Es claro que los Estados deben resguardar su seguridad interior y que sus ciudadanos deben contar... more Es claro que los Estados deben resguardar su seguridad interior y que sus ciudadanos deben contar con las condiciones mínimas de seguridad en las cuales puedan ejercer libremente sus derechos y libertades reconocidas constitucionalmente. Dentro de los mecanismos que el Estado tiene a disposición para garantizar la seguridad de sus ciudades, se encuentra el uso de la videovigilancia como mecanismo importante para este cometido. Sin embargo, el uso generalizado e indiscriminado de este instrumento, puede llegar a afectar y vulnerar derechos fundamentales de los ciudadanos, siendo necesario que estos ciudadanos cuenten con las debidas garantías para proteger sus derechos.
El presente artículo es derivado del proyecto de investigación denominado “Sistema de Videovigilancia en el Espacio Público de la Ciudad de Cúcuta. Límites y Garantías frente a su utilización por parte de la Policía Nacional” e identificado con el contrato FINU 034-2015 que tuvo como objetivo establecer los límites y garantías con que cuentan los ciudadanos frente a la utilización de la videovigilancia por parte de la Policía Nacional en el espacio público de la ciudad de Cúcuta, identificando la manera en que las cámaras de vigilancia son utilizadas, su tecnología, la posible afectación de derechos fundamentales y los mecanismos jurídicos para proteger esos derechos, con el fin de configurar un estándar mínimo de protección de los derechos de las personas frente a la utilización de la videovigilancia y generar un diagnostico sobre su utilización en un Estado democrático

Chemical products used in agriculture require detailed formulation and knowledge on their mode of... more Chemical products used in agriculture require detailed formulation and knowledge on their mode of action and uses. This is essential for understanding the pesticide's biological behavior and also to establish safety criteria for humans and animals. At the present time, there are numerous studies concerning physical and chemical agents present in the media which increase the incidence of tumors. In this paper, we demonstrate the mutagenic capacity of the fungicide thiram, using the microbiological Ames test, at a concentration of 1 mg/ml active ingredient in the culture medium. Higher concentrations were lethal to the microorganisms used in the test.

The rhizobacterial strain Jdm2 was isolated from the rhizosphere of the traditional Chinese medic... more The rhizobacterial strain Jdm2 was isolated from the rhizosphere of the traditional Chinese medicinal herb Trichosanthes kirilowii in Jiangsu province, China, and was identified as Bacillus subtilis. Exposure of cell-free filtrate of the strain to the root-knot nematode Meloidogyne incognita under in vitro conditions caused substantial mortality of the second stage juvenile (J2) and significantly reduced egg hatchability. A greenhouse trial demonstrated that 56 days after treatment with Jdm2, the number of galls associated with M. incognita infection in the tomato (Solanum lycopersicum) roots was significantly reduced compared to controls, and the disease severity of infected plants was lower in treated plants (36%) compared to water control (75%). Consistently, in the field trial, the biocontrol efficacy of Jdm2 reached 69%, 51% and 48% after 30, 60 and 90 days post-transplantation, respectively. As indicated by PCR-DGGE analysis, inoculation with Jdm2 strain had an effect on the bacterial community of the tomato rhizosphere at the first stage, but was not able to imperil the bacterial community stability for long time. The novel bacterial strain Jdm2 enhances plant growth and inhibits nematode activity, and has the potential to be a safe and effective microbial pesticide.

Para ello se emplean diversas técnicas de transformación y contraste de normalidad. Los principales resultados indican que la función log-normal se ajusta a la distribución de activo circulante / cifra de negocios, activos líquidos / cifra de negocios, activo circulante / pasivo circulante, y activos líquidos / pasivo circulante. El ratio activos líquidos / total activo puede ser aproximado mediante la curva log-normal o la gamma, y para caracterizar a pasivo exigible / total activo es válida la distribución normal o la gamma, siendo activo circulante / total activo y capital circulante / total activo modelizables solamente a través de la curva normal. Fluorescent Pseudomonas spp., isolated from rhizosphere soil of tomato and pepper plants, were ev... more Fluorescent Pseudomonas spp., isolated from rhizosphere soil of tomato and pepper plants, were evaluated in vitro as potential antagonists of fungal pathogens. Strains were characterized using the API 20NE biochemical system, and tested against the causal agents of stem canker and leaf blight (Alternaria alternata f. sp. lycopersici), southern blight (Sclerotium rolfsii Sacc.), and root rot (Fusarium solani). To this end, dual culture antagonism assays were carried out on 25% Tryptic Soy Agar, King B medium, and Potato Dextrose Agar to determine the effect of the strains on mycelial growth of the pathogens. The effect of two concentrations of FeCl 3 on antagonism against Alternaria alternata f. sp. lycopersici was also tested. In addition, strains were screened for ability to produce exoenzymes and siderophores. Finally, the selected Pseudomonas strain, PCI2, was evaluated for effect on tomato seedling development and as a potential candidate for controlling tomato damping-off caused by Sclerotium rolfsii Sacc., under growth chamber conditions. All strains significantly inhibited Alternaria alternata f. sp. lycopersici, particularly in 25% TSA medium. Antagonistic effect on Sclerotium rolfsii Sacc. and Fusarium solani was greater on King B medium. Protease was produced by 30% of the strains, but no strains produced cellulase or chitinase. Growth chamber studies resulted in significant increases in plant stand as well as in root dry weight. PCI2 was able to establish and survive in tomato plants rhizosphere after 40 days following planting of bacterized seeds.

