The advantages of logistics centers for companies, cities, and countries have been discussed in t... more The advantages of logistics centers for companies, cities, and countries have been discussed in the literature and generally mathematical model-based evaluations besides multi-criteria approaches are proposed for site selection processes. However, since mathematical modeling of multiple site selection often turns out to be NP-hard problem structure, it is not always possible to obtain an optimal solution by the solvers. For this reason, various meta-heuristic approaches have emerged to solve these complex models. In this context, the aim of this study is to propose an integrated methodology which seeks an optimum result efficiently regarding a logistics center location selection problem. Thus, the optimal clustering of logistics mobility in a metropolitan area was carried out with GIS and a meta-heuristic approach. GIS produced the spatial information needed by p-median model, then the meta-heuristic approach.

Halihazırda Avrupa'nın ve Türkiye'nin en kalabalık metropolü olan İstanbul'un nüfusu artış eğilim... more Halihazırda Avrupa'nın ve Türkiye'nin en kalabalık metropolü olan İstanbul'un nüfusu artış eğilimindedir. Bu artış genç nüfus ile de birleşince ulaşım ile ilgili talep nüfus artışından da yüksek olarak gözlemlenmektedir. Çalışma kapsamında nüfus artışı ile toplu ulaşım arasındaki bağlantı nedeni özelinde çeşitli araştırma sorunsallarına yanıtlar aranmıştır. İlk değerlendirilen araştırma sorunsalı İstanbul'un arazi kullanımının hangi bölgelerde artışının yoğunlaştığı ve bu değişimin ilçe merkezlerini (ilçe nüfus öbeği merkezleri) değiştirip değiştirmediğidir. İkinci araştırma sorunsalı mevcut metro hatlarının ve gelecek projelerin mevcut nüfusa hizmet sunma oranlarının ne olduğu ve nasıl değişeceğidir. Üçüncü sorunsalı ise raylı sistem hizmeti ve gelecek projelerinin şehirdeki toplu ulaşım talebini hangi oranda kapsayabildiği ve gelecekte hangi oranda kapsayabileceğinin analizidir. Cevabı aranan yanıtlarda İstanbul yapı verisine ait vektör veriler ve İstanbul'daki toplu ulaşımdaki akıllı kart verileri kullanılmıştır. Çalışma kapsamında veri setleri sayısallaştırılmıştır. Analiz sonuçları göstermiştir ki, İstanbul'da belirli bölgelerde yapı yoğunluğu artmış olmakla birlikte ilçe merkezleri belirgin oranda değişmemiştir. Raylı sistem projeleri ile nüfus kapsama oranı mevcut hatlar ile %42 iken tüm projeler tamamlandığında %87'ye, yolculukların %79,7'si kapsanırken, projeler tamamlandığında %97,5'e ulaşacaktır. Abstract Currently, Istanbul is Europe's and Turkey's most populous metropolis and its population is still in a growing trend. This increase, coupled with the young population, and this fact lead a higher transportation demand in the city. Within the scope of the study three research questions related to this change is discussed. The discussed first research question is whether he population growth changed the centers of the districts (district population centers) of Istanbul. The second research question is how the new subway lines will cover the population's transportation need according to land uses. The third research question is an analysis of the extent to which future services and future projects can accommodate the public transport demand in the city, and in what future area it may be included. For these questions Istanbul's land use data and smart card data, which are vector dataset, are used. These dataset converted to geographic dataset and analyzed with the Geographic Information System capabilities. GIS' spatial analysis tools are used for the answers of the discussed questions. The results clearly showed the land use of Istanbul is significantly changed in the last decade; however, the centrals of the district remained close to the existing centers. Another result is found that the current subway system covers 42% of the land use and 79,7% of the public transportation demand, these ratios will be 87% and 97,5% at the end of the transportation projects' completion.

Lojistik merkezler, lojistik kavramı ile ilgili hizmetlerin bütünleşik olarak sunulduğu, mekan avantajı sunan, ölçek ekonomisinin avantajlarını öneren merkezlerdir. Çalışmalar göstermiştir ki, lojistik merkez kurulumu kararı hem ekonomiye, hem de şirketlere maliyet avantajı sağlamaktadır. Çalışma kapsamında lojistik merkez kavramı, özellikleri ve tarihçesi ele alınmaktadır. Ek olarak, lojistik merkez yer seçimi kararı ele alınmış ve mevcut literatürde hangi kriterlerin dikkate alınmış olduğu tespit edilmiş ve kriterler bir hiyerarşi gruplandırılmıştır.

