The article focuses on corruption as a factor accompanying a sustainable development. Our UN SDG ... more The article focuses on corruption as a factor accompanying a sustainable development. Our UN SDG reports analysis revealed two trends. The first one is that the data on the fight against corruption is not presented, i.e. there are no indicators for task 16.5. The second one is that the reporting assessment methodology has not been discussed in practice, and the fight against corruption is not reflected in the UN Consolidated Reports for 2019 and 2020. We think this is unacceptable, particularly in relation to Russia. The publication methodological basis is based on three directions in the study of corruption. The first one (classic) justifies the role of corruption as a factor that destroys the social order and withdraws huge amounts of money from the development resource base (country, region). The second is a modern trend that analyzes the methods of its adequate assessment. The third is the current methods and of the UN and OECD (2020) recommendations analysis on improving the collecting methods and evaluating indicators. The publication substantiates the role of the fight against corruption as a condition for the country and the region sustainable development and suggests tightening the requirements for its inclusion in national voluntary reports. It is proposed to strengthen control over open information on the websites of the Russian Federation regions.

Over the past 30 years, corruption has been one of the most studied problems in the social scienc... more Over the past 30 years, corruption has been one of the most studied problems in the social sciences because, in every region of the world, it negatively affects institutional, political, economic, and social development. Despite the efforts to reduce and solve this problem, corruption extends to every sphere of social life. It is likely that the measures taken are not effective because countries such as Argentina mainly copy measures from developed countries without analyzing the social and cultural contexts. In this article, an attempt was made to identify how young Argentinians understand corruption, how they define it, and what practices of everyday life they consider corrupt. According to the results of the 10 interviews, for the young Argentinians, the situation of corruption always presumes the existence of a victim (a disadvantaged third party), the asymmetrical relation of power and self-profit or advantage. The idea of the existence of damage has a particular characteristic: it allows the subject to answer the question "Who will suffer damages, losses in one way or another?". At the same time, the answer to this question works as a moral justification or, on the contrary, as the rejection of corrupt practices. Often the idea of corruption is analyzed case by case: to evaluate its seriousness, it is necessary to examine who carries out the corrupt action, who it damages, and if there is a need or not. Corruption extends as a product of the capitalist system and as a way of achieving assets and services that, in other ways, people with insufficient resources could not achieve.

Desde hace varias décadas la corrupción es presentada como uno de los problemas fundamentales a resolver por parte de los gobiernos y de las sociedades. En el mundo académico, generalmente, se elaboran análisis centrados en las actuaciones gubernamentales, las medidas anticorrupción y su efectividad, las formas de medir la corrupción o analizarla. Ahora bien, ¿qué sucede en la vida cotidiana?, ¿cómo aparece la corrupción?, ¿qué es la corrupción en distintas sociedades?, ¿qué entienden los jóvenes por corrupción?, ¿cómo afecta sus vidas? Con la guía de tales interrogantes en este trabajo se realiza un análisis cualitativo comparado de las percepciones sobre la corrupción de jóvenes entre 20 y 35 años en Rusia y Argentina. De los resultados, se destaca que la corrupción para los entrevistados argentinos se relaciona con el régimen democrático (erosionando valores construidos desde 1983), la policía y el capitalismo, al tiempo que se percibe como un arma para desprestigiar a enemigos ideológicos. Mientras que, en Rusia, se vincula con el Estado y sus funcionarios, el egoísmo y la falta de control, al tiempo que se configura en una forma de resolver problemas cotidianos y de igualar oportunidades donde una sociedad sin corrupción se vislumbra caótica e impredecible.

Asi, la resena destaca ciertos aspectos de la obra que la hacen un texto imprescindible e ilustrativo de la renovacion que se iniciara, de la mano de Foucault, en el campo intelectual latinoamericano de la decada del 80´.

Desde hace varias décadas la corrupción es presentada como uno de los problemas fundamentales a resolver por parte de los gobiernos y de las sociedades. En el mundo académico, generalmente, se elaboran análisis centrados en las actuaciones gubernamentales, las medidas anticorrupción y su efectividad, las formas de medir la corrupción o analizarla. Ahora bien, ¿qué sucede en la vida cotidiana?, ¿cómo aparece la corrupción?, ¿qué es la corrupción en distintas sociedades?, ¿qué entienden los jóvenes por corrupción?, ¿cómo afecta sus vidas?
