The HIV/AIDS epidemic in Africa is frequently referred to as a crisis while the principal U.S. pr... more The HIV/AIDS epidemic in Africa is frequently referred to as a crisis while the principal U.S. program to address it is labeled emergency relief. These terms trigger specific policy responses and corresponding evaluation activities. In this article, three stages in the response to HIV/AIDS are distinguished: awareness, emergency, and structural integration. In the awareness phase, emphasis is on defining and then estimating the affected population. In the emergency phase, evaluation activity is focused on demonstrating accountability for the assistance provided; and finally, in the structural integration phase, concern shifts to demonstrating the impact of assistance on improving the recipients' well-being. The shifting focus of evaluation is discussed in terms of how to measure the impact of aid on the well-being of orphaned and vulnerable children. A case study based on work in rural Tanzania is presented and then discussed in term of its broader implications for evaluating future aid.

As interest in informal methods of regional coordination has grown, it is increasingly important ... more As interest in informal methods of regional coordination has grown, it is increasingly important to understand how alternative forms of regional governance emerge. This article addresses this question through analysis of recent attempts at regional transportation coordination in South Florida. Through a detailed case study of the creation of the South Florida Regional Transportation Authority, we demonstrate how informal ties among transportation stakeholders were strengthened over time in ways that eventually made possible the creation of a more formal coordinating mechanism for regional transportation policy. A formal network analysis of transportation stakeholders in South Florida further illustrates the way the strength of ties among those involved in transportation policy in the region facilitated increased regional coordination and positioned business organizations to act as policy entrepreneurs.

TABOR was layered over two earlier revenue‐restricting measures. Throughout the 1990s, the state enjoyed a robust economy and the effects of these restrictions were largely masked. However, government funding for several basic services in Colorado was rapidly slipping. When Colorado went into recession, the effects of these restrictions were fully felt for the first time, but neither the governor, legislature, nor policy nonprofits have been able to find a way out of the budget bind.

The Western Colorado Rural Communities Program (WCRCP) was created to address problems resulting ... more The Western Colorado Rural Communities Program (WCRCP) was created to address problems resulting from an energy development boom in the region. It was conceived, and perceived by administrators, following a set of assumptions, referred to here as the rational model. This model is based on a positivist conception of professional action that suggests that problems can be reduced to objective, value-free statements that can then be subjected to analysis and solution. In the most effective projects of the WCRCP, however, the program followed a different model: one based on action through reflection. The effect of these different models-rational and reflectiveoperating at different levels of the system led to difficulties in program staff communicating their accomplishments to institutional administrators. It also proved problematic in developing appropriate commitments for the institutionalization of the program once outside foundation funding was phased out. The nature of the conflict between these models as it arose through the implementation and operation of a community service program is discussed here. Suggestions are offered for the alternative structuring of such programs. One of the major innovations of the American system of higher education is the idea that universities should not only engage in the creation of new knowledge, but that they should also direct their effort to the application and dissemination of knowledge. This idea had its fullest expression in the creation of the Land Grant Colleges over a century ago, which included the establishment of Experimental Field Stations and the Cooperative Extension Service. It is an area that is also evident in the development of university-affiliated teaching hospitals, business bureaus in colleges of management, and legal clinics in schools of law. The justification for these service-providing facilities relative to the central research and teaching missions of the system of higher education has been expressed as one in which the "real world" serves as a laboratory for the application of new knowledge and as a training ground for professionals. Consequently, rewards to faculty and staff within the system of higher education are still distributed primarily to those who create rather than to those who disseminate new knowledge. Underlying the relationship between the research, teaching, and service missions in higher education is a tacit set of assumptions, which Donald Schon in The Reflective Practitioner (1983) defines as the model of technical rationality, or the rational model. According to this model, problems can be reduced to objective, value-free statements that can then be subjected to analysis and solution. Dissemination is a matter of knowledge transfer within a hierarchy of institutions. The model asserts that "the proper Evaluations of the WCRCP upon which this article was based were funded by the Kellogg Foundation.
