On 29 June 2014, the ISIS/ISIL or Daesh announced the change of its name to just "Islamic St... more On 29 June 2014, the ISIS/ISIL or Daesh announced the change of its name to just "Islamic State" (IS), proclaimed itself a "Caliphate" and named its leader Abu Bakr al-Baghdadi as "Caliph Ibrahim". About a year later, this article intends to evaluate the trajectory and reach of this territorial jihadist entity. It starts by contextualizing the self-proclamation in terms of ideology and objectives and then it describes how the IS has sought to consolidate itself as a de facto "State" and the tragic effects of its policy of terror. The last part examines the international expansion of the IS, analysing its reach in attracting "foreign fighters", the new wilayats created outside Syria and Iraq, the newly affiliated local groups, and the activities of the IS in cyberspace.

A visão “tradicional” vem sendo severamente contestada, surgindo novas abordagens e sendo a segurança reconceptualizada em todas as suas componentes e dimensões cruciais, do objecto e da referência à abrangência e aos instrumentos de segurança. Estimulante continua, igualmente, a discussão em torno da definição e caracterização dos sistemas de segurança internacional, nomeadamente, envolvendo os de segurança competitiva, segurança comum, segurança cooperativa, segurança colectiva e comunidade de segurança. Partindo destes debates e à luz da realidade internacional contemporânea, propõem-se aqui conceitos operacionais de segurança e de complexo de segurança.

What does “liberal order” mean? And should we distinguish between “world order” and “internationa... more What does “liberal order” mean? And should we distinguish between “world order” and “international order”? On what basis did the liberal order emerge and what factors contribute to its erosion? This article seeks to answer these questions in a text divided into four parts. In the first, we explain the meaning of “order” in international relations, the difference between “international” and “world” order and our notion of “liberal international order”. In the second, we justify the paradox of considering that the liberal order was built on what many call the “Westphalian system”, although we reject this designation and typification and the initial attempt to build a liberal world order after World War I World, as well as its rapid deconstruction. In the third part, we demonstrate the building and consolidation of a liberal order after World War II, within the framework of a broader world order in the context of the Cold War. And in the fourth, we show that this liberal order has been a “world” one since the end of the Cold War, and that this process occurred amidst paradoxes and ambivalences that contribute to its deconstruction.

E devemos distinguir entre “ordem mundial” e “ordem internacional”? Em que bases emergiu a ordem liberal e quais os factores que contribuem para a sua erosão? Este artigo procura responder a estas questões, num texto dividido em quatro partes. Na primeira, explicamos o sentido de “ordem” nas relações internacionais (RI), a diferenciação entre ordem “internacional” e “mundial” e a nossa concepção de “ordem internacional liberal”. Na segunda, justificamos o paradoxo de considerarmos que a ordem liberal foi construída sobre o que muitos apelidam de “sistema vestefaliano” embora rejeitemos essa designação e tipificação e, por outro lado, a tentativa inicial de construir uma ordem liberal mundial a seguir à I Guerra Mundial, bem como a sua rápida desconstrução. Na terceira parte demonstramos a edificação e consolidação de uma ordem liberal após a II Guerra Mundial, no quadro de uma ordem mundial mais ampla em contexto de Guerra Fria. E na quarta evidenciamos que essa ordem liberal se “mundializou” desde o fim da Guerra Fria, mas que esse processo ocorreu por entre paradoxos e ambivalências que contribuem para a sua desconstrução.

And what policies and strategies does Beijing employ to accomplish its goals? In this article we seek to answer these questions by analyzing the grand strategy of Xi Jinping’s China. Regarding the analysis, it appears that the grand strategy of Xi’s China has gone too far too fast and that perhaps time and momentum are not yet on China’s side.

económicos a longo prazo, a União Europeia dotou-se, em Abril e Setembro de 2021, de uma Estratégia há muito aguardada
na direção de uma região cada vez mais central
na geopolítica mundial, tentando formular
uma abordagem estratégica agregando diferentes
e dispersas políticas e estratégias. No entanto, não devia a Estratégia definir essa região como “Indo-Pacífico” nem abranger «a área geográfica desde a costa oriental de
África até aos Estados das Ilhas do Pacífico» nem ser expressamente uma “estratégia para a cooperação”. Estes aspetos são o resultado de tentar equilibrar as sensibilidades não apenas dos 27 Estados-Membros (EMs) da UE,
mas também dos Estados Unidos, da China
e de outros parceiros regionais e, assim,
enunciando cooperar com todos, em todas as
dimensões, de todas as formas e por todos os
canais numa área demasiado ampla e complexa
e com distintas sub-regiões. Isto retira
força, coerência e operacionalidade à dita
Estratégia, que surge desfocada e ambígua
quando deveria ser um instrumento de orientação
estratégica clara e de credibilidade nos
propósitos e na ação da UE como ator internacional
relevante.

