Such individual cases can, in time, create a tipping point within cultures to diminish the devaluation of females. The authors do not gloss over difficulties that transpire when those who come from other places seek to improve women’s lives but do not have an understanding of a particular location. For example, aid workers in Afghanistan provided soap to women to improve family hygiene, not realizing that soap was associated with postcoital activity within the local culture. UN banners denouncing female genital mutilation were placed in the Somalian capital city, without consideration for the high illiteracy rate among Somali women. However, Kristof and WuDunn also profile instances where individuals from Western countries can work in other cultures to help women and girls, including one Welsh mother whose organization supports 400,000 girls attending school in Zimbabwe, Zambia, Tanzania, and Ghana. As cross-cultural insensitivities can occur within the American context as well, these stories can lead nonprofit staff and volunteers to reevaluate how they interact with those they serve. Half the Sky concludes with a section entitled “What You Can Do” and an appendix listing contact information for the many programs described in the book. This ending takes advantage of any urge to action the reader may have and provides an uplifting sense that change is possible. Half the Sky is a well-written and informative book that is also intensely emotional and compelling. For the general reader, it speaks passionately to both the emotional and the logical case for justice and opportunity. From the nonprofit organizational perspective, it shows by example how to communicate passionately, but accurately, to the general public about the human beings behind the statistics.

A marked feature of modern government is the intermingling of the private and public sectors. The... more A marked feature of modern government is the intermingling of the private and public sectors. The degree of this mixture is indicated by comparing the ways three consecutive models of United States society have dealt with the following four aspects of social policy: equity in the allocations of resources, efficiency in the allocation of resources, freedom of choice for individuals, and the public interest. The conclusion is that the practice of "federalism by contract" has occurred to a far greater extent than is generally recognized and that it suggests problems of accountability and control for the field of social welfare.