Due to the popularity, different solution approaches emerged in the literature. Multi-criteria Decision Making (MCDM) techniques are examples of the solution approaches and they are frequently used because of their ordering capability in ranking the decision alternatives and success in representing decision makers’ experiences. On the other hand, Geographic Information Systems (GIS) is able to perform different spatial data analysis and provide geographic material. To reach a better decision, integration of experts’ opinions and certain geographic information derived from GIS is necessary. Within this context, in this paper, integration of the GIS abilities with Fuzzy Analytic Hierarchy Process (F-AHP) is discussed with two different integration methodologies for locating single facility. A hypothetical case study is provided to determine a location problem, which focuses on logistics activities. The results have shown that both proposed methodologies are able to order location alternatives in multiple criteria environments.

With governmental contribution, the number of the fishing ports reached to 366 alongside of the shores and the collected fish volume h as been in increasing trend. However, there are differences in the location characteristics and technical infrastructure so that each facility’s success level is measured
differently with convenient parameters. To increase the performance of fishing ports, for their better utilization, and also to understand which of them can be transformed to regional centers a classification is needed. With the transformation to the regional centers, i.e. the infrastructure improvements of the facilities and providing multiple services such as tourism and transportation activities; the efficiency of the ports can be increased. In this paper, a classification methodology is developed and it is tested. While applying the methodology, expert workshops are carried out to represent current fishery environment in
Turkey. In the meetings, decision criteria are discussed by participating over 200 experts in the field. f-AHP and GIS/Spatial Analysis is used to analyze spatial suitability. Results of the study showed that the methodology is capable of dealing with spatial and non-spatial characteristics of the data-set and determine the convenient alternatives.

It is being observed that, these kinds of activities tend to improve in Turkey within the recent years for the reasons like the increase in the national income and
acculturation. Consequently, in order for satisfying this demand, new mooring areas with reasonable costs are required. In order to fulfill the berthing and mooring needs of the vessels, cost efficient and environmental solution approaches are need. This article aims to develop a system offering for constitution of sustainable policies with regards to determination of boats berthing and mooring areas that are needed for amateur marine in Turkey. For that reason, geographic information system (GIS) based approaches are taken into consideration for spatial analysis, which is used to specify suggested facilities regarding any component that generates the system. The results showed that the suggested method successfully functions regarding the selection of facility location, and it has been detected that by the suggested system approach, it is possible to achieve new and higher capacities.

Despite the difficulty of the decision, the decision-makers generally make their decisions with solely their personal thoughts which might cause missing critical overviews of the sophisticated decision environment. On the other hand, previous studies have shown that a variety of factors could affect the real estate prices. This study uses Istanbul Financial Centre (IFC) Project as a reference to address the critical factors which are expected to affect the real estate prices in a particular area. Moreover, it employs a form of spatial information to introduce the power of these criteria on real estate prices. The findings of this study can help real estate investors to earn good returns by pinpointing the most valuable regions in metropolitan areas.

Companies that are willing to be a part of the green concept should integrate this philosophy in all departments. As a result, the procurement might be seen a crucial part of this integration. However, in the emerging markets, green issues might be pushed into the background due to the competitive environment. In this study, we investigated green and other parameters in the supplier selection decision in textile industry. A decision criteria list was created and evaluated by 28 experts using the fuzzy analytic hierarchy process. The results showed that green issues have an influence on the decision environment; however , classical parameters, such as cost, delivery reliability, quality, service, and strategic alliance still carry more priority compared to green criteria consisting of environmental management, green products, and pollution control.

While establishing a new health facility, such as hospitals, multiple factors should be taken int... more While establishing a new health facility, such as hospitals, multiple factors should be taken into consideration. Due to the variety, the impacts of these factors on location decision should be evaluated initially. Then, spatial effects of the location factors on the plane should be determined to reach an acceptable decision. These factors can be clustered under the main criteria that are competition, accessibility and environment. Attributable to the problem structure, the decision criteria can be represented with a hierarchical way, and evaluations of the priorities of the decision criteria can be done with the Analytic Hierarchy Process technique. On the other hand, spatial convenient levels of the decision criteria and suitability map can be created with GIS/spatial analysis. Integration of these two different approaches is proposed for locating a new hospital facility. By the integration methodology proposed here, a novel approach for a hospital location decision is brought to the literature. To test the integration process, 13 criteria are determined as decision criteria. Anatolia Region of Istanbul, Turkey is selected as the study area due to the high health care demand in that region. The alternative nodes are found with soil formation considerations. The nodes represented the convenient construction sites for the new facility. After reaching the ideal solution, a sensitivity analysis is conducted on AHP-GIS integration for measuring the effectiveness of the alternative scenarios. After completion of the study, it has been observed that the methodology is capable of measuring the land suitability levels and works with all factors without having any problem.

