A Note on the Mechanism Design of National Development Plan Jun-ya FUKUMOTO Japanese national dev... more A Note on the Mechanism Design of National Development Plan Jun-ya FUKUMOTO Japanese national development planning system is now under significant review.When we discuss on the national development planning system and its operation, we must take enough care fore the relationship among various issues.This paper tries to show the useful framework for taking a discussion in the coherent manner.We define the ideal planning process by regarding the national development plan as a dynamic optimization program.Further,we search for the means to bring the real planning process close to the ideal and investigate various issues relating to the design of development planning system and its operation.

Comparative Analysis on Manipulation Preventing Mechanism of Demand Forecast Jun-ya FUKUMOTO Rece... more Comparative Analysis on Manipulation Preventing Mechanism of Demand Forecast Jun-ya FUKUMOTO Recently, many criticize that the results of demand forecast analysis is manipulated by Japanese administration. In this paper, we suggest five alternatives of the manipulation preventing mechanism of demand forecast , that is,li mited liability mechanism, tournament mechanism, reputation mechanism, renegotiation mechanism and audit mechanism. We compare each mechanism with risk-sharing mechanism which was suggested by Fukumoto and Tsuchiya (2004) and investigate the merits and the demerits of each mechanism to make a set of useful policy recommendations.

It is pertinent to build an effective external audit system to prevent manipulations in the analy... more It is pertinent to build an effective external audit system to prevent manipulations in the analysis of project evaluation. In reality, it is difficult for an external auditor to understand details of the analysis. Hence, it is likely that he would misinterpret and penalize the analysts even though they have not manipulated the analysis. The possibility of misinterpretation gives analysts the disincentive for participating in project evaluation business. In the long term, this would hinder the implementation of socially desirable projects. This paper tries to derive the optimal structure of external audit system of project evaluation focusing on the quality of audit. We modify and analyze the principal=agent=auditor model which we suggested in Fukumoto and Tsuchiya (2004).

Material convergence is a typical phenomenon observed after a large scale natural disaster happen... more Material convergence is a typical phenomenon observed after a large scale natural disaster happens. Two fundamental causes of this convergence of materials are distributed donations by heterogeneous agents inside/outside the affected area and the lack of their coordination. The author proposed a matching system of relief supplies, and it is implemented on the world wide web. The social use of the matching system is to benefit society; however, in some cases, it may not be beneficial to each user. In this study, I conduct an economic experiment and investigate the conditions under which the usage of the matching system confers comparative advantages to its users.

Following a large scale disaster, a lot of people and organizations are spontaneously motivated t... more Following a large scale disaster, a lot of people and organizations are spontaneously motivated to provide relief supplies to disaster survivors. This process is fraught with challenges due to the lack of an efficient matching mechanism between the survivors’ needs and the supplies provided. In this study, we propose a matching system that streamlines the relief supplies logistics. The proposed system uses three types of information (the needs of the disaster survivors, available supplies from the supporters, and inventories at the collection facilities) and output plans for allocating, delivering, and storing supplies. Four matching methods (the demand fulfillment maximization method, time priority method, apportionment method, and multi-purpose optimization method) are defined and each of these is formulated as a mathematical programming problem. The effectiveness and characteristics of the matching system are demonstrated through case studies.

Since 1970's many geographer and regional scientists have been discussing how to delineate functional regions. Interaction or connection among location entities can be represented as a graph, and some researchers proposed to apply graph theoretic techniques in delineating functional regions (e.g. Masser and Brown, 1975; Slater, 1976). In the last decade, network science made great advances boosted by the explosion of WWW and the finding of a community that is a densely connected subnetwork in the total network became one of the hottest research topics in that field. Spatial Cluster Detection on Detailed Data without Constraint of Continuousness
Spatial cluster is the set of geographical units where concentration of events is observed. Spati... more Spatial cluster is the set of geographical units where concentration of events is observed. Spatial clusters provide useful information for understanding mechanism and characteristic of socioeconomic activities. Several methods have been proposed for cluster detection. However, there is no existing method relaxes a constraint on adjacency of geographical units that compose clusters. Constraint that requires exact adjacency may have significant impact on detected clusters, especially in the case of detailed data. In this study, we propose a new cluster detection method relaxes constraints on shape and adjacency. Along the lines of model-based clustering, we assume spatial data arise through a probabilistic model. Employing Potts model on the probabilistic model, we can embed constraints on shape in the probabilistic model and relax constraints on geometric shape. The applicability of the proposed method is tested on case studies using mesh data of Japanese economic census. __________...
