Public policies are characterized in the literature as complex adaptive systems as they have char... more Public policies are characterized in the literature as complex adaptive systems as they have characteristics such as plurality and autonomy of agents, non-linearity of objectives, unpredictability, conflicting interests, shared power, and others. These characteristics contribute to the recognized gap between the formulation and implementation processes of public policies. In this complex and pluralistic context, interactions (both formal and, mainly informal) can play a significant role in achieving results as they are responsible for the flow of information, the dynamic of actions and the learning process that is inherent to the management of public policies. The main objective of this study was to analyze the implications of the tightly and loosely coupled interactions in the development (formulation and implementation) of a public safety policy in the state of Espírito Santo. The study was based on Complexity Theory and, within this, the Theory of Complex Adaptive Systems (CAS) and concepts related to Tightly Coupled Systems, Loosely Coupled Systems and Public Policies. It is a case study of a qualitative nature and descriptive and exploratory in character. The data were collected from interviews, documents and participant observation. They were analyzed using narrative analysis techniques and document analysis. The results showed that the logical and rational distinction between the processes of formulation (characterized as a tightly coupled system) and implementation (characterized as a loosely coupled system) inhibit the natural learning process that is fundamental to the implementation of strategic actions. Although the actions were previously established in the public policy, the interactions (especially the informal ones) were largely responsible for conducting, integrating and making the necessary adaptations to the implementation of most of the strategic actions. One of the justifications found for the representativeness was the strong presence, in the implementation phase, of characteristics such as multiplicity of actors involved, autonomy and interdependencies among them, lack of consensus and predominantly informal interactions. It was also concluded that the success of the public policy is directly linked to: 1) the characteristic properties of the interactions (quality, intensity, multiplicity, variety, etc.); 2) the learning capacity of the actors; and 3) overcoming structural aspects, especially those of a political nature.

Abstract The aim of this study was to analyse strategic planning practices in complex systems by ... more Abstract The aim of this study was to analyse strategic planning practices in complex systems by investigating the experiences of Brazilian non-profit hospitals. Growing pressures have been imposed upon hospitals to improve the quality of their services, to increase access to them by reducing costs and to improve their reliability. In order to respond to these demands, managerial approaches such as strategic planning based on business-sector practices have been adopted by non-profit hospitals. The purpose of this study was to identify the most significant results of the experience with strategic planning in two non-profit hospitals. The study is a qualitative one, and the research was based on the concepts of organizational complexity, strategic planning and managerialism in non-profit hospitals. Data were collected by non-participant observation, from documents and in interviews and were analysed using narrative analysis and document-analysis techniques. Three main factors related to strategic planning in non-profit hospitals were identified: firstly, the unsuitability of strategic planning for hospitals given that they are complex, professional organizations, something that was disregarded by managers; secondly, the significant role played by core operating professionals in strategy making; and thirdly, the representation of strategic planning as fancy management in the eyes of internal and external stakeholders, conferring legitimacy on and generating trust in the hospital. The findings indicate that strategic planning as a traditional managerialist approach applied in a hospital context was dysfunctional and failed to produce a significant contribution to organizational performance.

However, in most Brazilian hospitals, humanization has not gone beyond the stage of ‘politically correct’ discourse and has not resulted in substantive changes in organizational behaviour. These changes mean a greater challenge especially in hospital organizations, as these are renowned for their complexity, pluralism and knowledge-based work. From an ethnographic experience guided by intervention in the implementation of a humanization programme at a hospital, we analyzed the resulting cultural change, highlighting the obstacles that were encountered and the main actions taken to overcome them. This article proposed an investigation of the potential of the content analysis of comments posted on the Instagram social network of food companies that manufacture plant-based alternative meat products to understand the expected benefits by end consumers from the perspective of the classic marketing mix variables. Para tanto, examinou-se a influência de aspectos racionais e não racionais como sensemaking, criatividade, feeling e experiência nas estratégias adotadas pelos principais atores do APL. Trata-se de uma pesquisa qualitativa, desenvolvida com base em entrevistas e documentos, os quais foram analisados por meio da técnica de categorização temática. Resultados demonstraram que as estratégias resultam da ação efetiva dos atores, sob influência de aspectos racionais (estratégias deliberadas) e, principalmente, de aspectos não pertencentes ao domínio da razão (estratégias emergentes), resultantes de sensemaking, feeling, insights, experiência e criatividade. This triggers a conflict between macro intentions and micro actions at the academic level. In this study, we examined to what extent academic strategic actions are impacted by tensions triggered by the macro intentions of top management and micro actions in the academic management. This research is based on a comparative study involving three Brazilian universities. We identified key sources of tension between top managers and academic managers, such as organizational complexity, the political context, a loosely coupled structure and professional autonomy. The outcome revealed a difficult alignment between intentions and actions while relevant strategies were practiced in the academic sector. The relationship between organizations and their environments has been object of study by scholar... more The relationship between organizations and their environments has been object of study by scholars of the theory of organizations and in discussions concerning organizational strategy. When these perspectives come together, two sets of different but overlapping forces in the strategy formation process are highlighted. The purpose of this study is to analyze how strategic management contributed to reducing tensions derived from managerial and institutional logics in philanthropic hospitals. It is a comparative case study, with a multi-method approach. The data were examined using narrative and document analysis techniques. The analysis indicated that integrating organizational-managerialist and institutional perspectives raises continuous tensions within organizations with a direct impact on managerial decisions, strategic actions and performance. The strategic management approach should be sensitive enough to recognize and reduce these tensions and find ways to integrate them more effectively. This effort requires a combination of strong leadership skills and appropriate managerial tools. Flexibility, adaptability, creativity and informal interactions should be the basis of any strategic initiatives. Daring and innovation of the hospitals-more than acquiescence-are essential to their social and financial sustainability.