The private sector assumes that logistics centers create cost benefits for their operations. On t... more The private sector assumes that logistics centers create cost benefits for their operations. On the other hand, the public sector also assumes that logistics sectors maintain harmony with an aim to improve the logistics network structure and efficiency. In Turkey, nineteen logistics centers are on-going to develop a system approach and integrate different transportation modes to increase logistics performance. In this study, we focused on a multi-stage methodology that combines the fuzzy analytic hierarchy process, spatial statistics and analysis approaches to evaluate the suitability degrees of the logistics centers in the study area. To reach the suitability levels, seven decision criteria were considered alongside their priority levels. These criteria were proximities to highway, railway, airports, and seaports; volume of international trade; total population; and handling capabilities of the ports. The reached suitability degrees were tested using a sensitivity analysis. Different scenarios were discussed to understand how the decision environment might illustrate differences in spatial aspect.

Thus an analysis should be made using a comprehensive approach. The facility location selection problem can be represented with a multi-criteria structure. This study considered locating a new manufacturing facility and accepted seven decision criteria as decision parameters. Istanbul was the study area, and seven candidate locations were considered to start a new manufacturing facility. During the evaluation process, Geographic Information Systems and the fuzzy analytic hierarchy process were combined to order the preference levels of candidate areas. A novel methodology for the textile industry is proposed to integrate experts’ thoughts and geographic information.

Reverse logistics network problems are accepted as sophisticated research areas in the existing l... more Reverse logistics network problems are accepted as sophisticated research areas in the existing literature due to difficulties of the prediction of the material flow in the network and the conflicting objectives of minimizing total cost and energy consumption while maximizing customer satisfaction and control of the pollution. There are different approaches to dealing with the difficulties of the problem, yet these approaches overlook the geographical aspect of the problems. In this paper, a reversed network of a governmental organization is evaluated, with spatial decision criteria taken into account. A methodology is proposed that integrates Analytic Hierarchy Process, Geographic Information Systems and integer programming to determine the locations of the return centers and to deal with the complicated structure. Population, airport locations, maritime facilities, railroad lines and highway lines are accepted as the decision criteria. Based on these decision criteria, suitability levels of the candidate cities are calculated. A closed-loop supply chain is taken into consideration and reverse functions of the chain are evaluated with the proposed methodology. Finally, the locations of regional return centers are determined.

On the other hand, many companies bestow a privilege on their partners if they have green consideration thanks to the positive perception of the customers. In this paper, a literature review is done for expressing what criteria effect the decision environment to build a better relationship with partners, and a criteria list for green supplier selection for textile industry is proposed in a hierarchic structure which is useful to integrate multi criteria decision analysis. The proposed criteria list is formed by eight main criteria and thirty one sub-criteria which consists green and also non-green criteria what are cost, delivery, quality, service, strategic alliance, pollution control, green product and environmental management.

Dolayısı ile ortaya çıkacak bu etkinin, etki oluşmadan önce belirlenmesi, bu bölge için yatırım kararı verecek olanlara yol gösterecektir. Huff'un ağırlık merkezi odaklı kuralına göre, bir bölge veya yerin çekiciliği mesafe ile ilişkilidir. Çalışma kapsamında 15 yılı aşkın süredir bölgede emlak piyasasında bulunan uzmanlarla birebir görüşülerek, kurulması planlanan İstanbul Finans Merkezi'nin emlak fiyatlarına gelecekte olması beklenen etkileri araştırılmıştır. Ayrıca, tanımlanan bölgedeki emlak fiyatlarının artışına etki eden en önemli görülen kriterler de çalışma kapsamında belirlenmeye çalışılmış ve bu kriterler önem derecelerine göre sıralanmıştır.

These tools provide different individual analyses which carry different specialties. The paper aims to measure attractiveness levels of the study area for new closeness and density analysis abilities. Network analysis is offered to determine the total coverage of the attractiveness levels of each retail store alternatives. Main focus of the study is to present how to integrate network and spatial analysis tools. Integer programming is offered to integrate two different analyses and a flow chart is used to represent suggested methodology. The study proposes a methodological approach for retail location selection problems and the methodology can be used in different location selection problem types.

