Effective fiscal management enables school leaders to strategically allocate funds for critical n... more Effective fiscal management enables school leaders to strategically allocate funds for critical needs such as instructional materials, infrastructure, and staff development, directly impacting the quality of education. Proper fiscal management also promotes transparency and accountability, develop trust among stakeholders, including parents, teachers, and the community. This paper developed a fiscal management model applicable to academic institutions in the Philippines. This paper analyzed the fiscalizing behaviors of school heads (n=738) from 26 districts of the Schools Division of Samar, during the School Year 2022-2023. They were asked about their fiscalizing behaviors in five constructs: budget planning, formal review and approval, implementing the budget, monitoring of fund, and fund communication. Their responses from open ended questions were used to design a model that represented the leadership-system-change interaction through thematic nodes. Findings indicated that the school heads exhibited generally positive fiscal management behaviors, particularly excelling in fund communication, budget planning, formal review, budget implementation, and fund monitoring, indicating strong adherence to sound financial practices. However, they face challenges such as resource sufficiency, not enough MOOE, depletion of funds," and the urgent need of a building. Consequently, the model established the importance of collaborative leadership and strategic decision-making in school financial management. Strategic prioritization allows schools to allocate resources effectively, even in the face of challenges like budgetary shortfalls or unforeseen circumstances. Leadership behaviors can also be linked to the success of the fiscal management practices within their institutions.

Lacking the resources for hands-on scientific experimentation could impact both students' educational experiences and their long-term proficiency. Without access to laboratories, students miss out on crucial opportunities to engage in practical applications of theoretical concepts, hindering their ability to comprehend scientific principles fully. The purpose of this exploratory study was to analyze the experiences of science teachers (n=20) from last-mile schools in the Philippines. Narratives from science teachers were the primary data in this study being collected through one-on-one interview. Thematic analysis revealed that the science teachers were challenged by insufficient resources available in their laboratories while others conduct experiments only in their classrooms while having class. Adapting to their concerns, teachers were able to maintain their instructional competence through hands-on demonstrations, visual and audio-visual presentations, interactive activities, and printout instruction. For science teachers, addressing these challenges requires concerted efforts from policymakers, educational institutions, and stakeholders to ensure equitable access to resources and professional development opportunities for teachers. The study emphasized the need for sustainable solutions to bridge the gap between resource-rich and resource-poor schools, ultimately enhancing students' educational experiences and long-term proficiency in science.

The success in management is gained through the accomplishment of mission, goals and objectives w... more The success in management is gained through the accomplishment of mission, goals and objectives which eventually contribute to nation's socioeconomic growth and sustainable development. Management depends upon modeling an organization. Modeling allows management to perform its distinctive information-processing activities such as monitoring, evaluation, prediction and control. Moreover, the functions of management are products of the interaction between a management system and its environment. This is a consequence of the way that management systems will tend to adapt to survive and grow in whatever specific context in which they are operating just like in educational system. This study assessed the management functions of college deans along planning, organizing, leading, and controlling particularly on the extent of knowledge, importance and implementation. The researcher employed expert-validated questionnaire and triangulation method to gather vital information. Results revealed that College deans are doing well along the four management functions however the extent to which these functions are exercised still depend on how knowledgeable they are as managers, how they give importance in the exercise of their functions, and how they implement these functions to carry out the mission, goals and objectives of the college where they belong. Thus, managerial skills of deans can be improved by crafting a management program that will prepare them to a higher position in the future which focuses on performance management, managing teams, leadership process, and the like.

The course is intended for the students to see the value and applicability of Math in the various facets of human endeavor. As a new course, its impact on teachers and students necessitates further understanding. The use of phenomenology as a qualitative research design enabled the researchers to explore the phenomenon, Mathematics in the Modern World, through the lens of the actors-teachers and students-to extract the meanings, structures, and essence of the course. Through this design, the study is unremitting to any existing framework and rooted in the lived experiences of the actors. The study involved the students and teachers of Northwest Samar State University. The data revealed the positive and negative views of students and teachers on the course. Students' lived experiences suggest that the course provides a feeling of belongingness through class activities. On the other hand, other students experience negative psychosomatic impacts such as-boredom‖,-dizziness‖, and-sleepiness‖. The teachers' lived experiences reveal that the teaching process of the course impacts students' behavior, performance, and outlook towards Math. The essence of Mathematics in the Modern World unveils that the course addresses the stigma through participative and facilitative encounters that highlight its real-life application. Such encounters are influenced by the quality of teachers, and the attributes and challenges of a learner. Anchored on these results, the study recommends that to meet the intended objectives of the course, interventions such as bridging programs, psychosocial mediations, teaching strategies, and curriculum development review, should be explored to capture an outcomes-based education that addresses the stigma, supports students' learning, emphasizes practical applicability, and fosters good study habits.

