The private sector constantly develops new innovative technologies and governments are always eag... more The private sector constantly develops new innovative technologies and governments are always eager to adopt emerging technological possibilities, in order to respond better to citizens needs. While this promises benefits, it can also bring uncertainty from a legal perspective. The implications of emerging technologies and how these can be regulated effectively are of great importance. The aim of this paper is to answer, how the legal framework should be set up in order to shape the private sectors role and, in particular, how the responsibility between the state and private enterprises should be divided. In service of this, we conducted six interviews with high-level stakeholders and experts from state agencies as well as enterprises and triangulated the insights with the relevant regulations and secondary literature. The analysis shows that, currently, public procurement laws play a pivotal role – the private sectors role is crucially determined in public development plans and when it comes to public procurement, the public sector critically relies on the know-how that is connected to delivered products and services.

In this paper, we describe a data quality framework for public sector organizations is proposed. ... more In this paper, we describe a data quality framework for public sector organizations is proposed. It includes a data quality methodology for the public sector organizations (DQMP) and a complex of state-level activities for improving data quality in the public sector. The DQMP comprises a data quality model, a data quality maturity model, and a data quality management process. Based on this framework, two guidelines have been developed: a data quality handbook for public sector organizations and guidelines for improving data quality in the public sector. The results of the evaluation of the data quality handbook on three basic Estonian state registers highlight lessons learned and confirm the usefulness of the approach. The paper aims at researchers investigating data quality in various environments and practitioners involved in information systems management, development, and maintenance.

Based on a case study with the ERDMS Amphora, we identify enabling factors for enterprise integration in order to provide interoperability, where we consider both technological and organizational factors. An EDRMS is not a standalone system, and it must interact with many systems used in organization. In this paper, we discuss some certain information flows based on the EDRMS Amphora and related system.

Integration of information communication technology (ICT) with the judicial system has recently b... more Integration of information communication technology (ICT) with the judicial system has recently brought new opportunities in courts toward improved efficiency, quality, and transparency of court cases; better management of cases from registration through case disposal; and extended availability of the judiciary. This paper reflects on the implementation of the e-court system in the Sulaimaniyah Appellate Court in the region of Kurdistan in Iraq. The analysis is based on expert interviews of different stakeholders in the appellate court. The results show significant improvements in terms of the court case management workflow in the following four areas: improved internal daily operations, the security of court cases, concurrent extended access to the judiciary, and transparency. The research aims at extending the body of knowledge for judiciaries, who are on the way to start integrating technology to courts.

This thesis focuses on identifying inefficiencies in e-invoicing systems currently in use and the opportunities to apply emerging technologies such as artificial intelligence and robotic process automation, in order to increase efficiency and level of automatization. The study incorporates expert opinions and users perceptions in e-invoicing systems on the status quo and the necessities for higher automation. The current paper looks into the problems cited by companies, tax boards, customers and other relevant stakeholders in VAT declarations in cross-border e-commerce and aims to solve them through creating an automated VAT declaration system in cooperation with various e-commerce platforms and aimed at non-EU small-and medium-sized enterprises. The paper defines the problems in todays system through analyzing of EU documents and interviews conducted with relevant stakeholders, and looks into the new legal VAT reform that will enable companies to declare their VAT in only one chosen EU Member State.

We are looking into a case from Ukraine, the LvivCityHelper bot solution, and describe the surrounding conditions and factors that determine the chatbot performance. The outcomes of the study are based on a comprehensive analysis of the state of the art and twelve interviews with experts who are involved in the LvivCityHelper bot project. The derived data is then exhibited as an exhaustive interpretation of stakeholders’ concerns on various aspects of chatbot application in public e-services. The key findings from the interviews are compared with existing work, and inclusive and exclusive crucial factors in effective chatbot services are defined. The concept of Public-Private Partnerships has found a large variety of different approaches sinc... more The concept of Public-Private Partnerships has found a large variety of different approaches since the 1980s and each country has found its own interpretation. In later years, Estonia has also strengthened a collaboration between public and private sector, while a data exchange layer X-Road, initially developed for the public data sets to communicate, is now also been open for private entities to use and thus shows the great potential for Public-Private Partnerships to grow further. As there are still quite a small amount of private sector entities attached themselves to the X-Road, there must be the reason, why the private sector has not gone along with the platform. In order to find out how to design a unified platform for public agencies and private entities, authors have conducted face-to-face interviews as well as an online questionnaire among different private sector organizations. As a result, authors will provide various recommendations, in order to make a platform more acceptable for both public as well as private entities and to strengthen the intersectoral collaboration. The research was supported by the Estonian Information System Authority (EISA).

The main aim of information systems in the public sector is to store, manipulate, diffuse and preserve knowledge to achieve effectiveness of e-governance. This article gives an overview of the developments in Estonian local governments over the past ten years with the aim to introduce the Electronic Documents and Records Management System as the central system of governance. The principles of developments and related results have changed in time, with the initial functionality of the general metadata register advancing into a system for creating, managing and providing different services to citizens and businesses. The service-oriented approach has been a progressing trend and the attention is focused on qualit... more The service-oriented approach has been a progressing trend and the attention is focused on quality and efficiency of services and e-services. The prerequisite for services going into the Internet is a clear understanding of the nature of the service offered. This paper focuses on problems related to the formation of the service-oriented way of thinking. The authors of this paper have been working in development and implementation of e-governance software since 2003 in about 100 local authorities and this paper is based on local authorities’ study cases. By now, there preconditions have been created in Estonian local authorities for paperless and service-oriented governance but the activities related to rendered services going into the Internet are continued. This paper focuses on the analysis of factors and conditions necessary for achieving this goal.
