Resumo O artigo discute se a CEPAL ainda se constitui como uma Escola do Pensamento, status que l... more Resumo O artigo discute se a CEPAL ainda se constitui como uma Escola do Pensamento, status que lhe foi conferido por diversos livros especializados na discussão das Teorias do Desenvolvimento. A tese sustentada no artigo é a de que esta condição de Escola do Pensamento foi muito específica de uma situação de funcionamento da agência nos seus primeiros anos de existência, no contexto de um debate sobre que políticas de desenvolvimento deveriam ser implementadas para que países subdesenvolvidos pudessem almejar o desenvolvimento. O artigo procura estabelecer uma diferenciação entre esta condição dos primeiros anos e a atual, mostrando que agora a agência tem uma atuação compatível com a sua natureza de órgão multilateral pertencente ao esquema institucional das Nações Unidas.

A hipótese é que as condições históricas de criação da CEPAL abriram a possibilidade de especificidades muito relevantes ao debate sobre desenvolvimento econômico nos anos 1950 na América Latina, e na Europa e América do Norte. A CEPAL tem contribuições inscritas como heterodoxas no âmbito das teorias de desenvolvimento, engendrando uma característica de Escola de Pensamento que está ausente nas demais comissões.

In 2000’s, practices of International Cooperation and Development (ICD) gained emphasis through organized experience sharing between developing country governments and international organizations. Brazil deepened its partnerships with others Southern countries, a practice that came to be known as South-South Cooperation (SSC). However, following the impeachment of President Dilma Rousseff in 2016, the incoming administration introduced government spending limits in the form of a Constitutional Amendment (95/2016) which structurally decreased resources available for SSC and consequently limited possibilities to continue deepening international involvement. E argumentado que a ideia de intervencao Estatal sistematica precede a proposicao politica de Keynes, porque ela surge das condicoes historicas do fim do laissez-faire na virada para o seculo XX, e que a politica fiscal estrutural de manutencao de certo nivel da demanda efetiva e um tipo de planejamento que difere do planejamento economico na sociedade socialista.

Financialization is the result of the development of social forces and relations of production tr... more Financialization is the result of the development of social forces and relations of production translated into legal and institutional changes including the increasing importance of the financial sphere of capital and international financial circuits compared with the rest of the economy. An analysis from a lower level of abstraction, as proposed by the Marxist theory of dependency and Jaime Osorio’s work on the pattern of capital reproduction, must consider the differentiated incorporation of the periphery into financialized capitalism and its effects. A proposal that encompasses the cycles of capital and its reproduction in specific geo-historical contexts and establishes a dialogue between the pattern of capital reproduction and the changes in contemporary capitalism serves to extend Osorio’s ideas, including the identification of financialization as a new coil of the spiral of dependency. The paper evaluates the relationship between Prebisch and Furtado in the context of the Cuban Rev... more The paper evaluates the relationship between Prebisch and Furtado in the context of the Cuban Revolution. It departs from the interpretation that separates the ECLAC thought from its formal structure within the geopolitical order of the United Nations. This interpretation defends that, since 1948, the original lines of the United Nations constraint the aims of ECLAC. This creates difficulties for solving the problems of social and economic development of Latin America, which makes explicit that there is a contradiction between ECLAC as an independent generator of ideas and ECLAC as a part of the United Nations structure assuring the stability in the post-Second World War. The tensions between Prebisch and Furtado were in part the result of political changes in Cuba from 1959 onwards, which reinforces the above interpretation about ECLAC. Keywords:

A Cooperação Internacional para o Desenvolvimento (CID) emergiu após a Segunda Guerra Mundial em ... more A Cooperação Internacional para o Desenvolvimento (CID) emergiu após a Segunda Guerra Mundial em busca de soluções para questões internacionais relacionadas ao desenvolvimento. No Brasil, após os anos 2000, o destaque da política social despertou o interesse dos gestores internacionais e a parceria entre a ONU e o país na implementação de estratégias similares em outros países cresceu exponencialmente, evidênciando a Cooperação Sul-Sul (CSS), onde as experiências de sucesso em determinado país do Sul servem como exemplo para os demais. Entretanto, a crise política e econômica atual trará efeitos para a cooperação internacional e, por isso, pretende-se investigar a motivação, o papel da CSS brasileira na última década e quais serão os prováveis efeitos da atual crise, através da revisão bibliográfica e dos dados disponíveis.

In the wake of the process of mondialization of capital, the current system of protection of inte... more In the wake of the process of mondialization of capital, the current system of protection of intellectual property rights (IPR) legalized the appropriation of living entities in the form of patents. In the name of protecting technical knowledge and its economicity, international conglomerates have acquired monopoly rights over genetically modified (GM) seeds. After the creation of the World Trade Organization (WTO), the commercialization of GM seeds spread worldwide, accompanied by the exponential growth of these crops, especially in the peripheral countries. During this period, the world seed market experienced a rapid concentration, a tendency that remains today. In our research we will present a historical overview of the formation of IPRs on seeds, from the Plant Patent Act of 1930, passing through the UPOV convention, to the creation of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPs) constituted in the WTO legal framework in 1995, discussing legal and bioethical aspects related to the issue. At the same time, we analyze the process of institutionalization of international trade and evaluate the role of the USA hegemony. Finally, we bring data regarding the diffusion of GM seeds on the globe and the world seed market, oligopolized by six multinational corporations.

