In addition, this fall is strengthened by the media representation that often leverages up to inefficiencies not considering the critical side effects e.g. low educated/informed people tend to avoid public structures, such as sanitary ones, because of generalized beliefs of ineffectiveness.
However, this negative trend is not applicable to the defense administration services and/or members. Military and civil servants, belonging to this italian ministry, are watched admiringly for their efficiency that is the result of a specific, tested internal human resources development program and external reputation enforcement.
THE DUAL-USE OF THE HUMAN RESOURCES DEVELOPMENT KNOW-HOW
This paper pivots on how the ministry of defense, in collaboration with the Italian National School of Public Administration, has mapped the personal soft skills that constitute the virtuous differences. In particular, if the selection and career program are integrated with a core investment in leadership, teamwork and problem solving skills the Max Weber's steel-gate bureaucracy model will not reach its vicious circle. Then, the outline of a personal-leadership growth program will be designed and implemented to the benefit of the public sector and also offered as a change management path to private companies.