Istanbul is Europe's most populous metropolis. The population of the city has increased sevenfold... more Istanbul is Europe's most populous metropolis. The population of the city has increased sevenfold in the last 50 years and the usage of the area has increased threefold. As a result of this extreme growth, the most important problem of Istanbul today becomes traffic. Therefore, transportation investments are the most important part of the city budget. There are different solution propositions and theories of experts on this problem. Within the scope of the study, 3 different workshops were carried out in order to reflect the opinions of the experts. In these workshops, flexible methods, traffic planning, strategic planning, socioeconomic interaction and intra-urban transportation systems and environmental impacts are discussed in tired transportation planning. More than 200 invited experts attended the workshops. The article summarizes the views that stand out in these workshops. It has been found that safe journey, speed, quality of service, comfort and low cost are all in the first place in terms of both passengers' public transportation view criteria and management's public transportation planning criteria.

Bu süreçte, insan gücünün yerini makineler ve yapay zeka almaktadır. Bu değişimin insan gücüne son derece bağımlı olan ve yüksek maliyetlere katlanmak zorunda olan lojistik sektörüne etkisinin olmaması mümkün değildir. Zaten bu noktada otonom araç teknolojisi, elektrikli araçların pil teknolojilerindeki gelişmeler, elektrikli tırlar, akıllı depolar gibi umut verici teknoloji gelişmeleri de yaşanmaktadır. Bu gelişmeler akla bir lojistik sisteminin insansız çalışma ihtimalinin varlığını sorgulatmaktadır. Çalışma kapsamında mevcut gelişmeler ve klasik tedarik zinciri yönetimi değerlendirilmiş ve insansız lojistik sisteminin çalışabilirliği ile ilgili soruya cevap aranmıştır. Değerlendirmeler mevcut ve gelecek lojistik ağı yapısındaki bileşenlerin hangilerinde ne gibi gelişmeler olduğunu odağına almıştır ve sonuç olarak uzun vadede lojistik sisteminin insansız çalışabilme olasılığının bulunduğu sonucuna varılmıştır. Ancak bu durumun uzun vadede olma olasılığının bulunduğu ve teknoloji gelişimi ile ilgili kısıtların bulunduğu değerlendirmesi yapılmıştır.

Location science has a long historical background and the literature of location selection has ex... more Location science has a long historical background and the literature of location selection has expanded since it attracts much interest from researchers. As a result of many studies the location science can be classified into several sub-categories; one of which is locating emergency facilities. The determination of locating fire stations is a crucial decision for metropolitans. Reducing response time, maximizing coverage and minimizing the total cost are the most important objectives for selecting the proper location. Using Geographic Information Systems (GIS) is important since it gives an opportunity to study on maps and to have coverage matrices which show the service areas in terms of binary integers and an attractiveness matrix which shows total values of closeness to main roads, residential areas, important buildings and so on. Fire stations have to be located carefully; in an emergency situation the fire department should be able to reach its destination within 5 minutes. Hence, the coverage matrix is very important for defining the potential of alternative locations. Mathematical model is based on the coverage and attractiveness matrices with the objectives of reducing response time, maximizing coverage and the minimizing the total cost. Taking the increasing population and traffic jam and the location in the earthquake zone into consideration, the fire stations have to be found at the most appropriate location in Istanbul to facilitate the arrival at the scene as fast as possible. This paper presents a decision support system approach for locating the fire stations via the geodatabase of Kadikoy district in GIS. In this study, GIS analysis and multi-objective mathematical model were used to consider the opportunities and the threats with strong and weak sides of the possible locations.

Bu problemin çözümü için kullanıcı beklentisinin tespiti ve beklentilerinin karşılanması için önemlidir.
Çalışma, otobüs iç alanını tasarlarken, taşınacak toplam yolcu sayısını en çoklarken, aynı zamanda da müşteri memnuniyetinin tatminini sağlamaya çalışmaktadır. Müşteri beklentileri yapılan anket çalışması ile tespit edilmiştir ve iç alanın insan vücuduna uygunluğu ergonomik kurallar dikkate alınarak sağlanmıştır. Son olarak eldeki verilerle kurulan çok amaçlı matematiksel model ağırlıklandırma metodu ile çözülmüş ve alternatif bir tasarım ortaya konulmuştur."

