Katherine is a health economist with applied and methodological experience in the evaluation and valuation of healthcare interventions. She has an active role on national decision-making committees that use economic evidence. She is also a member of funding panels for charities and national funders.
Katherine was awarded a personal Chair in Health Economics at The University of Manchester in August 2010. Katherine is also a registered pharmacist. Between 1990 and 1993, she worked as a hospital pharmacist and has since maintained links with the pharmacy profession to understand the training needs in health economics, in general, and the evaluation of genomic technologies specifically. She has extensive experience working as an academic health economist with different clinical research groups (eg. pharmacy, psychiatry, genetics). In 2007, Katherine joined the newly established Health Sciences - Methodology Group, which allowed her to develop applied and methodological grants. In 2007, she was awarded an RCUK Academic Fellowship to focus on the evaluation and valuation of genomic technologies including genomic-based diagnostics and pharmacogenetic tests. Between 2018 and 2023 Katherine was Centre lead for the Manchester Centre for Health Economics. In May 2023, Katherine was appointed Deputy Director of the Division of Population Health, Health Services Research and Primary Care. Katherine was awarded NIHR Senior Investigator in 2023.
Katherine was a member of a NICE Technology Appraisal Committee between October 2003 and 2012. She is now a member of the UK National Screening Committee Research and Methodology Group. Based in the Manchester Centre for Health Economics, established in August 2012, she is now leading a research group that focuses on the evaluation and valuation of precision medicine and genomic technologies and services.
Professor Katherine Payne is an academic health economist with 29-years applied and methodological research experience in the economic evaluation (using RCT and decision-analytic models) and valuation (using discrete choice experiments and contingent valuation) of health care interventions and specifically precision medicine. She developed an interest in genomics when working as the health economist for the North West Genetics Knowledge Park (2003 to 2007) and continues to collaborate closely with colleagues based in the Manchester Centre for Genomic Medicine. This research profile has supported her methodological interest of how to identify, measure and value the benefits of interventions that extend beyond the impact on health.
She has over 170 peer-reviewed publications and had a key role in multi-disciplinary research programmes and projects. She has been the lead economist on a number of large MRC-funded consortia looking at using targeted approaches (developing prescribing algorithms) for biologics and other medicines (for lupus, psoriasis, rheumatoid arthritis). Up until October 2023, she was also one of the three Manchester co-applicants on the successful Research Design Service (tender 3) proposal and line managed frontline advisors.
She has a particular interest in the use of economic evidence to inform decision-making in practice and was a member of a NICE Technology Appraisal Committee between October 2003 and 2012. She was a member of a NIHR PGFAR review panel (to March 2021) and has been a member of numerous national funding review panels appraising projects on the economics of precision medicine (Canada, UK, The Netherlands, France, Switzerland, Singapore, Luxembourg). She is a member of the Research Methodology Group for the UK-National Screening Committee.