Esta tese é sustentada na concepção marxista e está presente nos trabalhos de Arrighi (1995), Marini (2000), Santos (2004) e Bambirra (2015), dentre outros autores. Os dados de base são os do desempenho das economias nacionais. Há uma problematização dessa tese no período mais recente pós-crise de 2008, pois existem trabalhos que sustentam que há mudança estrutural em favor das economias em desenvolvimento. Os elementos teóricos sistematizados no artigo corroboram a tese de que o sistema segue desigual, embora com mudanças na margem. Para mostrar isso com novos elementos, há uma segunda parte em que os dados sociais relacionados à Segurança Alimentar e Nutricional (SAN) são sistematizados para a região da América do Sul em comparação aos BRICS. La investigación parte de una lectura que separa el pensamiento cepalino de la estructura formal de la CEPAL encuadrada en el orden geopolítico de las Naciones Unidas. Esta lectura argumenta que, desde 1948, las estructuras originales del órgano delimitan las funciones objetivo de la comisión de acuerdo con la meta de mantener la estabilidad internacional. Esto hace que la CEPAL tenga, desde su origen, grandes dificultades para solucionar los problemas de desarrollo económico y social del continente, explicitando su contradicción de ser, al mismo tiempo, un generador de ideas económicas y un órgano subordinado a la estructura amplia de estabilidad del periodo posterior a la Segunda Guerra Mundial. This article aims to work out transformational proposals for development policies in Brazil susta... more This article aims to work out transformational proposals for development policies in Brazil sustained by Ruy Mauro Marini's analysis of the nature of peripheral capitalism in Latin America. In his analysis, superexploitation is constituted as a category showing the structural conditions of capitalism in Latin America, which tend to reproduce. In his most important work—Dialectics of Dependence (1973 [2000])—Marini shows that this very specific Latin American capitalism is deformed as compared to that observed in advanced countries. In this case, superexploitation does not impair the reproduction of labor power, but it limits the dynamics of accumulation through the extraordinary concentration of income and wealth. Considering that the political stance of Marini is clearly revolutionary, the proposals are valid only as an exegesis of his thought, and are not presented as a result of its theoretical propositions. It identifies two phenomena based on growth dynamics analysis. The first is the increase in the average growth rate from 2004 to 2010 compared to the average growth observed in the previous 20 years (1983–2003), a period characterized by greater social inclusion. The second is the fact that the weight of domestic activity was a crucial determinant of the growth rates observed during the 2004 to 2010 period.

The hypothesis is that in these economies the role of the State is comparatively broader than in the economies of the centers of the capitalism by structural reasons. The argument is mainly based on Marx and Kalecki, besides historical elements of Latin America economies, particularly the Brazilian economy. Then the paper explores the dynamics consequences of this nature at the national levels, concluding that this condition gives a higher degree of instability.

She reinterprets world history from the late eighteenth century meaningful and consistently, from the initial period of formation of nation-states, up to its consolidation as the multipolar system seen today. This conceptualization involves a deep and complex critique of theories of American hegemony, globalization, and empire, which are the focus of a critical evaluation which runs through the book. The difficulty lies in the book's theoretical complexity. The thesis of Geopolitical Economy and the book's critique of hegemonic theories require familiarity with Marx, Keynes, Polanyi, and Poulantzas, along with mastery of the contributions of the key participants in classic debates on imperialism. However, it is precisely this feature that makes the book so interesting and challenging. The article develops the hypothesis that there are different patterns of accumulation in Latin Am... more The article develops the hypothesis that there are different patterns of accumulation in Latin America. There are particular characteristics of certain countries, both as regards their productive apparatus and as regards the nature and activities of the State. The hypothesis does not contradict the existence of significant common structural factors. Then there is a theoretical discussion of the concept of capital reproduction. It focuses on data from selected economies dealing with the insertion of Latin America into the international division of labor and highlighting internal differences between national economies in the region. Finally, there is a discussion on the aspects of the Brazilian economy and the presentation of some conclusions.

The first is the increase in the average growth rate from 2004 to 2010 compared to the average growth observed in the previous 20 years (1983–2003), a period characterized by greater social inclusion. The paper discusses the dynamics of capital accumulation in Latin America economies. The hypothes... more The paper discusses the dynamics of capital accumulation in Latin America economies. The hypothesis is that in these economies the role of the State is comparatively broader than in the economies of the centers of the capitalism by structural reasons. The argument is mainly based on Marx and Kalecki, besides historical elements of Latin America economies, particularly the Brazilian economy. Then the paper explores the dynamics consequences of this nature at the national levels, concluding that this condition gives a higher degree of instability.

She reinterprets world history from the late eighteenth century meaningful and consistently, from the initial period of formation of nation-states, up to its consolidation as the multipolar system seen today. This conceptualization involves a deep and complex critique of theories of American hegemony, globalization, and empire, which are the focus of a critical evaluation which runs through the book. The difficulty lies in the book's theoretical complexity. The thesis of Geopolitical Economy and the book's critique of hegemonic theories require familiarity with Marx, Keynes, Polanyi, and Poulantzas, along with mastery of the contributions of the key participants in classic debates on imperialism. However, it is precisely this feature that makes the book so interesting and challenging. The article develops the hypothesis that there are different patterns of accumulation in Latin Am... more The article develops the hypothesis that there are different patterns of accumulation in Latin America. There are particular characteristics of certain countries, both as regards their productive apparatus and as regards the nature and activities of the State. The hypothesis does not contradict the existence of significant common structural factors. Then there is a theoretical discussion of the concept of capital reproduction. It focuses on data from selected economies dealing with the insertion of Latin America into the international division of labor and highlighting internal differences between national economies in the region. Finally, there is a discussion on the aspects of the Brazilian economy and the presentation of some conclusions.