In the Philippines, the Commission on Higher Education (CHED) required the implementation of Outc... more In the Philippines, the Commission on Higher Education (CHED) required the implementation of Outcomes-Based Education (OBE) in universities and colleges in 2012 through Memorandum Order No. 46 to ensure continuous quality improvement. Due to this demand, Samar State University, as a transformative university committed to leadership, innovation and service excellence, decided to promote the adaptation of OBE in response to the increasing interest in student learning outcomes and a call for educational responsibility (Lixum, 2000) nowadays. Achieving continuous quality improvement (CQI) would be through an evaluation. Thus, this study aimed to evaluate the learning experiences of the outcome-based education on the scope of the Hammond evaluation cube. The results show that along instruction, the alignment of the course content to the Vision, Mission, Goals, and Objectives (VMGOs), Program Graduate Outcome (PGO), Course-Learning Outcome (CLO), Intended-Learning Outcome (ILO), Outcomes-Based Teaching-Learning (OBTL) and Assessment of Learning are not yet in effect in aiming for successful learning experiences. Along institutions, the interaction of the students, teachers, and administrators' variables such as the students' personal and family characteristics, teachers' professional and teaching methodology, and administrators' characteristics whether it conforms to the minimum requirement set by CHED, could possibly affect in the successful implementation of the OBE curriculum. Moreover, the behavioral dimension of the OBE curriculum, once successfully implemented, would lead to the positive learning experiences of the students.

This study determined the extent of implementation of School Improvement Plan in Samar and Catbal... more This study determined the extent of implementation of School Improvement Plan in Samar and Catbalogan City Divisions in Region VIII, Philippines. In the implementation of the School Improvement Plan (SIP), school-community partnership is substantial considering that when there is a collaborative effort in the school community it results to various opportunities and help ensure the success of plans and activities. The study utilized descriptive-developmental research design to find out the extent of implementation of the SIP that will serve as basis for conceptualizing strategic plan and improvement of school-based management. The researchers employed the Attitude Checklist (AC) contained in the School Based Management Assessment Tool. There were 29 central elementary schools and 29 non-central elementary schools covered in this study representing the Division of Samar and 5 central elementary schools and 5 non-central elementary schools belonging to the Division of Catbalogan City. Results revealed that there was an increase in enrolment, participation rate, cohort survival rate, graduation rate and NAT MPS among respondent-schools before and after the implementation of the SIP. On the other hand, the goals and objectives, performance targets, school improvement process, resource management, school performance accountability, implementation strategies and timelines are moderately implemented by the respondent-schools. All schools are encouraged to organize a committee which would initiate in the framing up of the school improvement plan considering major priorities and resources. School heads may develop plans and strategies to attract stakeholders to extend appropriate financial support and generate income-generating projects to finance the school projects and programs.

It is in this reason that leaders' functions are seen as essential if not significant. In fact, leadership is defined as an art and the process of influencing and supporting others to work enthusiastically toward achieving objectives (Aquino, 2005). Taking into account the challenging role of leaders, this study assessed the leadership styles of college deans among State Universities and Colleges (SUCs) in Region VIII, Philippines. It utilized descriptive quantitative design to determine the extent of preference, knowledge and manifestation of deans along participative, supportive, directive, and achievement-oriented styles. Results revealed that supportive style is very much preferred, very much manifested and perceived that deans are very much knowledgeable. It is in this context that supportive leadership style involves building trust, inspiration, and helping colleagues overcome the challenges they encounter. Further, it encourages teamwork, show commitment towards work and pay attention to members' relationship that eventually motivate them to work cohesively as a team thereby achieving the institutional vision, mission, goals and objectives. However, along participative, directive and achievement-oriented styles, the three groups of respondents perceived them as much preferred, much manifested and much knowledgeable. Thus, college deans must be provided with ample information along leadership styles by sending them to leadership trainings and seminars. In addition, the Human Resource Management Officer may formulate a training program and conduct trainings by inviting resource persons who would talk on how to improve leadership skills and employee satisfaction, how to become an effective leader, how to get motivated in the organization, guides on how to deliver best results, and the like.

