Digital Technology or, information and communication technologies, have the potential to improve rural welfare. Rural ICTs, however, necessitates special efforts to develop suitable means for those who are unable to access the Internet or do not have the language capacity to understand the content. The aims of this study are to determine the extent to which digital technology penetration can promote transformation and improve the rural’s welfare. To assess the transformation and the level of welfare, a qualitative survey and analysis were conducted using 120 respondents household survey data . The findings show that villages have been able to reduce the digital divide and improve their quality of life, with a long-term positive impact on material well-being. Qualitative research methods were used, including 50 participants and in-depth interview informants, with participatory observation, policy analysis, and three series of focus group discussions both in person and online. The study found that internet intervention significantly impacts collective behaviour and improves MSMEs development. Referring to the continuum theory of Gemeinschaft-Gesellschaft, the study showed that these changes result in the formation of a ‘Neue Gemeinschaft’. Rural MSMEs are entering a new era due to the adoption of digital technology by businesses that support and exhibit characteristics such as the intensity of the use of internet networks, the ability to conduct digital transactions, and the preservation of village social values. The development of digital villages is a solid foundation for the successful implementation of vi... more The development of digital villages is a solid foundation for the successful implementation of village development. The study has identified 4 factors of the digital development measurement model (Information Communication Technology) and examined their impact on social life improvement. There are 5 phases of the digital development path in the village, namely offline, Infusing, Transforming, Leading, and Smart phases. This digital village development measurement was tested in two different types of village ecology, namely coastal and mountain villages in Banyuwangi, Indonesia. This measurement can help the village to know the current situation of the digital development of the village. The measurement results show that the village is in the transforming stage with an index value of 2.08. Other findings also show that villages have been able to reduce the digital divide, but face a second-level gap in digital inequality. An equally interesting finding is that mountain villages, which have been known to be closely compared to coastal villages, have been disrupted with the higher digital index. The advancement of these estimation results could be the subsequent stage in making arrangements to improve their village development in the future.
