Willa Clare Taylor was born on October 10, 1900, in Mannington, West Virginia. She received a general professional teacher's diploma from the University of California at Los Angeles in 1919, worked as an elementary and junior high school teacher and pursued a bachelor's degree in music from New York University (1931). She came to Penn State in 1931, earned a master's degree in music from New York University (1944) and became an associate professor in 1945. She was named director of the chapel choir in 1942, and initiated the spring choral concert as an annual event in 1948. In 1955 the meditation chapel choirs were formed to assist at services; that same year she arranged a concert tour of Europe by the choirs in honor of the University's bicentennial celebration. She was a member of the National Association of Music Educators, America's Association of University Professors, and the Altrusa Club. She retired in 1966 as professor emeritus of music.
