Pembangunan dapat dimaknai sebagai upaya perubahan peradaban manusia ke arah yang lebih baik. Pemerintah bertanggung jawab penuh terhadap pembangunan masyarakat secara fisik dan non fisik. Masyarakat perlu memahami berbagai langkah pembangunan yang dilakukan pemerintah. Peningkatan populasi manusia mengharuskan pemerintah untuk melakukan cara baru dalam mensosialisasikan pembangunan tersebut, salah satunya melalui media. Qualitative research methods with phenomenological approaches are used by writers to describe the results of this research. The results of this study show that teacher communication patterns against Tionghoa ethnic students are linear and circular depending on the situation and conditions in the learning process. In addition, there is a semantic impediment in the communication process.

It attracts the attention of the writer because Posmetro Rohil is a newspaper in the middle of Rokan Hilir's society which is mostly fanatical of religious activities. The method used in this research is a qualitative descriptive with data acquisition through observation, interview, and documentation. It is known from this study that the factor affecting the story of Posmetro Rohil is based on an individual factor that describes that media management personnel do not have a higher tendency towards religious activity. Then outside media factors like resource and media revenue. And the last ideological factor, Posmetro is an independent newspaper and does not bring interest to a particular group. Penelitian ini dilakukan dengan tujuan melihat penerapan etika dalam perfilm Aceh secara khusus, ... more Penelitian ini dilakukan dengan tujuan melihat penerapan etika dalam perfilm Aceh secara khusus, sebagai daerah berbasis syariat Islam. Metode yang digunakan adalah analisis isi kualitatif dengan pendekatan eksplanatif. Sementara itu, teknik pengumpulan data menggunakan dokumentasi. Adapun objek penelitiannya adalah benda audiovisual berupa VCD film Aceh, “Zainab Section 2”. Hasil penelitian menunjukkan film “Zainab Section 2” belum mampu menghidangkan pesan-pesan yang sesuai dengan etika komunikasi Islam. Walaupun ada, sangatlah sedikit. Penulis menemukan kepincangan-kepincangan etika komunikasi Islam sarat di sana. Kemudian juga, film ini tidak memiliki identitas khas yang mampu membedakannya dengan karya-karya luar daerah, belum mendapat sorotan serius dari pemerintah, serta tidak memprioritaskan penyajian unsur edukasi maupun dakwah. Untuk itu, demi kiblat perfilman Aceh yang lebih baik ke depannya, maka kehadiran lembaga sensor film khusus di Aceh sangat disadari penting keberadaannya, mengingat di samping dapat menghasilkan efek positif, tidak dapat disangkal film juga dapat memberikan efek negatif bagi penontonnya. Serta perlu kerja sama yang baik dari berbagai pihak baik itu pemerintah, perguruan tinggi, kru media, seniman, dan elemen masyarakat. Sehingga, diharapkan pada akhirnya penegakan syariat Islam di Aceh bisa segera menyentuh aspek perfilman.

Metode yang digunakan adalah analisis isi kualitatif dengan pendekatan eksplanatif. Sementara itu, teknik pengumpulan data menggunakan dokumentasi. Adapun objek penelitiannya adalah benda audiovisual berupa VCD film Aceh, “Zainab Section 2”. Hasil penelitian menunjukkan film “Zainab Section 2” belum mampu menghidangkan pesan-pesan yang sesuai dengan etika komunikasi Islam. Walaupun ada, sangatlah sedikit. Penulis menemukan kepincangan-kepincangan etika komunikasi Islam sarat di sana. Kemudian juga, film ini tidak memiliki identitas khas yang mampu membedakannya dengan karya-karya luar daerah, belum mendapat sorotan serius dari pemerintah, serta tidak memprioritaskan penyajian unsur edukasi maupun dakwah. Untuk itu, demi kiblat perfilman Aceh yang lebih baik ke depannya, maka kehadiran lembaga sensor film khusus di Aceh sangat disadari penting keberadaannya, mengingat di samping dapat menghasilkan efek positif, tidak dapat disangkal film juga dapat memberikan efek negatif bagi penontonnya. Serta perlu kerja sama yang baik dari berbagai pihak baik itu pemerintah, perguruan tinggi, kru media, seniman, dan elemen masyarakat. Sehingga, diharapkan pada akhirnya penegakan syariat Islam di Aceh bisa segera menyentuh aspek perfilman.

In conducting this research, researchers used a qualitative approach using interview techniques with several members of the organization namely lecturers, employees, and students. Researchers also made direct observations at five faculties at UIN Ar-Raniry. From the results of the research conducted showed that the organizational communication process that has been going on between lecturers, staff, and students is still not running effectively.
