I conduct an overview of literature regarding UNHCR urban refugee policy, policies regarding mobility and freedom of movement, as well as overlap between UNHCR and Lebanese refugee protection mandates. Through the utilisation of Lefebvre's concept of the " right to the city " as a social lens, I analyse and compare the neighbourhoods Bachoura and Beirut Central District arguing that through a process of militarisation and privatisation Beirut has become a segregated and multi-polar city that has restricted refugee intra-city mobility. I conclude the article by offering solutions to the lapse in UNHCR policy, namely that refugee mobility should be integrated either as a building-block of the three existing Durable Solutions or as a new solution on its own.