The impact of science and technology on modern society has been so deep that the print and electr... more The impact of science and technology on modern society has been so deep that the print and electronic media often announce the latest advancements in science and technology. The need to promote a society of scientifically literate citizens is regarded as urgent in many countries and is accepted as one of the main goals of science education. In this sense, educating for scientific literacy entails not only teaching science concepts and theories but also learning about the nature of these concepts. However, numerous studies have shown that many students and even teachers, possess an inadequate understanding of science and its nature. The study employed descriptive method to determine the level of understanding on the nature of science of 279 Grade 10 junior high school students of Samar National School. It covered the following: characteristics of scientific knowledge, observations and inferences, change of scientific theories, scientific laws versus theories, social and cultural influences on science, and imagination and creativity in scientific investigations. The study revealed that Grade 10 students have moderate understanding on the nature of science. Therefore, in-service science teachers should employ varied teaching strategies that will enhance and maximize students' understanding of science concepts like the use of different laboratory activities which require students' application of the integrated science process skills for them to internalize and apply science concepts.

The effective use of analogies in regular science teaching has created meaningful learning among ... more The effective use of analogies in regular science teaching has created meaningful learning among students. The study explored the quality of analogies and level of understanding of teachers on selected topics in Chemistry. All 30 chemistry teachers from 30 public high schools in Samar, Philippines served as respondents of the study. A quantitative descriptive research design was used. Data were collected using the Analogy Worksheets (AWs) crafted by the researcher in consultation with experts in Chemistry. Results revealed that chemistry teachers have no adequate knowledge in teaching Chemistry as evidenced by the quality of analogies that they have generated. None of them has shown sound understanding on the different topics in Chemistry. Thus, there is a need to formulate a faculty development program where chemistry teachers can pursue advanced studies in chemistry and participate in in-service trainings, conferences, and seminars to enhance their teaching competence. Lectures with invited experts could be done to ensure integration of courses on subject matter, pedagogy, and field experiences.

I... more Research is utilized as an aid to any educational innovation and a tool for knowledge building. It is imperative to promoting evidence-based decision and policy-making at different levels of school governance (San Miguel, 2019). This study was designed to assess the research management of school administrators in senior high schools in the Division of Samar, Philippines during the School Year 2019-2020. This study used descriptive research with correlational analysis. Total enumeration in the selection of 68 senior high school administrators was employed. Results revealed that senior high school administrators are less competent in research management. Their competencies in research management were not yet well-developed since they lacked years of practice in getting along with people, cultivating people's research potentials, implementing research policies and initiatives, and using research outputs for the benefits of the school which resulted to unclear and undefined plan in research data management as to storage, dissemination, and utilization, and they did not put in place a systematic monitoring and evaluation (M&E) for research. Thus, it is recommended that selection and promotion of school heads in all levels, elementary, junior and senior high school should include criterion on research management competencies of the applicant-school heads. All school personnel should be engaged in research by motivating and providing them more research incentives and benefits, and increasing more chances for interdisciplinary and collaborative research activities to improve their research productivity.

It is in this reason that leaders' functions are seen as essential if not significant. In fact, leadership is defined as an art and the process of influencing and supporting others to work enthusiastically toward achieving objectives (Aquino, 2005). Taking into account the challenging role of leaders, this study assessed the leadership styles of college deans among State Universities and Colleges (SUCs) in Region VIII, Philippines. It utilized descriptive quantitative design to determine the extent of preference, knowledge and manifestation of deans along participative, supportive, directive, and achievement-oriented styles. Results revealed that supportive style is very much preferred, very much manifested and perceived that deans are very much knowledgeable. It is in this context that supportive leadership style involves building trust, inspiration, and helping colleagues overcome the challenges they encounter. Further, it encourages teamwork, show commitment towards work and pay attention to members' relationship that eventually motivate them to work cohesively as a team thereby achieving the institutional vision, mission, goals and objectives. However, along participative, directive and achievement-oriented styles, the three groups of respondents perceived them as much preferred, much manifested and much knowledgeable. Thus, college deans must be provided with ample information along leadership styles by sending them to leadership trainings and seminars. In addition, the Human Resource Management Officer may formulate a training program and conduct trainings by inviting resource persons who would talk on how to improve leadership skills and employee satisfaction, how to become an effective leader, how to get motivated in the organization, guides on how to deliver best results, and the like.