This paper identifies the most suitable functional ways of characterising the statistical distrib... more This paper identifies the most suitable functional ways of characterising the statistical distribution of various financial ratios for a cross-section of companies. To do this, the paper employs various transformation techniques and normality tests. The main results indicate that the ratios of current assets/sales, quick assets/sales, current assets/current liabilities and quick assets/current liabilities all follow a log-normal distribution. The statistical distribution of quick assets/total assets can be approximated by either a log-normal or a gamma function, while for current liabilities/total assets both normal and gamma curves are suitable. Only a normal distribution fits the ratios of current assets/total assets and working capital/total assets.

ABSTRACT This study was conducted over 3 years in soils of Uruguay and Chile and two years in soi... more ABSTRACT This study was conducted over 3 years in soils of Uruguay and Chile and two years in soils of Argentina. 686 bacterial isolates were phenotypically characterized by testing in relation to the presence of plant growth promoting properties: phosphate solubilization, production of siderophores, starch hydrolysis, production of exopolysaccharides and biological control of Macrophomina phaseolina and Rhizoctonia spp. In all samples analyzed, the number of Gram-positive bacteria exceeded that of Gram negative. Ten bacterial isolates were selected for their plant growth promoting properties and API Test and 16S rRNA gene (rDNA). Six of these isolates belong to the genus Pseudomonas, three to the genus Bacillus and one to Janibacter. This is the first report of a strain from the genus Janibacter with promising plant growth-promoting attributes. The results obtained allow us to improve the microbial germplasm of plant growth promoting bacteria from soils of Chile, Argentina and Uruguay with a view to their potential use in the formulation of mixed inoculants that promote the growth of alfalfa.

This research work sets which are the economic and financial characteristics that most distinguis... more This research work sets which are the economic and financial characteristics that most distinguish high profitability manufacturing companies from low profitability ones. For that purpose we start from the information held in the annual accounts of every company that deposits them in the Commercial Register of Asturias, and discriminant analysis is applied to the data of the base constituted this way. The main results indicate that the most profitable firms have a higher level of short term liquidity and a higher financial charges-to-debt ratio. This may be undestood as a signal of the fact that poor performing firms in terms of profitability are financed mainly with credits from suppliers, wich have no explicit costs. Furthermore, the results of the inclusion of tendency variables in the analysis show that the best performing companies have increased their levels of solvency and short term liquidity. The aim of this research is to compare the accuracy of a rule induction classifiersystem –Quinlan... more The aim of this research is to compare the accuracy of a rule induction classifiersystem –Quinlan’s SEE5– with linear discriminant analysis and logit.The classification task chosen is the differentiation of the most efficient companies from theleast efficient ones on the basis of a set of financial variables.The sample consists of a database containing the annual accounts of the companies located inthe Principality of Asturias (Spain), which are mainly small businesses.The main results indicate that SEE5 outperforms logit, but it is not clearly better than discriminantanalysis. However, SEE5 models suffer from bigger increases in error rates when tested withvalidation samples.Another interesting finding is that in SEE5 systems both the number of variables selected andthe number of rules inferred grow when sample size increases.

The results obtained allow us to improve the microbial germplasm of plant growth promoting bacteria from soils of Chile, Argentina and Uruguay with a view to their potential use in the formulation of mixed inoculants that promote the growth of alfalfa.

This research work sets which are the economic and financial characteristics that most distinguis... more This research work sets which are the economic and financial characteristics that most distinguish high profitability manufacturing companies from low profitability ones. For that purpose we start from the information held in the annual accounts of every company that deposits them in the Commercial Register of Asturias, and discriminant analysis is applied to the data of the base constituted this way. The main results indicate that the most profitable firms have a higher level of short term liquidity and a higher financial charges-to-debt ratio. This may be undestood as a signal of the fact that poor performing firms in terms of profitability are financed mainly with credits from suppliers, wich have no explicit costs. Furthermore, the results of the inclusion of tendency variables in the analysis show that the best performing companies have increased their levels of solvency and short term liquidity. The aim of this research is to compare the accuracy of a rule induction classifiersystem –Quinlan... more The aim of this research is to compare the accuracy of a rule induction classifiersystem –Quinlan’s SEE5– with linear discriminant analysis and logit.The classification task chosen is the differentiation of the most efficient companies from theleast efficient ones on the basis of a set of financial variables.The sample consists of a database containing the annual accounts of the companies located inthe Principality of Asturias (Spain), which are mainly small businesses.The main results indicate that SEE5 outperforms logit, but it is not clearly better than discriminantanalysis. However, SEE5 models suffer from bigger increases in error rates when tested withvalidation samples.Another interesting finding is that in SEE5 systems both the number of variables selected andthe number of rules inferred grow when sample size increases.
