For the purposes of this research paper, a marine accident was assessed, in order to find out the... more For the purposes of this research paper, a marine accident was assessed, in order to find out the degree of the impact such an accident had in the neighboring affected states and the surrounding environment. It was found that the accident of the tanker Gino (1979), due to the insignificant environmental damages it caused, had a very small impact in international and local legislation or procedure scheduling regarding such accidents. However, examining it from a different perspective, the role of the shipping company, especially nowadays with the legislative framework regarding maritime incidents and oil spills, is of paramount importance marketing wise. The company's approach and actions before and after an accident are linked sometimes to her very existence, i.e. maintaining fame to clients (charterers) and coastal states and port state control. Through this cross evaluation of what was actually done and what should have been done, had this accident occurred nowadays, in a marketing oriented scope, suggestions are made for the specific accident, as well as marine accidents in general with respect to the company's approach and actions in order to preserve its 'brand name' in the shipping industry.

During the last decade a rapid development of recreation and other tourism activities has been noticed. However, this sea area is quite often visited by tankers for operational purposes. The specific character of the sea area and the conflicts of interests originating from different uses that arise demand the enforcement of management tools for the conservation and allocation of resources. This paper describes the marine protection areas established in the Mediterranean Sea both at the international and regional levels, puts emphasis on the most important pollution incidents that have occurred in Pylos sea-area along with the impacts to the environment and proposes the adoption of specific managerial and legal measures for its protection 1 .

The Greek merchant fleet needs competitive human resources management. This paper is based on a study titled 'An Analysis of the Greek Manpower Market in the Ferry and Cruise Industries'. We attempt to define the variables that affect the quantity and quality levels of seafarers, employed in passenger and cruise markets, and present the current trends of the seafaring profession. It has been accepted that when an area or zone has been approved as being particularly sensitive,... more It has been accepted that when an area or zone has been approved as being particularly sensitive, some specific measures against maritime activities and environmental issues can be adopted for monitoring and control. Marine zones have been used around the world as an important resource management tool. They can help protect sensitive natural resources from overuse, separate conflicting visitor uses and preserve the variety of marine life, or biodiversity, of an area. A Particularly Sensitive Sea Area (PSSA) is an area that needs special protection through action by IMO because of its significance for recognized ecological or socioeconomic or scientific reasons and which may be vulnerable to damage by international maritime activities. However, the criteria for the identification of particularly sensitive sea areas and those for the designation of special areas are not mutually exclusive. The relevant conventions both at the international and regional level (UNCLOS, MARPOL, Barcelona) have detailed provisions dealing with such zones or areas. Even the Exclusive Economic Zone has been used as a semi-ecological zone by some states when shipping activities are involved. This paper will investigate the current situation in the Mediterranean Sea, specifically what kind of protection zones and other marine protection areas are established but create problems in terms of multiple uses and different users, and then discuss and propose a basis-network of zoning that is consistent with international law, to be functioning in the Eastern Mediterranean, particularly in Greek waters.

It is acceptable that the uninhabited islands of small size, due to their isolation from the main... more It is acceptable that the uninhabited islands of small size, due to their isolation from the mainland, offer remarkable habitats for the distribution and conservation of significant protected flora and fauna species. Many of these islands hosted in the past settlements, castles, etc., that now have been abandoned, though the charasteristics of the landscape and the types of economy have not been altered to present. Albeit they do not sustain human habitation, the deterioration of their enviroment is owing to human intervention. The Oinousses island complex (consisting of three major islands: Sapientza, Schiza and Agia Mariani) retain a well-preserved and undisturbed natural environment as well as a rich wild life biodiversity. The main aim of the current research is to provide an effective tool which will serve the sustainable counterbalance development in remote insular areas around Greece. This will be achieved by using an enviromental assessment methodology (Leopold Matrix) that will contribute to the evaluation of the emergent environmental impacts. The monitoring and management of these islands in the future will be based on the conservation of their insular features (as a basic principle of sustainability) and the soft actions that must be adopted with respect to their natural environment.