İlk değerlendirilen araştırma sorunsalı İstanbul'un arazi kullanımının hangi bölgelerde artışının yoğunlaştığı ve bu değişimin ilçe merkezlerini (ilçe nüfus öbeği merkezleri) değiştirip değiştirmediğidir. İkinci araştırma sorunsalı mevcut metro hatlarının ve gelecek projelerin mevcut nüfusa hizmet sunma oranlarının ne olduğu ve nasıl değişeceğidir. Üçüncü sorunsalı ise raylı sistem hizmeti ve gelecek projelerinin şehirdeki toplu ulaşım talebini hangi oranda kapsayabildiği ve gelecekte hangi oranda kapsayabileceğinin analizidir. Cevabı aranan yanıtlarda İstanbul yapı verisine ait vektör veriler ve İstanbul'daki toplu ulaşımdaki akıllı kart verileri kullanılmıştır. Çalışma kapsamında veri setleri sayısallaştırılmıştır. Analiz sonuçları göstermiştir ki, İstanbul'da belirli bölgelerde yapı yoğunluğu artmış olmakla birlikte ilçe merkezleri belirgin oranda değişmemiştir. Raylı sistem projeleri ile nüfus kapsama oranı mevcut hatlar ile %42 iken tüm projeler tamamlandığında %87'ye, yolculukların %79,7'si kapsanırken, projeler tamamlandığında %97,5'e ulaşacaktır. Abstract Currently, Istanbul is Europe's and Turkey's most populous metropolis and its population is still in a growing trend. This increase, coupled with the young population, and this fact lead a higher transportation demand in the city. Within the scope of the study three research questions related to this change is discussed. The discussed first research question is whether he population growth changed the centers of the districts (district population centers) of Istanbul. The second research question is how the new subway lines will cover the population's transportation need according to land uses. The third research question is an analysis of the extent to which future services and future projects can accommodate the public transport demand in the city, and in what future area it may be included. For these questions Istanbul's land use data and smart card data, which are vector dataset, are used. These dataset converted to geographic dataset and analyzed with the Geographic Information System capabilities. GIS' spatial analysis tools are used for the answers of the discussed questions. The results clearly showed the land use of Istanbul is significantly changed in the last decade; however, the centrals of the district remained close to the existing centers. Another result is found that the current subway system covers 42% of the land use and 79,7% of the public transportation demand, these ratios will be 87% and 97,5% at the end of the transportation projects' completion.

Due to the popularity, different solution approaches emerged in the literature. Multi-criteria Decision Making (MCDM) techniques are examples of the solution approaches and they are frequently used because of their ordering capability in ranking the decision alternatives and success in representing decision makers’ experiences. On the other hand, Geographic Information Systems (GIS) is able to perform different spatial data analysis and provide geographic material. To reach a better decision, integration of experts’ opinions and certain geographic information derived from GIS is necessary. Within this context, in this paper, integration of the GIS abilities with Fuzzy Analytic Hierarchy Process (F-AHP) is discussed with two different integration methodologies for locating single facility. A hypothetical case study is provided to determine a location problem, which focuses on logistics activities. The results have shown that both proposed methodologies are able to order location alternatives in multiple criteria environments.

However, there are differences in the location characteristics and technical infrastructure so that each facility’s success level is measured
differently with convenient parameters. To increase the performance of fishing ports, for their better utilization, and also to understand which of them can be transformed to regional centers a classification is needed. With the transformation to the regional centers, i.e. the infrastructure improvements of the facilities and providing multiple services such as tourism and transportation activities; the efficiency of the ports can be increased. In this paper, a classification methodology is developed and it is tested. While applying the methodology, expert workshops are carried out to represent current fishery environment in
Turkey. In the meetings, decision criteria are discussed by participating over 200 experts in the field. f-AHP and GIS/Spatial Analysis is used to analyze spatial suitability. Results of the study showed that the methodology is capable of dealing with spatial and non-spatial characteristics of the data-set and determine the convenient alternatives.

acculturation. Consequently, in order for satisfying this demand, new mooring areas with reasonable costs are required. In order to fulfill the berthing and mooring needs of the vessels, cost efficient and environmental solution approaches are need. This article aims to develop a system offering for constitution of sustainable policies with regards to determination of boats berthing and mooring areas that are needed for amateur marine in Turkey. For that reason, geographic information system (GIS) based approaches are taken into consideration for spatial analysis, which is used to specify suggested facilities regarding any component that generates the system. The results showed that the suggested method successfully functions regarding the selection of facility location, and it has been detected that by the suggested system approach, it is possible to achieve new and higher capacities.

Moreover, it employs a form of spatial information to introduce the power of these criteria on real estate prices. The findings of this study can help real estate investors to earn good returns by pinpointing the most valuable regions in metropolitan areas.

