harbour complex strikingly illustrate the dilemmas and problems as much of ottoman urban policy as of modern urbanization. As a struggle between the British and the French to dominate the local infrastructure, the harbour of Izmir is also one of the earliest examples of imperialist rivalry in the Ottoman Empire, of the role of European Diplomacy in finance and of European investment in the region

The early consulates the new Republic established went hand in hand with the new Aerican policy that classhed with N African Regencies on the subject of tribute for US ships and resulted in the first action of US marines on the shores of Tripoli.

It reiterates that the combination of global economic growth and European military conflict opened up trade opportunities for neutral nations such as the United States and the Ottoman Empire. It uses the history of the British Levant Company to provide final insights into Mediterranean trade; the Tripolitanian War; the importance of the port of Livorno and American naval bases; and the necessity of American diplomats to facilitate and strengthen trade. It concludes by asserting that the political and economic circumstances surrounding Mediterranean trade permitted America to trade goods under their own flag and to re-enter Europe as an independent entity.

Smyrna, which was the most important international port in the eastern Mediterranean during this period, became one of their most important bases, from which they expanded and founded numerous trading organisations throughout the Mediterranean and north-western Europe.

As shown in the volume, the Empire in its economic relations with the West had agency: it was by no means a passive receptacle for their economic actions, nor were the western economies and their actors all powerful.

The review analyzes the contributions of the book to the field such as in the area of informal banking practices and of credit networks. In the book, the author documents and argues that these networks were already in the 1700s active, vibrant and viable; they formed part of the process of modernization of the Middle eastern economy.
