Army officer; in command of the San Carlos Indian Reservation in Arizona from 1879 to 1880. In 1882, he led the army in the Battle of Big Dry Wash. He was stationed at Fort McDowell and Fort Huachuca and took part in the Geronimo Campaign of 1885-1886. He was Inspector General of the Department of Arizona from 1890 to 1893.

Chaffee served in the U.S. cavalry during the Civil War and after the war made the army his career. A major general, he was military governor of the Philippines when he sent this telegram. He retired from the service in 1906 and died in Los Angeles.