Recently, many small islands have been characterized as ecologically protected areas and thus have been designated as sites of the European Network called Natura 2000. In this respect, the principle of “Sustainable Development” urges the utilization of their marine and coastal resources in such manner to maintain biodiversity, improve the quality of life for the local people and promote cultural and eco-tourism. On the other hand during the last decades, despite their long-term isolation and the absence of urban life, small islands have become easily accessible, especially to those who own yachts and high-speed crafts. As a result, new demand trends for specialty tourism constitute greater environmental awareness globally, greater health consciousness and a growing preference by visitors to experience unspoiled environmental surroundings. Particularly in Greece, the authorities are examining new alternative forms of tourism for small island communities in order to promote cultural and environmental advantages without harming their specific character.
This paper presents a theoretical model which aims at identifying and quantifying the characteristics of small islands and then evaluates the prospects of establishing alternative forms of tourism. The model will be applied through a SWOT analysis to specific case studies, focusing on the islands of Agathonisi and Farmakonisi. These islands were chosen on account of their remoteness, isolation and their geographical position (very close to the Turkish coastline). The Agathonisi island faces the problem of gradual reduction of its permanent population, whereas the Farmakonisi island is nowadays uninhabited. Finally, we proceed to the design of a strategic plan for both islands as a basic guide for alternative forms of tourism.

Approximately 9.800 insular areas have been registered, covering up to 1/5 of its total surface, rendering Greece the country with the largest coastline within the European Union. Nevertheless, only a small portion of them, around 0.01%, are inhabited and an unspecified number is occasionally used. During the past years, several estimations and scenarios about the development capacity of those uninhabited insular areas have surfaced, mainly as part of the wider debate on the appropriate response to the fiscal and social crisis that has hit the country since 2008. In this paper we examine new methods for investigating and evaluating marine accidents at the int... more In this paper we examine new methods for investigating and evaluating marine accidents at the international level. The main feature is the assessment of risks because ship safety regulations have so far failed to address the risks caused by ships. In decision-making process criteria may be used to determine whether risks are acceptable and/or tolerable. The Safety Case Approach is a risk-management methodology that may assist ship operators to reduce risks to as low as reasonably practicable. It does not refer to prescriptive rules and regulations but rather uses the goal-setting principle. So far, it has been applied to high-speed crafts in order to provide high levels of safety for the safe and efficient operation of these vessels. We focus on the tanker industry and particularly on incidents caused by fire and/or explosion because they involve high risks of environmental damage and loss of lives.

Ο σκοπός της εργασίας αυτής είναι να εξετάσει κάποιες πτυχές του συνε-χώς αυξανόμενου προβληματισ... more Ο σκοπός της εργασίας αυτής είναι να εξετάσει κάποιες πτυχές του συνε-χώς αυξανόμενου προβληματισμού για τις προοπτικές της ναυτικής εκπαί-δευσης. Ειδικότερα, θα επιχειρήσουμε μία σύντομη ανάλυση κάποιων παρα-μέτρων που επηρεάζουν το ναυτικό επάγγελμα, όπως ο τρόπος που η ναυτική εκπαίδευση διεξάγεται και η χρονική διάρκειά της, η ελκυστικότητά της που απευθύνεται κυρίως στους νέους ναυτικούς αλλά και η αποτελεσματικότητά της που έχουν ως συνέπεια την ανταγωνιστικότητα των Ελλήνων αξιωματι-κών στην παγκόσμια και συνεχώς πιο απαιτητική ναυτιλιακή βιομηχανία. Με τον όρο εκπαίδευση δεν περιγράφεται μόνο η φοίτηση στις σχολές ΑΕΝ, αλλά η συνεχής και ανανεωμένη επιμόρφωση των Ελλήνων αξιωματικών σύμ-φωνα με τις ισχύουσες συνθήκες στην παγκόσμια εμπορική ναυτιλία, οι οποίες συνεχώς αλλάζουν και ανανεώνονται τόσο σε θεωρητικό όσο και σε πρακτικό επίπεδο. Το πρόβλημα της έλλειψης αρκετών, αλλά κυρίως ικανών, Ελλήνων αξιωματικών δεν είναι νέο και έχει απασχολήσει και παλαιότερα σε ερευνητικό επίπεδο. to the very small number of new entries into the marine profession. The Greek merchant fleet needs competitive human resources management. This paper is based on a study titled ‘An Analysis of the Greek Manpower Market in the Ferry and Cruise Industries’. We attempt to define the variables that affect the quantity and quality levels of seafarers, employed in passenger and cruise markets, and present the current trends of the seafaring profession. Using system dynamics we retain the existing qualified seafarers by improving their competitiveness and reducing manning costs.

