The Legacy rules have been posted, and well calling them ridiculous would be putting it nicely. It seems they are written to make it play as much as if its done in Sims 2, because a bunch of the new features, like resurrecting ghosts and selling klepto collecting are no nos. WTF? If I wanted to play a sims 2 style legacy, I'd play the legacy in Sims 2! So I thought I'd mention how I am playing.

  1. Create a founder in CAS. Founder must be specifically made as a founder, whether by you, or as one for pixel_trade style founder collection. Free range for picking traits and likes on the founder.

  2. Move them into a medium-large (about 30x30 or larger) unbuilt lot, and build the legacy shack with remaining funds

  3. Kids eligible to be heir must be directly related to the founder/heir AND be living in the legacy house prior to be declared heir.

  4. When a child is born, if they age well enough that you get to pick traits, the randomizer must be used.

  5. One of the first 3 Lifetime wishes the sim rolls must be promised.

  6. Family graves must be either kept on lot or put in the manage graves option. No sending with spares. (and you thought ghosts in Sims 2 were annoying).

That's pretty much it for my rules. No stupid rules disallowing resurrections or ghost babies from lineage. And I think a great twist to the challenge would be a Klepto legacy. The founder and every heir must be a klepto. Cash can only be spent on build mode items. Anything in the buy catalog must be swiped. Exceptions for classes, books, groceries, restaurant, ie the stuff that doesn't furnish the house. Not as restricted as Klepto King but along those lines.
