Ted Rubin was born in Harrisburg, Penn. and received his law degree (JD) from Depaul University. He moved to Colo. in 1960 and in 1964 was elected to the Colorado House of Representatives serving two terms. Rubin was then elected a judge to the Denver Juvenile Court in 1964 and played a major role in the development of the Colo. Children's Code. He later joined the Institute for Court Management, serving as juvenile justice director. Judge Rubin has authored more than 250 articles, research reports, and five books concerning juvenile justice policy, practice and administration.
