Although the bulk of Canadian foreign policy activity is bilateral, the pronounced emphasis on multilateralism is remarkable: as one recent government statement noted,''for Canadians, multilateralism is both an instinct and a vocation, and they expect their government to play an active and positive multilateral role.''1 This commitment ...

Ian was an astonishingly accomplished and highly regarded scholar of international relations and African political economy. Perhaps as insignia of the times, we, the coeditors of African Security, never met Ian in person. We knew him as a scholar and as a towering figure connected to the journal. His ties with African Security preceded our involvement with the journal, but he was clearly one of the foundational pillars undergirding this publication. We were shocked to find he was only 52 because his reputation, scholastic accomplishments and global image depicted that of a much more senior academic. Ian packed a lot into his 52 years on earth. African Security has now lost two of its founder fathers, as Professor Tim Shaw, a senior colleague and board member, noted a day after Ian’s death. Colonel James Hentz, our founding editor-in-chief, who...

T... more This chapter examines the UN’s role in promoting and encouraging democracy and good governance. The world organizations is in a pivotal position to help promote and strengthen the global norm that posits that democracy validates the quality of governance today. In order to be considered ‘democratic,’ governments should not only hold periodic free and fair elections and demonstrate the ability to govern inclusively and humanely. In addition, they should also respect human rights and the rule of law. Concurrently, the chapter argues that the UN should practice what it preaches and address its own democratic deficit, even as it helps to strengthen democracy at the national level.

It despite the ubiquity of the field and the abundance of research that has been undertaken over the past century, there remains a need for IR to accept and integrate new ways of thinking if it is to grapple successfully with emerging global ch relevant to practitioners. In this spirit, some components of a more holistic way of understanding IR are suggested, and this in turn hints at a new agenda for research and practice with broader relevance.

The Ashgate Research Companion to Political Leadership
Research in political science is mostly problem-driven (george and Bennett 2005; see Shapiro 2007... more Research in political science is mostly problem-driven (george and Bennett 2005; see Shapiro 2007, who convincingly opposes a method-driven approach). Among the many issues that political science deals with, the problem of leadership clearly stands out. Leadership is an essential feature of all government and governance: weak leadership contributes to government failures, and strong leadership is indispensable if the government is to succeed. Wise leadership secures prosperity in the long run; foolhardy leadership may bring about a catastrophe. The lack of leadership routinizes governance. Its political and creative aspects fade away: it becomes no different from administration, focusing solely on pattern maintenance and repetition of the same. On the other hand, over-assertive leadership pays little attention to institutional constraints: it may bring about sudden, unexpected changes, and disrupt the normal flow of the political process, thus detracting from its transparency and/or predictability. Political leadership and followership account for significant differences across and within individual nation states in responding to both newer global problems and traditional governance issues. globalization creates the demand for new forms of international and supranational leadership: as a 'package of transnational flows of people, production, investment, information, ideas, and authority' (Brysk 2002, 1; cf. Masciulli and day 2006), globalization elevates the significance of leadership of international organizations, regional groups of states, and global agencies (Masciulli and day 2006; Keck and Sikkink 1998). Leadership is a historically concrete phenomenon; that is, its structures and methods change with the passage of time. To influence events and affect outcomes, leaders need to be prepared to abandon policy instruments and ideas that no longer work in a new environment. They need to be able to embrace the new and reevaluate the old, even some of the earlier discarded ideas and methods of adapting to environments, if the circumstances call for it. Contributors to this book attempt to demonstrate in various ways that strategic-tactical innovative adaptation is the key to effective political leadership in a diverse set of regime types and cultural contexts. Innovations may take different forms, however. Though all of our authors are generally committed to democracy, human rights and environmental sustainability, we do not entirely agree on what these ideals mean theoretically and imply practically.

Multilateral institutions, bilateral arrangements, and philanthropies have historically privileged economic development over health concerns. That focus has resulted in weak health systems and inadequate preparedness when there are outbreaks of diseases. This review aims to understand the politics of disease control in Africa and global health diplomacy’s (GHD’s) critical role. Methods: A literature review was done in Medline/PubMed, Web of Science, Scopus, Embase, and Google scholar search engines. Keywords included MeSH and common terms related to the topics: "Politics," "disease control," "epidemics/ endemics," and "global health diplomacy" in the "African" context. The resources also included reports of World Health Organization, United Nations and resolutions of the World Health Assembly (WHA). Re...
