Born in Kentucky, Tandy moved to Indianapolis as a child. He served as the Marion County deputy coroner for 22 years and in 1956 made an unsuccessful run for the Indiana House of Representatives. He began his newspaper career writing editorials and crime stories, and wrote for the HOOSIER HERALD in the 1950s. Tandy gained control of the paper in 1960 and changed its name to the INDIANA HERALD.
