In doing so, the chapter focuses on common issues and interests in migration at a Global South level and the differences to those of established industrialised countries, as well as policy and management of migration in the Global South. Based on this, two main recommendations are put forward. Firstly, migration and development policy should be seen as complements rather than as substitutes. Considering the dominance of labour as a driver of migration as well as other drivers of migration in the Global South, there is an evident need to better integrate international migration policy and economic development policy. Secondly, managing the complex migration patterns in the Global South requires flexibility and adaptability, especially in the light of the Global Compact for Safe, Regular and Orderly Migration. Different experiences and practices with migration policy provide a rich portfolio of best practices and highlight the importance of the regional dimension. A stronger involvement of regional organisations may contribute to moderating potential conflicts of interest on migration between the Northern industrialised countries and the countries of the Global South and, as such, strengthen the complementarity between migration and economic development.

Noting the limitations of a conventional governmental approach to labour governance, they suggest considering new “hybrid” regulatory modes and mechanisms, which involve a combination of public and private actors and initiatives alongside or instead of traditional international labour law. The authors conclude by examining possible explanations for the emergence of gaps in the enforcement of labour rights, looking in particular at the issues of labour‐standard “selectivity” and the stringency with which standards are enforced.

In an attempt to fill this gap, this chapter formulates and tests an empirical model for intraregional migration in Sub-Saharan Africa within an extended human capital framework, taking into account spatial interaction. Using bilateral panel data between 1980-2000, we find that intraregional migration on the subcontinent is predominantly driven by economic opportunities and sociopolitics in the host country, facilitated by geographical proximity. The role played by network effects and environmental conditions is also apparent. Finally, origin and destination spatial dependence should definitely not be ignored.

This paper argues that heterogeneity in productivity is best captured by Finite Mixture Models (FMMs). FMMs build on the existence of unobserved subpopulations in the data. As such, they are generally consistent with models of firm dynamics differing between groups of firms and allow for a very flexible distribution fit. We find FMMs to increase this fit by more than 70% compared to currently considered distributions. A GFT exercise with Portuguese data reveals that only FMMs approximate the 'true gains' reasonably well.

The papers of the special issue are placed within this subject. Design/methodology/approach -Although the subject is not treated exhaustively, the papers presented are new contributions dealing with labour market institutions, efficiency wages, employment effects of outward foreign direct investment, immigration patterns, and regional social and labour policies. These diverse issues are dealt with in their relation with increasing globalization in developed economies. Findings -The major conclusions of the papers in the special issue are put into the perspective of the state of the art of the research on the social impact of globalization, particularly the labour market consequences. Originality/value -A more comprehensive analysis of globalisation, which takes into account the complementarity of the different channels through which its effects on labour markets are transmitted, becomes more and more necessary. The papers of the special issue attempt to look into a number of these channels and to some extent into their complementarity.
