Projects are strategic and encounter strategic issues in their operating context that have not be... more Projects are strategic and encounter strategic issues in their operating context that have not been addressed in parent corporate strategy. These strategic issues, emanating from changes in the operating context, require interpretation and an appropriate response through the emergence of strategy. This research looks at how projects address strategic issues in context and emerge strategy by applying the concept of strategic issues management, introduced by Ansoff. as a means to manage issues in real time during implementation of activities outside of the periodic strategic planning process. Emergent strategy in this research is viewed as a change response which enables projects to adapt in complex environments where alignment with parent strategy is not possible. An exploratory case study approach is used. The findings show that projects are learning episodes for strategic management and undertake a SIM process in order to form strategy in context when alignment is not possible.

Organization design is an established field of research within organization studies, focusing on ... more Organization design is an established field of research within organization studies, focusing on different organizational forms, the array of the design strategies available to managers and their external and internal contingencies. However, our understanding of the complementary design choices available to managers of project-based organizations is limited. Building on both organization theory and design and project management literature this study identifies design choices available for the design of the project-based organization. Adopting the contingency perspective, it reviews the literature on project-based organizations to explore key factors that influence the design of the project-based organization in comparison with more traditional organizations. The resulting model offers a starting point for further studies on the design of the project-based organization. The study concludes by suggesting a research agenda in light of the results.

Extant literature acknowledges the diversity of project-based organizational forms, but neither the particular configurations of organizational design dimensions nor the reasons behind their differences are widely addressed. Based on interviews in 12 project-based organizations in various sectors, this study identifies three common organizational design configurations of project-based organizations. It further discusses a range of internal and external factors, which can influence the choice of configuration. The findings are summarized in five overriding conclusions.

The Project Management Institute has commissioned the authors to conduct research into whether th... more The Project Management Institute has commissioned the authors to conduct research into whether the project manager's leadership style is a success factor on projects, and whether its impact is different on different types of projects. In this paper, we review the literature on the topic. Surprisingly, the literature on project success factors does not typically mention the project manager and his or her leadership style or competence as a success factor on projects. This is in direct contrast to the general management literature, which views effective leadership as a critical success factor in the management of organizations, and has shown that an appropriate leadership style can lead to better performance. Since, unlike most literature on project success factors, project management literature does consider the role of the project manager, we also review what it says about his or her leadership style and competence.

Purpose The purpose of this paper is to use an organizational design perspective to determine the... more Purpose The purpose of this paper is to use an organizational design perspective to determine the scope of the state-of-the art of research into project-based organizations. Design/methodology/approach The paper follows a structured framework-based literature review approach. It uses an analytical framework from the organization design literature to assess 177 papers relevant to the design of the project-based organization that were published in four leading PM journals between 2008 and 2015. The authors determine which elements of organization design are covered in each paper and identify specific research themes for each of the element emerging from the literature. Finally, the authors examine the degree to which interdependencies among separate elements are addressed in the literature and discuss the most holistic papers in more details. Purpose-The authors propose that small to medium-sized enterprises (SMEs) need simpler, more peop... more Purpose-The authors propose that small to medium-sized enterprises (SMEs) need simpler, more people-focused forms of project management than traditionally used by larger organizations. The authors have undertaken this research to identify to what extent SMEs use project management and what are the key components used. Design/methodology/approach-Based on the results of the two previous stages of their research the authors formulate the three propositions about the use of project management in SMEs, which they test through a web-based questionnaire. Findings-More than 40 per cent of the turnover of small and micro-sized companies is undertaken as projects, and in the first two years of their lives more than 60 per cent. People in these companies multi-task, so these projects are managed by people for whom project management is not their first discipline. At a key stage of their development, SMEs undertake many projects managed by amateurs. A simplified version of project management should have requirements definition at its core, and practices for managing the work, duration and resources used. People focused methods which seek team member commitment are preferred. Practical implications-The results should aid in the development of project management approaches for use by the non-specialist project managers in SMEs. The authors have shown that different versions of project management may be required for micro-sized and small companies (a micro-lite version), and for medium-sized companies (a lite version). Originality/value-Project management theoreticians need to recognise that different versions of project management are required in different circumstances.

Finally we give an overview of project management education in project-oriented societies around the world. However, our understanding of the complementary design choices available to managers of project-based organizations is limited. Building on both organization theory and design and project management literature this study identifies design choices available for the design of the project-based organization. In this paper, we review the literature on the topic. Surprisingly, the literature on project success factors does not typically mention the project manager and his or her leadership style or competence as a success factor on projects. This is in direct contrast to the general management literature, which views effective leadership as a critical success factor in the management of organizations, and has shown that an appropriate leadership style can lead to better performance. Since, unlike most literature on project success factors, project management literature does consider the role of the project manager, we also review what it says about his or her leadership style and competence.
