The local config is needed to set the repo-specific tag-template (plexus-utils-$VERSION) since the org-level config cannot know the artifact name.

Also fixes the previous template which incorrectly used NEXTMINORVERSIONinsteadofNEXT_MINOR_VERSION instead of NEXTM​INORV​ERSIONinsteadofNEXT_PATCH_VERSION.
