O artigo visa compreender o papel da Uniao Europeia na consolidacao da ordem liberal-democratica ... more O artigo visa compreender o papel da Uniao Europeia na consolidacao da ordem liberal-democratica global, desde o fim da Segunda Guerra Mundial, em 1945. Analisa-se de que maneira o alargamento do bloco, para o Sul e Leste Europeus, respectivamente nas decadas de 1980 e no pos Guerra Fria, alem de estender o processo de integracao europeu, teve tambem como desdobramento a consolidacao de democracias liberais no continente. Conclui-se que o bloco teve fundamental importância na promocao de principios liberal-democraticos, apesar dos grandes desafios enfrentados. Contemporaneamente, a crise financeira de 2008, a proximidade com a Russia e a ascensao de ideologias de extrema-direita no continente constituem desafios que parecem colocar a democracia e, por consequencia, o proprio projeto da Uniao Europeia sob pressao. The rise of emerging markets and the creation of the BRICS group point to changes in internationa... more The rise of emerging markets and the creation of the BRICS group point to changes in international governance. This paper takes into account the initiatives that have emerged within the BRICS grouping regarding global financial governance, and considers the possible impact of these institutions. Brazil and China are very different countries, even though both are part of the BRICS and share common interests regarding the promotion of development and greater influence for developing countries over decision-making processes. In this sense, this paper differentiates China's and Brazil's positions in relation to the new financial institutions, in order to assess how each might influence them and benefit from them. We argue that China will most likely benefit the most from these new institutions and have increasing influence over them, while Brazil will most likely have a more marginal role due to recent domestic developments that have shifted the country's perception of priorities. Also, while China has a clear plan of engagement in international financial governance ranging from new sources of credit for development to the internationalization of its national currency to the detriment of the dollar, Brazil seems to not have such a clear agenda for its interests in international financial governance besides increasing developing countries' influences over decision-making processes. The new BRICS institutions present an important opportunity for the BRICS countries to change the rules of international financial governance. How much each member country will influence this process will depend on their engagement with these recently inaugurated institutions.

The United States is facing growing challenges to the advancement of its interests in the World T... more The United States is facing growing challenges to the advancement of its interests in the World Trade Organization. The assertiveness of emerging countries in advancing their interests in the Doha Round made the achievement of a deal almost impossible. Slow progress is being made (the Trade Facilitation Agreement, for example), but no broad and significant trade deal has been reached so far. There are ongoing suggestions that the Doha round should be abandoned for good. The TPP and TTIP represented two shots the United States has taken to advance its trade interests outside the scope of the WTO, escaping possible challenges imposed by emerging countries. The irony behind this is that the trade regime in force was created by the United States at the height of its hegemony. The questions driving this paper are: Is this option for trade agreements related to American hegemonic decline? And to what extent does this option weaken the weaken the multilateral trade regime embodied in the W...
O presente artigo busca compreender em que medida o Belt and Road Initiave colabora ou nao para a... more O presente artigo busca compreender em que medida o Belt and Road Initiave colabora ou nao para a mudanca do modelo de desenvolvimento economico chines, prioridade da politica economica do pais desde a crise financeira de 2008-9. Para tanto, discute-se o modelo de desenvolvimento chines perseguido ate a crise de 2008-9 e o novo modelo almejado pelo Partido Comunista Chines. Entao, o artigo analisa a proposta do Belt and Road e em que medida suas proposicoes estao de acordo com os requisitos necessarios para efetuacao da mudanca de modelo de desenvolvimento no pais. A hipotese proposta e que o BRI contribui para a mudanca de modelo no sentido de promover o desenvolvimento das provincias interiores do pais, impulsionar inovacao tecnologica e contribuir para o alcance da seguranca energetica do pais, ao passo que nao gera um rompimento brusco com o modelo de desenvolvimento perseguido ate o momento baseado em exportacoes e investimento externo direto.

Apresenta-se o livro e descreve como acontece o processo de pesquisa é apresentado e suas principais conclusões. Palavras-chave: Poderes Emergente; Teoria dos Papeis; Política Externa. Abstract: This review aims to present Cameron Thies and Mark Newman's book which is singular in the sense that it treats the process of emerging countries' foreign policy formation from a constructivist perspective. This makes the book an important read for researches of emerging countries, especially the BRICS. The review presents the book and describes how the research process is presented and its main conclusions.