In 2022, India celebrates the 75th Anniversary of its Independence and 60 years since the establi... more In 2022, India celebrates the 75th Anniversary of its Independence and 60 years since the establishment of diplomatic relations between India and the then European Economic Community (EEC), now the European Union (EU). These celebrations take place in a context of significant strengthening of the bilateral relationship, since over the last few
years both parties have affirmed their commitment to give their relationship a more strategic focus. This new impetus
largely reflects a transformed geopolitical landscape, including the growing importance of the Asia/Indo-Pacific region
for the EU and, in particular, the “China factor” that poses a systemic challenge to both the EU and India. Even
so, the economic dimension remains below its potential and the “like mindedness” proclaimed by both parties is more
fragile than officially recognized. On the other hand, the invasion of Ukraine by Russia constitutes an important test
for the new strategic relationship between Brussels and New Delhi, but it could also be an opportunity for the EU to
be seen as a relevant geopolitical actor by India.

Quer no seio da Aliuança quer, sobretudo, no ambiente externo – com transformações sistémicas na estrutura
de poder global, nas interacções entre os principais actores e nos riscos, ameaças e desafios à segurança – as alterações,
dinâmicas e tendências evidenciam que se entrou numa “nova era”. Algumas adaptações anteriores da NATO continuam pertinentes, tal como permanecem válidos os três pilareschave
de defesa coletiva, gestão de crises e segurança cooperativa. Mas as transformações e os desafios são de tal magnitude que a NATO tem de se readaptar para permanecer efetiva e relevante.

dos Estados Unidos, Joe Biden, anunciaram
conjuntamente no dia 15 de setembro de
2021 uma nova parceria de defesa entre os
três países cujas iniciais em inglês dão nome
ao “AUKUS”. O objetivo é intensificar a cooperação
trilateral nos domínios da inteligência
artificial, ciberguerra e computação quântica
e, sobretudo, reforçar as capacidades submarinas
da Austrália, já que o RU e os EUA vão
dotar a marinha australiana com uma frota de
oito submarinos de ataque a propulsão nuclear
(SSN). Ainda que não tenha sido expressamente
referida no anúncio oficial, a China é
a principal raison d’être do AUKUS, entre
outras motivações específicas de cada um dos
três tradicionais aliados da “anglosfera” (ver
Caixa). O AUKUS tem múltiplos significados
geopolíticos e geoestratégicos, provocando
novas controvérsias e divisões tanto na Ásia-
-Pacífico como na Europa.

In a context inevitably marked by the Russian invasion of Ukraine, NATO’s 2022 Strategic Concept ... more In a context inevitably marked by the Russian invasion of Ukraine, NATO’s 2022 Strategic Concept risked being exclusively
focused on the Russian threat and the collective defense of the Eastern flank of the Alliance. Fortunately,
recognizing that the current and forthcoming strategic environment includes a multiplicity of other complex and often
interconnected threats, risks and challenges, the new Strategic Concept approved on June 29 at the Madrid Summit
includes several other relevant aspects for the readaptation of NATO to a new era. We highlight here two particularly
decisive ones: the reaffirmation of the Alliance as a community of values and the strengthening of its political role.

The purpose of this chapter is to examine main impacts of the COVID-19 on international politics ... more The purpose of this chapter is to examine main impacts of the COVID-19 on international politics about a year after it was declared a pandemic. Our main argument is that this pandemic crisis underlined and accelerated trends that already existed, while triggering dynamics that may redefine world geopolitics and international order. The essay follows a demonstrative-analytical model, being also based on an “eclectic approach” and a multidisciplinary perspective that crisscrosses the areas of International Relations, Geopolitics, and Security Studies. In line with the central purpose and argument of this chapter, the text is structured into eight major topics. In the first, we analyse the performance of countries in managing the pandemic, trying to understand if there is an association with the level of wealth and the type of political regime. In the second, the impact of COVID-19 on the nationalism vs. internationalism and multilateralism equation is examined, and in the third we reflect on its impact on hyperglobalisation. In the parts that follow, we look at the stance of China and the US in the context of the pandemic, then analysing its effects on the whole of the "West". In the seventh topic we try to explain the impact of the pandemic crisis on the world power structure and on the pattern of interactions between the main international actors. The eighth and final topic reflects on the effects of this pandemic on the international order.
