Research paper thumbnail of Researcher Mobility and Innovation: The Effect of Researcher Mobility on Organizational R&D Performance in the Emerging Nations' Companies

In the past, investments in R&D and human resources were used as indices to measure innovation. However, this study analyzes the role that the movement of knowledge workers plays in innovation and the growth of the new corporations that recruited them from mature companies. This study reveals that the fluidity of talent and informal networks play an important role during the process of innovation. The analysis clearly shows that when innovation is measured by number of patents, the contribution of highly experienced and highly specialized researchers from developed countries is especially high. On the other hand, when innovation is measured by patent quality, both the number of researchers and the researchers’ years of experience clearly exhibit positive effects.

In recent years, emerging companies in Asia have been recruiting numerous engineers from Japanese companies for their R&D efforts. This study empirically analysed the R&D performance of companies for which engineers from Japanese companies have become employed. Result shows that those engineers from Japanese companies contributed to increased patent production, patent complexity, and patent quality of companies in emerging Asian countries. However, the contribution is limited. Among the engineers from Japanese companies, engineers who contribute to increased patent production and who contribute to patent complexity, and patent quality are different.

This research focuses on the mobilization of human resources in the Asian electrical industry and analyzes the impact of engineers' international mobility on the innovation of enterprises in the host countries. I examine the characteristics of engineers who moved from Japan to China and South Korea to explore which types of engineers successful firms in China and South Korea select from rival companies in Japan. In addition, this study focuses on the role of the inventors' networks to investigate the significance of researcher mobility and knowledge spillover as mechanisms that facilitate the flow of tacit knowledge. This study reveals that during the process of innovation, informal networks play an important role in the mobility of engineers. The findings suggest that successful firms require people with analytical skills and problem-solving capacity, not "star inventors.

Statistical findings from negative binomial regressions show that the experience of working with foreign engineers facilitates knowledge spillover. In addition, the results show that interfirm knowledge transfer is more likely to occur when the engineers of the hiring firm work together with mobile engineers who (1) were focal members at their previous firm, (2) had a good connection with focal members, and (3) are young. This study suggests that engineers from external organizations are effective in knowledge transfer, especially if they are young, mobile engineers who were focal members at their previous firm and had a good connection with a focal member-and can act as an interface in transferring tacit knowledge.

There has been limited large-scale data analysis regarding the movement of semiconductor engineers between countries. This study creates an original engineer database for six major semiconductor countries (U.S., China, Taiwan, Japan, Korea, and Germany) using bibliographic information on patents and papers to analyze their transnational migration. Multiple logistic analysis is conducted on the impact of engineers’ characteristics such as age, skills, and areas of expertise on outflows and inflows. The analysis reveals that (1) the United States, Taiwan, Japan, and Germany have excess outflows of engineers, while China and South Korea have excess inflows, (2) the movement of engineers between the United States and China is the most frequent, and (3) there is a significant outflow of engineers from semiconductor fields in which each country specializes.

This paper used patent data to estimate the country of origin of high-level foreign human resources working in Japan's manufacturing industry, and their year of arrival, qualitative evaluation as inventors, and time in the industry were analyzed by country of origin, industry, and institutional affiliation. The country-of-origin analysis revealed that the number of foreign engineers working in Japan's manufacturing industry has generally been increasing. The inflow of engineers from developed countries, such as the U.S., Germany, France, and the U.K., has been declining since the 2000s, while the inflow from China and India has been increasing in recent years. In terms of performance, foreign engineers from Russia and China tended to have higher annual patent productivity, while the average score of personnel presumed to be from China, Iran, and Vietnam was higher in terms of qualitative evaluation as inventors. By industry, it is clear that in the ICT industry, unlike other industries, foreign engineers have higher average scores than Japanese engineers in terms of patent productivity and qualitative evaluation as inventors. The results indicate that innovation in the ICT industry is currently supported by foreign engineers in terms of both quality and quantity. An analysis of the attributes of the organizations to which the foreign engineers belonged showed that the quality evaluation of inventors was much higher and the duration of their stay in the industry was significantly longer when the first organization they joined was a university or a public research institute.