Management depends upon modeling an organization. Modeling allows management to perform its distinctive information-processing activities such as monitoring, evaluation, prediction and control. Moreover, the functions of management are products of the interaction between a management system and its environment. This is a consequence of the way that management systems will tend to adapt to survive and grow in whatever specific context in which they are operating just like in educational system. This study assessed the management functions of college deans along planning, organizing, leading, and controlling particularly on the extent of knowledge, importance and implementation. The researcher employed expert-validated questionnaire and triangulation method to gather vital information. Results revealed that College deans are doing well along the four management functions however the extent to which these functions are exercised still depend on how knowledgeable they are as managers, how they give importance in the exercise of their functions, and how they implement these functions to carry out the mission, goals and objectives of the college where they belong. Thus, managerial skills of deans can be improved by crafting a management program that will prepare them to a higher position in the future which focuses on performance management, managing teams, leadership process, and the like.

The need to promote a society of scientifically literate citizens is regarded as urgent in many countries and is accepted as one of the main goals of science education. In this sense, educating for scientific literacy entails not only teaching science concepts and theories but also learning about the nature of these concepts. However, numerous studies have shown that many students and even teachers, possess an inadequate understanding of science and its nature. The study employed descriptive method to determine the level of understanding on the nature of science of 279 Grade 10 junior high school students of Samar National School. It covered the following: characteristics of scientific knowledge, observations and inferences, change of scientific theories, scientific laws versus theories, social and cultural influences on science, and imagination and creativity in scientific investigations. The study revealed that Grade 10 students have moderate understanding on the nature of science. Therefore, in-service science teachers should employ varied teaching strategies that will enhance and maximize students' understanding of science concepts like the use of different laboratory activities which require students' application of the integrated science process skills for them to internalize and apply science concepts.

The study explored the quality of analogies and level of understanding of teachers on selected topics in Chemistry. All 30 chemistry teachers from 30 public high schools in Samar, Philippines served as respondents of the study. A quantitative descriptive research design was used. Data were collected using the Analogy Worksheets (AWs) crafted by the researcher in consultation with experts in Chemistry. Results revealed that chemistry teachers have no adequate knowledge in teaching Chemistry as evidenced by the quality of analogies that they have generated. None of them has shown sound understanding on the different topics in Chemistry. Thus, there is a need to formulate a faculty development program where chemistry teachers can pursue advanced studies in chemistry and participate in in-service trainings, conferences, and seminars to enhance their teaching competence. Lectures with invited experts could be done to ensure integration of courses on subject matter, pedagogy, and field experiences.

I... more Research is utilized as an aid to any educational innovation and a tool for knowledge building. It is imperative to promoting evidence-based decision and policy-making at different levels of school governance (San Miguel, 2019). This study was designed to assess the research management of school administrators in senior high schools in the Division of Samar, Philippines during the School Year 2019-2020. This study used descriptive research with correlational analysis. Total enumeration in the selection of 68 senior high school administrators was employed. Results revealed that senior high school administrators are less competent in research management. Their competencies in research management were not yet well-developed since they lacked years of practice in getting along with people, cultivating people's research potentials, implementing research policies and initiatives, and using research outputs for the benefits of the school which resulted to unclear and undefined plan in research data management as to storage, dissemination, and utilization, and they did not put in place a systematic monitoring and evaluation (M&E) for research. Thus, it is recommended that selection and promotion of school heads in all levels, elementary, junior and senior high school should include criterion on research management competencies of the applicant-school heads. All school personnel should be engaged in research by motivating and providing them more research incentives and benefits, and increasing more chances for interdisciplinary and collaborative research activities to improve their research productivity.