Companies that are willing to be a part of the green concept should integrate this philosophy in all departments. As a result, the procurement might be seen a crucial part of this integration. However, in the emerging markets, green issues might be pushed into the background due to the competitive environment. In this study, we investigated green and other parameters in the supplier selection decision in textile industry. A decision criteria list was created and evaluated by 28 experts using the fuzzy analytic hierarchy process. The results showed that green issues have an influence on the decision environment; however , classical parameters, such as cost, delivery reliability, quality, service, and strategic alliance still carry more priority compared to green criteria consisting of environmental management, green products, and pollution control.

Due to the variety, the impacts of these factors on location decision should be evaluated initially. Then, spatial effects of the location factors on the plane should be determined to reach an acceptable decision. These factors can be clustered under the main criteria that are competition, accessibility and environment. Attributable to the problem structure, the decision criteria can be represented with a hierarchical way, and evaluations of the priorities of the decision criteria can be done with the Analytic Hierarchy Process technique. On the other hand, spatial convenient levels of the decision criteria and suitability map can be created with GIS/spatial analysis. Integration of these two different approaches is proposed for locating a new hospital facility. By the integration methodology proposed here, a novel approach for a hospital location decision is brought to the literature. To test the integration process, 13 criteria are determined as decision criteria. Anatolia Region of Istanbul, Turkey is selected as the study area due to the high health care demand in that region. The alternative nodes are found with soil formation considerations. The nodes represented the convenient construction sites for the new facility. After reaching the ideal solution, a sensitivity analysis is conducted on AHP-GIS integration for measuring the effectiveness of the alternative scenarios. After completion of the study, it has been observed that the methodology is capable of measuring the land suitability levels and works with all factors without having any problem.

On the other hand, the public sector also assumes that logistics sectors maintain harmony with an aim to improve the logistics network structure and efficiency. In Turkey, nineteen logistics centers are on-going to develop a system approach and integrate different transportation modes to increase logistics performance. In this study, we focused on a multi-stage methodology that combines the fuzzy analytic hierarchy process, spatial statistics and analysis approaches to evaluate the suitability degrees of the logistics centers in the study area. To reach the suitability levels, seven decision criteria were considered alongside their priority levels. These criteria were proximities to highway, railway, airports, and seaports; volume of international trade; total population; and handling capabilities of the ports. The reached suitability degrees were tested using a sensitivity analysis. Different scenarios were discussed to understand how the decision environment might illustrate differences in spatial aspect.

A novel methodology for the textile industry is proposed to integrate experts’ thoughts and geographic information.

Reverse logistics network problems are accepted as sophisticated research areas in the existing l... more Reverse logistics network problems are accepted as sophisticated research areas in the existing literature due to difficulties of the prediction of the material flow in the network and the conflicting objectives of minimizing total cost and energy consumption while maximizing customer satisfaction and control of the pollution. There are different approaches to dealing with the difficulties of the problem, yet these approaches overlook the geographical aspect of the problems. In this paper, a reversed network of a governmental organization is evaluated, with spatial decision criteria taken into account. A methodology is proposed that integrates Analytic Hierarchy Process, Geographic Information Systems and integer programming to determine the locations of the return centers and to deal with the complicated structure. Population, airport locations, maritime facilities, railroad lines and highway lines are accepted as the decision criteria. Based on these decision criteria, suitability levels of the candidate cities are calculated. A closed-loop supply chain is taken into consideration and reverse functions of the chain are evaluated with the proposed methodology. Finally, the locations of regional return centers are determined.

The population of the city has increased sevenfold in the last 50 years and the usage of the area has increased threefold. As a result of this extreme growth, the most important problem of Istanbul today becomes traffic. Therefore, transportation investments are the most important part of the city budget. There are different solution propositions and theories of experts on this problem. Within the scope of the study, 3 different workshops were carried out in order to reflect the opinions of the experts. In these workshops, flexible methods, traffic planning, strategic planning, socioeconomic interaction and intra-urban transportation systems and environmental impacts are discussed in tired transportation planning. More than 200 invited experts attended the workshops. The article summarizes the views that stand out in these workshops. It has been found that safe journey, speed, quality of service, comfort and low cost are all in the first place in terms of both passengers' public transportation view criteria and management's public transportation planning criteria.

