This effort is particularly important in a period of economic crisis, as an economic downturn generates high uncertainty about the future of economic systems, and consequently will determine the new winners and losers in a globalized world.

The objective of the paper is to present the economic and territorial aspects that should be cons... more The objective of the paper is to present the economic and territorial aspects that should be considered in the design of a new metropolitan strategy seeking to promote a new economic and territorial model where economic growth is compatible with a reduction in unemployment and an improvement in income distribution. The basic thesis are: i) the economic and territorial strategy is based on a model that seeks to accelerate economic growth and boost employment, which is the ultimate goal of the strategy; ii) the territorial factors are key to the new model of economic growth and account for a significant part of productivity growth; iii) this growth must be based on a continued search for competitive positions in international trade; iv) within this model of growth it is necessary to increase the weight of industrial activities in general and of advanced tertiary; v) the increase in the weight of these activities should translate into a greater share of wages in the functional distribution of income, improving personal income distribution, and vi) consequently, a process of inclusive growth would be achieved.

The studies of Giacomo Becattini concerning the notion of the "Marshallian industrial district" h... more The studies of Giacomo Becattini concerning the notion of the "Marshallian industrial district" have led a revolution in the field of economic development around the world. The paper offers an interpretation of the methodology adopted by Becattini. The roots are clearly Marshallian. Becattini proposes a return to the economy as a complex social science that operates in historical time. We adopt a Schumpeterian approach to the method in economic analysis in order to highlight the similarities between the Marshall and Becattini's approach. Finally the paper uses the distinction between logical time, real time and historical time which enable us to study the "localized" economic process in a Becattinian way.

The notion of "Marshallian Industrial District" proposed by Giacomo Becattini in the fi... more The notion of "Marshallian Industrial District" proposed by Giacomo Becattini in the first seventies has led a revolution in the local economic analysis around the world. The paper offers a methodological interpretation of the approach adopted by Becattini. The roots are clearly Marshallian. He understands the economy as a complex social science that operates in historical time. But Becattini goes beyond because he proposes a new unity of analysis for the local economic development. The paper identifies similarities and differences between the original concept of "Industrial District" proposed by Marshall and the concept of "Marshallian Industrial District" in the Becattini's approach. The paper uses the distinction between logical time, real time and historical time. The "Marshallian Industrial District" approach proposes the study of economic process located in specific areas and explained in historical time. En el documento se ofrece una interpretacion de la metodologia adoptada por Becattini. Las raices son claramente marshallianas. Becattini propone un retorno a la economia como una ciencia social compleja que opera en el tiempo historico. Adoptamos un enfoque schumpeteriano al metodo de analisis economico con el fin de poner de relieve las similitudes entre el enfoque de Marshall el de Becattini. Por ultimo, el trabajo utiliza la distincion entre tiempo logico, tiempo real y tiempo historico que nos permite estudiar el proceso econo- mico «localizado» de una manera Becattiniana. Economic literature on endogenous growth has tried to capture Marshallian externalities from the ... more Economic literature on endogenous growth has tried to capture Marshallian externalities from the notion of homogenous region. However, some applied researches have argued recently against the usefulness of the homogenous regions as analytical units because the irruption of several localized densifications of productive activity of intrametropolitan nature. As a consequence, the metropolitan industry-mix could hide a high degree of specialization in several urban poles inside the metropolis. This paper tries to identify agglomeration economies-both localization and urbanization-from the recent economic literature on economic growth and cities. Moreover, it gives a particular emphasis to the contributions on the influence of specialization or diversification, urban structure and intrametropolitan sectoral localization. At the same time, this paper studies some consequences of globalization process on the conditions of productive specialization, firm size, technological intensity and industrial location inside the Metropolitan Region of Barcelona, from the statistical data of foreign trade (1988-1997), local employment (1991 and 1996) and number of firms. Information has been distributed in 26 manufactured activities and in a wide range of territorial areas that try to identify poles and corridors inside the metropolitan region.

The objective of this paper is to measure the impact of different kinds of knowledge and external... more The objective of this paper is to measure the impact of different kinds of knowledge and external economies on urban growth in an intraregional context. The main hypothesis is that knowledge leads to growth, and that this knowledge is related to the existence of agglomeration and network externalities in cities. We develop a threestage methodology: first, we measure the amount and growth of knowledge in cities using the OCDE (2003) classification and employment data; second, we identify the spatial structure of the area of analysis (networks of cities); third, we combine the Glaeser-Henderson-De Lucio models with spatial econometric specifications in order to contrast the existence of spatially static (agglomeration) and spatially dynamic (network) external economies in an urban growth model. Results suggest that higher growth rates are associated to higher levels of technology and knowledge. The growth of the different kinds of knowledge is related to local and spatial factors (agglomeration and network externalities) and each knowledge intensity shows a particular response to these factors. These results have implications for policy design, since we can forecast and intervene on local knowledge development paths.

This article uses new methods and evidence from satellite data on night lighting to assess the ur... more This article uses new methods and evidence from satellite data on night lighting to assess the urban network structure of 100 European metropolitan regions. Its aim was to develop indicators to test the hypothesis that complex urban networks are more efficient economically and less dependent on energy consumption owing to better information organization. It uses NPP-VIIRS NTL satellite data on night lighting (NTL) and employs a topographical representation of NTL intensities to detect urban centers. Based on the distribution of NTL intensities in urban centers represented as a Lorenz curve, it develops two new indicators of monocentricity and polycentricity to evaluate large-scale urban network structures. The results show that polycentric urban networks create more innovation, which allows them to be more economically efficient and less dependent on energy consumption.
