As California progresses towards its goal of 33 percent renewable electricity generation , the po... more As California progresses towards its goal of 33 percent renewable electricity generation , the potential for energy storage to help integrate renewable resources and maintain a reliable and efficient electric grid takes on great significance. In 2010, the California Legislature enacted Assembly Bill 2514 (Skinner, Chapter 469, Statutes 2010), directing the California Public Utilities Commission (CPUC) to convene a proceeding to define energy storage procurement targets, if any, for investor-owned utilities. Under the statute, similar targets, on a slightly larger scale, would also be required for publicly owned utilities. This report presents a strategic analysis of energy storage for California by 2020. The report assesses current energy storage technologies, discusses the diverse policies affecting deployment in California, and outlines critical technology gaps, future research needs, and policy reforms. It also provides a reference framework for the Energy Commission, CPUC, and other regulatory agencies to use as they develop solutions for how commercially ready energy storage technologies can be costeffectively applied in California to reduce costs to ratepayers, reduce emissions from fossil fuel generation, and enable and accelerate the implementation of more renewable generation and its integration in California's electricity system.

The recommended master plan includes an integrated system of energy efficiency retrofits, a direct current solar/storage/electric vehicle microgrid, alternating/direct current houses, and water efficiency retrofits with rainwater capture. The recommended master plan is projected to be close to zero-net energy (95 percent) for homes, reduce carbon emissions by 65 percent at the block scale (including transportation), and reduce water use 60–70 percent. Inefficient regulatory policies and poor construction management have caused the overall expenses... more Inefficient regulatory policies and poor construction management have caused the overall expenses and the duration of major public transit projects in California to climb at an alarming rate. This paper, the sixth in the Emmett Institute's Pritzker Brief series, examines some of the causes of planning and construction delays, identifies flaws in current construction policy and offers steps to be taken in order to prioritize public health and safety. To ensure that public funds are put to appropriate use and negligent planning is avoided, the report provides a set of recommendations to promote proper development and implementation of public transit in heavily populated metropolitan areas

While the Bay Area received a substantially larger target for the upcoming planning cycle than it had in the previous cycle, the relative increase in the Bay Area target was a lot smaller than that for the state’s other major metropolitan region, Los Angeles, which forms part of the Southern California Association of Governments. We argue that the Bay Area’s lower target reflects, in part, the state’s failure to account for the fact that the Bay Area leads the nation in supercommuters, many of whom work in the Bay Area but have been driven by the region’s housing shortage to live outside of it. Nowadays, in the framework of private law, most legal systems prefer to provide remedies and comp... more Nowadays, in the framework of private law, most legal systems prefer to provide remedies and compensation to an injured person in violation of law or breach of contractual undertakings. The amount of the award limits to the loss of the injured. However, in some cases the injured person rather than seeks the incurred remedies or compensation, it seeks the restitution of the benefit that wrongdoer has gained by breach of victim's rights. Although focusing on the gain-based liability instead of loss-based liability has been considered in Common Law for a long time but it is controversial as to the foundations of restitution for wrongs. With the descriptive-analytical method, the article explains the concept and definition of restitution for wrongs. While it illustrates some foundations of restitution for wrongs, it examines the foundation of such an institution in the Iranian Legal System. The article shows corrective justice cab be considered a foundation for restitution for wrongs in Common Law. Also, the rule "No man shall profit from his wrong", the Lucrative Fault and social interests in tort law may provide the solution to accept the institution in Iranian Law.