Bu değişimin insan gücüne son derece bağımlı olan ve yüksek maliyetlere katlanmak zorunda olan lojistik sektörüne etkisinin olmaması mümkün değildir. Zaten bu noktada otonom araç teknolojisi, elektrikli araçların pil teknolojilerindeki gelişmeler, elektrikli tırlar, akıllı depolar gibi umut verici teknoloji gelişmeleri de yaşanmaktadır. Bu gelişmeler akla bir lojistik sisteminin insansız çalışma ihtimalinin varlığını sorgulatmaktadır. Çalışma kapsamında mevcut gelişmeler ve klasik tedarik zinciri yönetimi değerlendirilmiş ve insansız lojistik sisteminin çalışabilirliği ile ilgili soruya cevap aranmıştır. Değerlendirmeler mevcut ve gelecek lojistik ağı yapısındaki bileşenlerin hangilerinde ne gibi gelişmeler olduğunu odağına almıştır ve sonuç olarak uzun vadede lojistik sisteminin insansız çalışabilme olasılığının bulunduğu sonucuna varılmıştır. Ancak bu durumun uzun vadede olma olasılığının bulunduğu ve teknoloji gelişimi ile ilgili kısıtların bulunduğu değerlendirmesi yapılmıştır.

As a result of many studies the location science can be classified into several sub-categories; one of which is locating emergency facilities. The determination of locating fire stations is a crucial decision for metropolitans. Reducing response time, maximizing coverage and minimizing the total cost are the most important objectives for selecting the proper location. Using Geographic Information Systems (GIS) is important since it gives an opportunity to study on maps and to have coverage matrices which show the service areas in terms of binary integers and an attractiveness matrix which shows total values of closeness to main roads, residential areas, important buildings and so on. Fire stations have to be located carefully; in an emergency situation the fire department should be able to reach its destination within 5 minutes. Hence, the coverage matrix is very important for defining the potential of alternative locations. Mathematical model is based on the coverage and attractiveness matrices with the objectives of reducing response time, maximizing coverage and the minimizing the total cost. Taking the increasing population and traffic jam and the location in the earthquake zone into consideration, the fire stations have to be found at the most appropriate location in Istanbul to facilitate the arrival at the scene as fast as possible. This paper presents a decision support system approach for locating the fire stations via the geodatabase of Kadikoy district in GIS. In this study, GIS analysis and multi-objective mathematical model were used to consider the opportunities and the threats with strong and weak sides of the possible locations.

Müşteri beklentileri yapılan anket çalışması ile tespit edilmiştir ve iç alanın insan vücuduna uygunluğu ergonomik kurallar dikkate alınarak sağlanmıştır. Son olarak eldeki verilerle kurulan çok amaçlı matematiksel model ağırlıklandırma metodu ile çözülmüş ve alternatif bir tasarım ortaya konulmuştur."

Logistics centers simplify the logistics network and have many advantages, such as lower transportation costs, an economy of scale, and integrated service capabilities. We propose a spatial multi-criteria decision-making model for new logistic centers in metropolitan areas. The first focus of the study is identifying the logistic concerns, defining the factors affecting the replacement decisions and determining the weights of the factors in metropolitan areas with many expert opinions. The second focuses on spatial analysis to locate new logistics centers serving urban areas. We present a case study in Istanbul, the most populous metropolis in Europe, to demonstrate the applicability and exhibit efficacy of the method proposed in this study. Outputs of the study pointed out where the convenient places are to locate new logistics centers.

İstanbul'da Metrobüs özel ismi ile çalışmakta olan HOT sistemi, İstanbul'daki yolculuk talebinin en yoğun olduğu bölgedeki ulaşım talebini karşılamaktadır. Sistemin başarısı, sistemin genelleştirilmesi ile ilgili tartışmaları da beraberinde getirmektedir. Dolayısı ile HOT sisteminin alternatif rotaları değerlendirildiğinde istasyonların nerelerde olması gerektiğinin tespit edilmesi araştırmacılar ve şehir plancıları için bir araştırma konusu olarak ortaya çıkmaktadır. Çalışma kapsamında rotası belirli olan bir güzergah üzerinde istasyon noktalarının nasıl tespit edileceğine yönelik Coğrafi Bilgi Sistemleri ile beslenen iki yöntem değerlendirilmiştir. Bu yöntemlerden ilki ağırlıklandırılmış merkez noktaları arayan bir p-medyana dayalı matematiksel modeldir, diğer yöntem ise kapsama alanlarına göre hesaplama yapan bir aşamalı bir sezgisel yöntemdir. Huff'un ağırlık merkezi odaklı kuralına göre, bir bölge veya yerin çekiciliği mesafe ile ilişkilidir. Çalışma kapsamında 15 yılı aşkın süredir bölgede emlak piyasasında bulunan uzmanlarla birebir görüşülerek, kurulması planlanan İstanbul Finans Merkezi'nin emlak fiyatlarına gelecekte olması beklenen etkileri araştırılmıştır. Ayrıca, tanımlanan bölgedeki emlak fiyatlarının artışına etki eden en önemli görülen kriterler de çalışma kapsamında belirlenmeye çalışılmış ve bu kriterler önem derecelerine göre sıralanmıştır.

