The purpose of this dissertation is to analyze what strategies the Brazilian presidents of the pe... more The purpose of this dissertation is to analyze what strategies the Brazilian presidents of the period 1990-2017 used to circumvent in informational problems arose in the decision-making process resulting from the cabinet's multiparty composition, party alternation and external shocks. To this end, the analysis focuses on an administrative tool available to the presidents, namely, the centralization of formal advisory structures (EFAPs) in the Presidency aimed at collecting, systematizing and providing advice and information. To analyze the advisory structures, two work fronts are undertaken. First, a descriptive analysis of these structures is carried out based on five dimensions in relation to which they vary: (1) the quantity of EFAPs present in the Presidency, (2) of the political area to which they are directed, (3) the type of policy they are dealing with, (4) institutionalization and (5) composition. En la toma de decisiones presidenciales sobre políticas públicas, el acceso a la información es ... more En la toma de decisiones presidenciales sobre políticas públicas, el acceso a la información es un elemento fundamental, el <em>pulso de vida</em> de la Presidencia. Sin embargo, los presidentes de los sistemas de gobierno multi-partidistas, como el de Brasil, afrontan obstáculos para acceder a esa información debido principalmente a los factores políticos asociados al elevado número de partidos en el Gabinete y a la heterogeneidad de preferencias entre ellos. El artículo analisa el uso de la centralización de estructuras de asesoría mediante medidas administrativas por los presidentes brasileños (1990-2019) para eludir los desafíos informativos que genera la disputa política.
This section analyzes government responses to the COVID-19 pandemic in five Latin American countr... more This section analyzes government responses to the COVID-19 pandemic in five Latin American countries: Argentina, Brazil, Peru, Mexico, and Uruguay. The articles address the pandemic's evolution and emergency policy construction in these countries, emphasizing the dynamics of cooperation and conflict between presidents, congresses, bureaucracies, and subnational governments. The articles point to factors that contributed to varying degrees of governance of the crisis, from presidential leadership to government action's structural limits. In particular, studies allow for a more exhaustive assessment of presidents' responses, ranging from presidential inaction, populist rhetoric, and politically costly decision-making.

Despite evidence about the informal advisors of the presidents in Latin America, literature on th... more Despite evidence about the informal advisors of the presidents in Latin America, literature on this topic is still incipient. This article investigates the informational scenario that surrounded the Brazilian president, Jair Bolsonaro, from January to April 2020, a period of presidential decision-making on the measures to face the Covid-19 pandemic. In-depth case study of interactions established by the Brazilian president is developed based on data from the Brazilian President’s Daily Diary. Social Network Analysis (SNA) tools are used to analyze this evidence. The findings suggest that the Ministry of Health (MOH) was not the main information channel for the president at the beginning of the pandemic despite its central role in the national governance structure of public health emergencies. In addition, the analysis shows the president's choice to use the structures of the Presidency as main informational support, including strengthening them through unilateral administrative ...
Os governadores de Santa Catarina e Rio de Janeiro têm grandes chances de entrar para a história ... more Os governadores de Santa Catarina e Rio de Janeiro têm grandes chances de entrar para a história política nacional como os próximos governadores depostos por processo de impeachment. Pedidos de impeachment contra governadores são recorrentes no Brasil, porém sua consecução é um evento raro. É provável que se Moisés (PSL) e Witzel (PSC) contassem com uma estratégia de assessoramento ampliada para auxiliá-los no exercício do governo facilmente teriam contornado dificuldades informacionais e de articulação, evitando a tramitação da denúncia de impeachment. O artigo mostra como o uso da centralização e da politização teria proporcionado capacidade informacional e de diálogo aos governadores, compensando a inexperiência política e o déficit de articulação na política.

Esta sección analiza las respuestas gubernamentales a la pandemia de COVID-19 en cinco países de ... more Esta sección analiza las respuestas gubernamentales a la pandemia de COVID-19 en cinco países de América Latina: Argentina, Brasil, Perú, México y Uruguay. Los artículos abordan la evolución de la pandemia y la construcción de políticas de emergencia en estos países, con énfasis en las dinámicas de cooperación y conflicto entre presidentes, congresos, burocracias y gobiernos subnacionales. En conjunto, los artículos apuntan a factores que contribuyeron a diversos grados de gobernanza de la crisis, desde el liderazgo presidencial hasta los límites estructurales de la acción gubernamental. En particular, los estudios permiten una evaluación más exhaustiva de las respuestas de los presidentes, que varían entre la inacción presidencial, la retórica populista y la toma de decisiones políticamente costosa.