Pursuant to Senate Bill 743 (Steinberg, 2013), which reformed the process for California Environm... more Pursuant to Senate Bill 743 (Steinberg, 2013), which reformed the process for California Environmental Quality Act (CEQA) review of transportation impacts to align with greenhouse gas emissions reduction goals, the Governor's Office of Planning and Research identified vehicle miles traveled (VMT) as the key metric to measure transportation impacts of new developments under CEQA. As a result, project developers will now have to reduce vehicle miles traveled to mitigate significant transportation impacts. In response, state and local policy makers are considering the creation of mitigation "banks" or "exchanges." This report assesses the structural and legal considerations that could determine which model (i.e., banks or exchanges) and scope are appropriate for each implementing jurisdiction (i.e., city, county, regional, state). This report also analyzes a number of existing programs that provide additional models for implementation. 17. Танка» САМОРЕАЛИЗАЦИЯ ЛИЧНОСТИ В СИСТЕМЕ ДОПОЛНИТЕЛЬНОГО ОБРАЗОВАНИЯ Развитие современного общества сопровождается различными изменениями, которые затрагивают все стороны социальной действительности. Возникает множество проблемных ситуаций, решение которых зависит от мобилизации внутренних сил человека и активности его деятельности. Важным становится не только высокий профессионализм субъекта, но и мера его ответственности за себя, за других, за общество в целом. Эти требования относятся ко всем гражданам общества, но особенно к взрослому населению. Данные аспекты жизни объясняют возросший в последнее время интерес к психологии взрослых, как за рубежом, так и у нас. Среди критериев взрослости называют способность отвечать за свои поступки, способность к творчеству, к самореализации и самоактуализации, к развитию своих способностей, осознанию и осуществлению всех возможностей выбора, которые предоставляют жизнь и другие люди. Однако период взрослости уже не рассматривается как конечное состояние, к которому направлено психологическое и социальное развитие человека. По мнению Б.Г. Ананьева взрослый возраст является центральным периодом жизни человека, наиболее творческим и продуктивным. По этой причине он указывал на необходимость разработки психологии взрослых, так как без нее невозможно построить общую теорию индивидуального развития и воспитания человека. Известно, что высшим результатом развития человека является самореализация. Чаще всего в работах ученых-психологов речь идет о профессиональной самореализации. Однако многие взрослые люди сталкиваются с проблемой невозможности реализации своего внутреннего потенциала. Эти затруднения приводят их к поиску средств самореализации, но далеко не каждый способен осуществить этот выбор. Проблема выбора средств самореализации в области труда в зрелом возрасте представлена в литературе совсем незначительно, имеются лишь некоторые разработки по этому вопросу. Ведь в психологии до недавнего времени утверждалось, что выбор профессии, например, характерен для подросткового этапа развития личности, а во взрослости совершается дальнейшая профессионализация в изначально выбранной сфере деятельности. В результате, многие люди, испытывая неудовлетворенность профессией и осознавая невозможность реализации своего внутреннего потенциала в данной трудовой сфере, не видят способов разрешения сложившейся ситуации, так как считают смену профессии показателем собственной некомпетентности. Человек продолжает работать, но система потребностей, удовлетворение которых обеспечивало его самореализацию, фрустрируется, снижается самооценка, эмоциональная окрашенность воспринимаемых событий

It includes all forms of commercial transportation of freight to, from, and within the state and is responsible for one third of the state’s economy. The vehicles, equipment, and infrastructure that constitute this system are also collectively responsible for six percent of California’s greenhouse gas emissions, nearly 50 percent of statewide diesel particular matter emissions, and approximately 45 percent of statewide nitrogen oxides emissions. In order for California to meet its ambitious climate, air quality, and public health goals (particularly in disadvantaged communities), the state will need to realize significant reductions from the freight sector. Major public transit projects in California are delayed by regulatory and construction management... more Major public transit projects in California are delayed by regulatory and construction management policies, causing steep increases in costs. Among the causes of planning and construction delays are complex regulatory processes, poor coordination and communication among agencies and other entities, and political decisions made to placate neighborhood interests and motor vehicle drivers at the expense of regional good. Recommendations to address these problems include regulatory reform; changes in state law to allow transit to have priority over automobiles, including access on existing roads; stricter oversight of project awards and construction management; and, enacting new policies to increase funding for public transit.