Currently, Istanbul is Europe's and Turkey's most populous metropolis and its population is still... more Currently, Istanbul is Europe's and Turkey's most populous metropolis and its population is still in a growing trend. This increase, coupled with the young population, and this fact lead a higher transportation demand in the city. Within the scope of the study three research questions related to this change is discussed. The discussed first research question is whether he population growth changed the centers of the districts (district population centers) of Istanbul. The second research question is how the new subway lines will cover the population's transportation need according to land uses. The third research question is an analysis of the extent to which future services and future projects can accommodate the public transport demand in the city, and in what future area it may be included. For these questions Istanbul's land use data and smart card data, which are vector dataset, are used. These dataset converted to geographic dataset and analyzed with the Geographic Information System capabilities. GIS' spatial analysis tools are used for the answers of the discussed questions. The results clearly showed the land use of Istanbul is significantly changed in the last decade; however, the centrals of the district remained close to the existing centers. Another result is found that the current subway system covers 42% of the land use and 79,7% of the public transportation demand, these ratios will be 87% and 97,5% at the end of the transportation projects' completion.

Bu planlama esnasında trafikteki yoğunluklar kontrol edilmeye çalışılmakta, trafiğin zaman ve maliyet kaybı üzerindeki etkisi azaltılmaya çalışılmaktadır. Ancak trafiğin oluşturduğu zaman ve maliyet kayıplarının haricinde planlamaların odak noktasında bulunmayan sosyoekonomik etkiler de bulunmaktadır. Yapılacak planlamalarda oluşabilecek sosyoekonomik etkilere ve bu etkilerden kimlerin nasıl etkilendiğine de dikkat edilmesi gerekmektedir. Bu amaçla, yerel yönetim yetkilileri, sosyal bilimciler ve sivil toplum kuruluşlarının (STK) bir araya gelmesi ile gerçekleştirilen çalıştay ve birebir görüşmeler ile İstanbul odaklı trafik planlamasında göz ardı edilen sosyo-ekonomik ve çevresel etkilerin neler olduğunun belirlenmesi hedeflenmiştir. Gerçekleştirilen saha çalışması kapsamında uzmanların görüşleri Ortak Akıl Platformu metodolojisi ile elde edilmiştir. Bu aşama sonucunda elde edilen uzman görüşlerine dayalı bilgiler metin madenciliği yetenekleri ile sınıflanmış ve incelenmiştir. Analizler sonucunda, yatırımlar ile doğacak sosyoekonomik etkilerin yeterli seviyede incelenmediği ve bu durum ile ilgili çözüm önerileri tartışılmıştır.

İstanbul'da Metrobüs özel ismi ile çalışmakta olan HOT sistemi, İstanbul'daki yolculuk talebinin en yoğun olduğu bölgedeki ulaşım talebini karşılamaktadır. Sistemin başarısı, sistemin genelleştirilmesi ile ilgili tartışmaları da beraberinde getirmektedir. Dolayısı ile HOT sisteminin alternatif rotaları değerlendirildiğinde istasyonların nerelerde olması gerektiğinin tespit edilmesi araştırmacılar ve şehir plancıları için bir araştırma konusu olarak ortaya çıkmaktadır. Companies that are willing to be a part of the green concept should integrate this philosophy in all departments. As a result, the procurement might be seen a crucial part of this integration. However, in the emerging markets, green issues might be pushed into the background due to the competitive environment. In this study, we investigated green and other parameters in the supplier selection decision in textile industry. A decision criteria list was created and evaluated by 28 experts using the fuzzy analytic hierarchy process. The results showed that green issues have an influence on the decision environment; however, classical parameters, such as cost, delivery reliability, quality, service, and strategic alliance still carry more priority compared to green criteria consisting of environmental management, green products, and pollution control.

Thus an analysis should be made using a comprehensive approach. The facility location selection problem can be represented with a multi-criteria structure. This study considered locating a new manufacturing facility and accepted seven decision criteria as decision parameters. Istanbul was the study area, and seven candidate locations were considered to start a new manufacturing facility. During the evaluation process, Geographic Information Systems and the fuzzy analytic hierarchy process were combined to order the preference levels of candidate areas. A novel methodology for the textile industry is proposed to integrate experts' thoughts and geographic information.