Recently, many small islands have been characterized as ecologically protected areas and thus have been designated as sites of the European Network called Natura 2000. In this respect, the principle of “Sustainable Development” urges the utilization of their marine and coastal resources in such manner to maintain biodiversity, improve the quality of life for the local people and promote cultural and eco-tourism. On the other hand during the last decades, despite their long-term isolation and the absence of urban life, small islands have become easily accessible, especially to those who own yachts and high-speed crafts. As a result, new demand trends for specialty tourism constitute greater environmental awareness globally, greater health consciousness and a growing preference by visitors to experience unspoiled environmental surroundings. Particularly in Greece, the authorities are examining new alternative forms of tourism for small island communities in order to promote cultural and environmental advantages without harming their specific character.
This paper presents a theoretical model which aims at identifying and quantifying the characteristics of small islands and then evaluates the prospects of establishing alternative forms of tourism. The model will be applied through a SWOT analysis to specific case studies, focusing on the islands of Agathonisi and Farmakonisi. These islands were chosen on account of their remoteness, isolation and their geographical position (very close to the Turkish coastline). The Agathonisi island faces the problem of gradual reduction of its permanent population, whereas the Farmakonisi island is nowadays uninhabited. Finally, we proceed to the design of a strategic plan for both islands as a basic guide for alternative forms of tourism.

The main feature is the assessment of risks because ship safety regulations have so far failed to address the risks caused by ships. In decision-making process criteria may be used to determine whether risks are acceptable and/or tolerable. The Safety Case Approach is a risk-management methodology that may assist ship operators to reduce risks to as low as reasonably practicable. It does not refer to prescriptive rules and regulations but rather uses the goal-setting principle. So far, it has been applied to high-speed crafts in order to provide high levels of safety for the safe and efficient operation of these vessels. We focus on the tanker industry and particularly on incidents caused by fire and/or explosion because they involve high risks of environmental damage and loss of lives.

Ειδικότερα, θα επιχειρήσουμε μία σύντομη ανάλυση κάποιων παρα-μέτρων που επηρεάζουν το ναυτικό επάγγελμα, όπως ο τρόπος που η ναυτική εκπαίδευση διεξάγεται και η χρονική διάρκειά της, η ελκυστικότητά της που απευθύνεται κυρίως στους νέους ναυτικούς αλλά και η αποτελεσματικότητά της που έχουν ως συνέπεια την ανταγωνιστικότητα των Ελλήνων αξιωματι-κών στην παγκόσμια και συνεχώς πιο απαιτητική ναυτιλιακή βιομηχανία. Με τον όρο εκπαίδευση δεν περιγράφεται μόνο η φοίτηση στις σχολές ΑΕΝ, αλλά η συνεχής και ανανεωμένη επιμόρφωση των Ελλήνων αξιωματικών σύμ-φωνα με τις ισχύουσες συνθήκες στην παγκόσμια εμπορική ναυτιλία, οι οποίες συνεχώς αλλάζουν και ανανεώνονται τόσο σε θεωρητικό όσο και σε πρακτικό επίπεδο. Το πρόβλημα της έλλειψης αρκετών, αλλά κυρίως ικανών, Ελλήνων αξιωματικών δεν είναι νέο και έχει απασχολήσει και παλαιότερα σε ερευνητικό επίπεδο.
